trucks and fueling carts and associated equipment, 'The Oakland Fuel Facilities Corporation
is an association of air carriers that provides air passenger and air cargo fueling services at
the South Airport. The purpose of the OFFC is to hire a third party to provide fueling
services for all aircraft at the South Airport and the OFFC is willing to provide fueling
services on request at the North Airport when fulfillment of the request is not financially
burdensome and when fulfillment of the request does not violate the terms of the Port's
Agreement with the North Airport Fixed Base Operator. The term of the Agreement was
one year ending September 30, 1990. The Port was given three renewal options, with the
term subject to the final option expiring on September 30, 1993. The Port exercised the
Options that expired in 1991 and 1992. Port staff and the OFFC have agreed to a mutual
interest in the continuation of the current relationship between the Port and the OFFC and
a new agreement is being negotiated. It was recommended that the Board authorize an
extension from September 30, 1992 through October 1, 1994 of the Agreement for
Operation and Maintenance of Aviation Fuel Storage Facility, Hydrant Fueling System and
Service and Maintenance of Aviation Refuelers and. Servicers under the same teims and
conditions at the current agreement. The recommendation was approved on passage of
Resolution No. 94005.
Recommended Adjustment to Passenger Use Fee for International Arrivals Building
was the subject of a memo to the Board from the Director of Aviation notifying the Board
that the current fee for the use of the International Arrivals Building is $3.00 per deplaning
passenger. International Arrivals Building rates are calculated annually based ont he
number of passengers expected to use the facility and the marketing objective of attracting
new international services. LeisureAir, a primary charter carrier at the airport, will cease
operations in Oakland resulting in a decrease in international traffic of approximately 5,500
deplaning passengers a month. After the departure of LeisureAir, the two remaining
international carriers, Martinair and Taesa Airlines are expected to deplane 50,000
passengers through the Building during CY 1994. Based on the reduced activity, it was
