7. In respect of the remaining Cadres/Sub-<br />

Cadres, Select Lists could not be prepared due<br />

to various reasons such as vacancies not being<br />

determined by the Government of India, Court<br />

orders/directions, seniority disputes, nonfinalisation<br />

of select lists of earlier years and nonreceipt/delayed<br />

receipt of proposals from the State<br />

Governments etc.(Refer Diagram 3).<br />

8. During the year <strong>2007</strong>-<strong>08</strong>, the Commission<br />

convened 75 Selection Committee Meetings<br />

including Review Meetings to prepare Select<br />

Lists for promotion to the All India Services as<br />

summarized in Table 2 (details in Appendix-<br />

XXVIII): Selection Committee Meetings in<br />

respect of three cadres fixed but could not be held<br />

due to various reasons. Selection Committee<br />

Meeting in respect of one cadre [Orissa-<br />

IAS(SCS)] was held but the Select List could not<br />

be finalized.<br />

9. List of Cadres/Sub-Cadres for which no<br />

meeting could be held during the year due to<br />

non preparation of Select Lists of earlier years,<br />

incomplete proposals, stay orders from various<br />

courts, etc. are given in Appendix-XXX.<br />

Confirmation, Promotions & Transfers etc.<br />

10. The Commission handles work relating<br />

to (i) Promotion to Central Services;<br />

and (ii) Deputation/ Absorption. During<br />

the year <strong>2007</strong>-<strong>08</strong>, the Commission made<br />

recommendations in respect of 4,860<br />

officers/posts compared to 4,147 officers/<br />

posts for which recommendations were<br />

made during 2006-07. For making the said<br />

Promotions in Central Services<br />

11. The Commission considered 1,282 cases<br />

involving 12,397 officials for Promotion to<br />

various posts under the Central Services. 445<br />

Departmental Promotion Committee Meetings<br />

were convened during <strong>2007</strong>-<strong>08</strong> where 4,547<br />

officials were recommended. During the<br />

year 2006-07, the Commission considered<br />

1,253 cases involving 12,760 officials. 353<br />

Departmental Promotion Committee meetings<br />

were convened where 4,016 officials were<br />

recommended.<br />

Deputation/Absorption<br />

12. The Commission considered 1,011 cases<br />

involving 7,195 officials for Deputation/<br />

Absorption. 158 Selection Committee<br />

Meetings were convened during <strong>2007</strong>-<strong>08</strong><br />

where 313 officials were recommended.<br />

During the year 2006-07 the Union Public<br />

Service Commission considered 817 cases<br />

involving 6,661 officials. 94 Selection<br />

Committee Meetings were convened where<br />

131 officials were recommended.<br />

13. Confirmation of officers appointed through<br />

the Union Public Service Commission is no more<br />
