2. TSCA <strong>Lead</strong>-<strong>Based</strong> <strong>Paint</strong> Regulations<br />
Pursuant to TSCA Title IV, EPA has promulgated: 155<br />
• The <strong>Lead</strong> Hazard Standard. 156<br />
• The <strong>Lead</strong>-<strong>Based</strong> <strong>Paint</strong> Activities, Certification, and Training Rule (LBP Activities Rule). 157<br />
• Regulations for State and Indian Tribal Programs (State/Tribal Programs Rule). 158<br />
• The Pre-renovation Education Rule (PRE Rule). 159<br />
• The Renovation, Repair, and <strong>Paint</strong>ing Rule (RRP Rule). 160<br />
The RRP Rule (effective June 23, 2008) modifies the LBP Activities Rule,<br />
State/Tribal Programs Rule, and PRE Rule. Therefore, the examination of the<br />
RRP Rule herein follows that of the pre-existing regulations (in section III.F,<br />
below).<br />
3. <strong>Enforcement</strong><br />

Section 409 of TSCA prohibits noncompliance with TSCA LBP requirements.<br />
Section 11 of TSCA empowers EPA to conduct inspections 163 — and to issue subpoenas to require<br />
production of documents, answers to questions, and other information; and to compel witness testimony. 164<br />
