1 The first three TSCA rules on this list impose obligations on the regulated community (e.g., disclosure, work practice<br />

standards), whereas the last two rules do not.<br />

But for two exceptions, federal LBP laws do not impose an affirmative obligation to perform any LBP “risk<br />

reduction” work (any measures to evaluate or address LBP or LBP hazards 36 ), and do not empower federal<br />

authorities to demand such work. 37 The two exceptions under which the federal government can compel<br />
