CAL/OSHA for the proposed hearings. It was recommended that the Board authorize an
extension of the contract to expire March 31, 1994, at an hourly rate of $65 and new fees
not to exceed $30,000.00. The recommendation was approved on passage of Resolution No.
94013.
Beech Street - Consultant Services was the subject of a memo to the Board from the
Director of Human Resources notifying the Board that the Port is self-insured for workers'
compensation in the State of California. As part of the overall cost containment program,
a medical management and medical bill review service is advised. It was recommended that
the Board authorize the preparation and execution of a contract with Beech Street for
workers' compensation cost containment services for fees not to exceed $50,000.00 per year.
The firm will review medical bills and reduce them to acceptable fees allowed by the State
of California. It was estimated that this will save the Port approximately $100,000.00 per
year. Additionally, Beech Street will provide Utilization Review and Case Management;
Preferred Provider Organization - physicians & hospitals that offer a reduced fee structure
than State fee schedule; and a concentrated managed care approach to workers'
compensation to reduce medical costs. The recommendation was approved on passage of
Resolution No. 94014.
Coleen Olson-Bell, Disaster Planning Consultant was the subject of a memo to the
Board from the Director of Equal Opportunity notifying the Board of the contracting with
Ms. Coleen Olson-Bell to provide Disaster Planning Consultant Services for the Port.
Services were authorized not to exceed $29,999 which includes payments made under a
Professional Services Purchase Order. Ms. Bell is working with the members of the Ports
Emergency Management Team and teams assigned within the Port's Divisions to draft
individual Division Emergency Procedure Manuals and the project is more extensive than
anticipated. It was recommended that the Board extend Ms. Coleen Olson-Bell's Consultant
Agreement to provide additional disaster preparedness services not to exceed $59,999 in
fiscal year 1993. The recommendation was approved on passage of Resolution No. 94015.
