To facilitate mutual learning and deepen cooperation,<br />

<strong>the</strong> two sides send personnel to attend each<br />

o<strong>the</strong>r’s military schools, swap liaison officers, and<br />

conduct regular military-to-military exchanges. The<br />

relationship is overseen by a number of joint committees<br />

that meet regularly, such as <strong>the</strong> Defense<br />

Policy Advisory Group (DPAG) and <strong>the</strong> Joint<br />

Political-Military Group ( JPMG). The armed forces<br />

of both countries also conduct regular joint training<br />

exercises: for instance, <strong>the</strong> air forces of <strong>the</strong> two<br />

countries conduct periodic joint aerial training exercises<br />

( Juniper Stallion); U.S. naval aircraft conduct<br />

live fire exercises at Israeli bombing ranges ( Juniper<br />

Hawk); Israeli aircraft and crews periodically<br />

attend Red Flag exercises at Nellis Air Force Base in<br />

Nevada; U.S. Marine Corps units regularly train at<br />

Israel’s national urban warfare training center in <strong>the</strong><br />

Negev (Noble Shirley); and <strong>the</strong> <strong>United</strong> <strong>States</strong> and<br />

Israel conduct biennial missile-defense exercises in<br />

<strong>the</strong> eastern Mediterranean ( Juniper Cobra).<br />

Over <strong>the</strong> years, some of <strong>the</strong> most important<br />

collaboration has involved <strong>the</strong> transfer of Israeli<br />

lessons learned concerning counterterror tactics,<br />

techniques, and procedures, conventional and<br />

unconventional combat, <strong>the</strong> use of unmanned aerial<br />

vehicles (UAVs), and even <strong>the</strong> employment of<br />

dogs in combat and for counter-IED (improvised<br />

explosive device) tasks.<br />
