Syniverse Intercarrier
Communications (ICC)/Service Order
Administration (SOA) - INPort®
The FCC’s wireless number portability (WNP) mandate allows customers to change
their local telecommunications service provider while keeping their existing
telephone number. Wireless operators have targeted 2.5 business hours to complete
a simple port between them.
The Syniverse INPort Intercarrier Communications (ICC)/Service Order
Administration (SOA) WNP Service Bureau is a fully integrated application that
efficiently manages the porting administration process. The ICC component provides
the intercarrier communications required to exchange a subscriber’s service order
information with another operator before the number can be ported. The SOA
component of the solution efficiently transmits the necessary number porting
information to the Number Portability Administration Center (NPAC).
Additionally, Syniverse’s extensive experience as a service bureau provider simplifies
the complexities of meeting the FCC’s WNP requirements by reducing your upfront
costs and streamlining your operations. The reliable service bureau model eliminates
your need to make a large capital investment in expensive systems and minimizes
operational expenses. Through a single connection to Syniverse, the service
eliminates the cost and complexities of maintaining direct connections to multiple
NPAC regions and multiple trading partners.
The Syniverse INPort ICC/SOA Service Bureau is fully compliant with the Cellular
Telecommunications & Internet Association’s (CTIA) and Ordering and Billing Forum’s
(OBF) Wireless Intercarrier Interface Specifications (WICIS) porting requirements for
the intercarrier communications process (ICP). Furthermore, Syniverse is an active
participant in the ATISsponsored OBF, the Local Number Portability Administration
Working Group (LNPAWG) and the North American Numbering Council (NANC).

How It Works
1. Recipient operator sends porting request to Syniverse’s ICC service bureau hub in
response to customer’s request to port number.
2. Syniverse takes the porting request and sends it to the prospective customer’s
current operator (donor operator).
3. Syniverse sends the responses back to the recipient operator.
4. Recipient operator sends a porting request to Syniverse’s SOA service bureau.
5. Syniverse forwards the recipient operator’s request to the correct NPAC regional
database and returns any replies to the recipient operator.
6. When all parties agree, the number is ported and the NPAC updates all LSMSs in
the region (including Syniverse’s) who, in turn, update their NPDBs.
