The following general principles will be applied in the consideration of all<br />
development proposals:<br />
(i) development will provide for a choice of means of transport to and within the site,<br />
giving priority to pedestrians, cyclists and public transport users.<br />
(ii) development will not be permitted if it would:<br />
• compromise road safety by site access or internal circulation issues; or<br />
• cause significant harm to amenity, or to the character or appearance of the<br />
surrounding area; or<br />
• create risk to people and property as a result of flooding, air or water pollution,<br />
land contamination, or noise or light nuisance; or<br />
• prejudice the comprehensive development of the area.<br />
(iii) significant weight will be attached to the quality of building and site design<br />
and layout, in particular for development which would be prominent because of<br />
its scale or location. The design of development shall have regard to:<br />
• the needs of people who have disabilities;<br />
• the need for efficiency in the use of water, land and of non-renewable resources,<br />
including natural resources and energy;<br />
• the need to make the proposal as sustainable as practicable.<br />
(iv) Planning conditions and legal agreements will be used where appropriate<br />
to make the most of the social, economic and environmental benefits of<br />
development.<br />
POLICY UP1<br />
DEVELOPMENT IN URBAN PRIORITY AREAS<br />
1. The Urban Priority Areas comprise the following wards which have the highest<br />
concentration of social and economic deprivation:<br />
- Linacre, Derby, Litherland, Netherton and Orrell, St Oswald, Ford and Church<br />
in the south of the Borough<br />
- Dukes and Cambridge in <strong>Southport</strong>.<br />
2. Development will not be permitted if it is inconsistent with the objectives of any<br />
strategy or action plan approved by a local partnership responsible for<br />
regeneration programmes within these areas, including the following<br />
programmes:<br />
(i) Housing Market Renewal Pathfinder Area<br />
(ii) South <strong>Sefton</strong> (SRB 6)<br />
(iii) Atlantic Gateway Strategic Investment Area<br />
(iv) Dunningsbridge Pathways<br />
(v) Bootle/Seaforth/Orrell Pathways<br />
(vi) <strong>Southport</strong> <strong>Seafront</strong> Action Plan<br />
3. Neighbourhood Renewal Fund Development proposals within the Priority Areas<br />
in the South of the Borough should have regard to the following key criteria:<br />
(i) Safeguarding existing sources of local employment and increasing<br />
opportunities for new locally accessible employment<br />
(ii) Maintaining a choice of good quality housing appropriate to the needs of<br />
current and future households
