SBD also assisted the Port Attorney during litigation against ISN concerning the airport
security system. As the firm can provide certain services to the Port during the construction
of the security system, it was recommended that the oard find and determine that the
services to be provided by SBD are professional services and authorize the preparation and
execution of an agreement with the firm. SBD's services in connection with this project will
consist of attending jobsite meetings with the contractor, observing the construction work
and providing advice to the Resident Engineer, reviewing submittal and other construction
documents, witnessing factory and on-site tests, assisting with the final sign-off inspections
of the entire system, and performing other construction-related activities at the request of
the Resident Engineer. The firm will be paid direct salaries of personnel performing work
on the project, other reimbursable expenses, and fixed fee of $5,700.00. The maximum
payment which can be made under the agreement is $57,000.00 with $14,000.00 in additional
work available at the discretion of the Executive Director. The recommendation was
approved on passage of Resolution No. 94001.
Mr. Bob Ryan, Project Manager for Lera Electric, appeared before the Board to
request that the Port reconsider the award of the security contract as his firm had the lowest
price and were more capable. The Chief Engineer info used that Board that the award of
the security contract was not before the Board for action as the Board had previously
delegated the authority to enter into a contract to the Executive Director. The Board
received Mr. Ryan's appearance without comment.
Approval of a New License and Concession Agreement with Existing Tenant - Joe
Lucero Printing was the subject of a memo to the Board from the Director of Aviation
recommending approval of a new agreement with Joe Lucero for 6,787 square feet of shop
space in Building L-647, North Airport, at $1,617.97 per month, effective December 1, 1993.
The recommendation was approved on passage of Resolution No. 94002.
Approval of License and Concession Agreement - Andy Frain Services, Inc. was the
subject of a memo to the Board from the Director of Aviation notifying the Board that
Andy Frain Services, Inc., the provider of security guard checkpoint services at the Airport,
