IA RTE <strong>of</strong> <strong>the</strong> humanitarian response to Pakistan’s 2010 Floods crisis<br />
percent <strong>of</strong> <strong>the</strong> land area 7 . Such structures are imposed by feudal landlords, whose tenants are<br />
deprived from many basic rights, including access to basic services such as health and education.<br />
According to surveys done by Pakistani health departments, <strong>the</strong> problem <strong>of</strong> Global Acute<br />
Malnutrition rates has surfaced in Sindh, where rates over 20 per cent are far beyond World<br />
Health Organization’s(WHO)15% emergency threshold 8 . People that were already affected by<br />
<strong>the</strong> chronic poverty and vulnerability were fur<strong>the</strong>r marginalised as a result <strong>of</strong> <strong>the</strong> floods,<br />
according to Nutrition Cluster data 9 .<br />
10. Pakistan is a disaster hotspot which is frequently exposed both to geophysical and<br />
hydrological (earthquakes, cyclones, droughts, floods and landslides) events and conflicts on<br />
several fronts, including Pakistan being a frontline U.S. ally in <strong>the</strong> war on terror. In KPK, as well<br />
as areas <strong>of</strong> Balochistan, <strong>the</strong> impact <strong>of</strong> <strong>the</strong> flood has been compounded by conflict and<br />
insurgency, some <strong>of</strong> which derives from regional geopolitical situation, which adds an additional<br />
layer to what is already considered a complex emergency situation 1011 .<br />
3 ‐ Methodology<br />
11. This evaluation is <strong>the</strong> ninth <strong>Inter</strong> <strong>Agency</strong>‐<strong>Real</strong> <strong>Time</strong> <strong>Evaluation</strong> (IA‐RTE) conducted for <strong>the</strong><br />
<strong>Inter</strong> <strong>Agency</strong> Standing Committee (IASC) 12 <strong>of</strong> <strong>the</strong> current series and <strong>the</strong> fourth IA‐RTE to be<br />
rolled out in Pakistan. An IA‐RTE is an evaluation that provides immediate feedback in a<br />
participatory way to those executing and managing <strong>the</strong> response. IA‐RTEs seek to unlock<br />
operational challenges and provide real time feed‐back for both immediate corrective action<br />
and more system‐wide institutional learning.<br />
12. The UN’s Office for <strong>the</strong> Coordination <strong>of</strong> <strong>Humanitarian</strong> Affairs (OCHA) managed and funded<br />
<strong>the</strong> evaluation on behalf <strong>of</strong> <strong>the</strong> IASC. The Terms <strong>of</strong> Reference (ToR), which define <strong>the</strong> objectives<br />

The authors acknowledge <strong>the</strong> international terminology <strong>of</strong> ‘complex emergencies’ (i.e. one country dealing with<br />
several recurrent events within its frontiers, some being conflict related, while o<strong>the</strong>rs are related to natural disaster).<br />
However, in this report we will refer to <strong>the</strong> ‘complex’ terminology only when referring to <strong>the</strong> ‘emergency situation’in<br />
Balochistan and KPK and ‘floods emergency’, when referring exclusively to <strong>the</strong> emergency that occurred as a result <strong>of</strong><br />
<strong>the</strong> 2010 floods.<br />
