2008-09, such trainings were conducted in 6 districts of Bhatinda, Barnala, Patiala, Fatehgarh<br />

Sahib, SAS Nagar and Ludhiana. 802 candidates were trained on PPP mode and 140 through<br />

PAU, Ludhiana. Training of 1235 candidates is going on. A <strong>For</strong>eign Employment Information &<br />

Training Bureau has been set up for guidance and placement of candidates in foreign countries.<br />

Skill Up gradation & Pre-Departure Orientation Training Scheme is being implemented under<br />

Ministry of Overseas Indian Affairs (MOIA). 389 candidates have received training under this<br />

programme. An Overseas Workers Resource Centre is being set up in collaboration with MOIA<br />

which will work as a help-line for emigrant and prospective emigrating workers.<br />

BORDER AREA DEVELOPMENT PROGRAMME<br />

130. <strong>Punjab</strong> has a 553 km long international border with Pakistan. The problems of<br />

border people require special attention. Besides, there are <strong>11</strong> towns situated within 15 km of the<br />

border. The allocation of Rs 22.00 Cr under BADP is meagre and no money is allocated to these<br />

towns. DPRs for upgradation of 499 kms village roads in the border areas for Rs.235 Cr stand<br />

submitted to GoI. Because of our good performance in utilization of funds, the Government of<br />

India has released an amount of Rs 7.90 Cr (100% grant) for various development works and<br />

construction of High Level Bridge at Ghaniya ke Bet, District Gurdaspur, over and above the<br />

normal allocation of Rs 21.88 Cr under BADP during 2009-10. Outlay for BADP during 2010-<br />

<strong>11</strong> has been kept at Rs 22.00 Cr.<br />

EXCISE & TAXATION<br />

131. VAT was successfully implemented in the <strong>State</strong> of <strong>Punjab</strong> w.e.f. 1.4.2005.<br />

Keeping in view the difficulties being faced by trade and industry, rate of VAT has been<br />

decreased on certain commodities, procedure of tax collection has been made business friendly<br />

and dates for submission of statutory documents under the CST Act have been extended for<br />

procuring these documents from other <strong>State</strong>s.<br />

132. The Collections under <strong>Punjab</strong> VAT and CST Acts have increased from Rs.<br />

6334.87 Cr in (2008-09) to Rs. 7491.91 Cr (in 2009-10).<br />

133. During the year 2008-09, the department has collected Rs 1810.72 Cr as Excise<br />

revenue whereas for the year 2009-10, the department has earned revenue of Rs 2100.57 Cr.<br />

This amounts to an increase of Rs 289.85 Cr i.e. 16.00% over the previous year .<br />
