Target content and definition • Unrealistic to expect politicians to accept a long list of targets • Aim for small number of targets combining universal access to basic services and progressive improvement in existing service levels • Focus on improving access at home and in extra-hh settings with explicit focus on disadvantaged groups • Move away from improved/unimproved terminology but retain the idea of a basic ‘threshold’ for everyone • Use normative criteria of HRTWS and service ladder concept as guiding principles Stockholm World Water Week – 30 August 2012 4
