could undercut Israel’s appeal as a business partner<br />

or destination for foreign investment, and <strong>the</strong>reby<br />

undermine its value as a strategic asset for <strong>the</strong><br />

<strong>United</strong> <strong>States</strong>. 19<br />

Due to <strong>the</strong> depth and breadth of American support<br />

for Israel, it seems unlikely that <strong>the</strong> BDS movement<br />

will gain many adherents in <strong>the</strong> <strong>United</strong> <strong>States</strong>.<br />

A revived peace process, moreover, would probably<br />

deflate <strong>the</strong> delegitimization challenge. The 1993 Oslo<br />

Accords with <strong>the</strong> Palestinians, for all <strong>the</strong>ir faults, produced<br />

major tangible dividends for Israel in terms of<br />

international diplomatic, economic, and security ties,<br />

especially with rising powers like India and China.<br />

The Oslo Accords even shifted Arab and Muslim<br />

discourse toward acceptance of Israel in principle,<br />

eventually producing <strong>the</strong> Arab Peace Initiative of<br />

2002 that was reaffirmed (and <strong>the</strong>n endorsed by <strong>the</strong><br />

much broader Organization of <strong>the</strong> Islamic Conference)<br />

in 2007. Some of those gains are currently dissipating,<br />

owing to a combination of factors: <strong>the</strong> lack<br />

of a peace process; <strong>the</strong> rise of Islamist movements<br />

like Hizballah, Hamas, <strong>the</strong> Justice and Development<br />

Party (AKP) in Turkey, and <strong>the</strong> Muslim Bro<strong>the</strong>rhood<br />

affiliates in countries most affected by <strong>the</strong><br />

Arab uprisings; and incitement by Iran and o<strong>the</strong>r<br />

radical forces. Yet that atmosphere could change for<br />

<strong>the</strong> better, in <strong>the</strong> case of renewed progress toward<br />

an Israeli-Palestinian peace agreement. In dealing<br />

with this challenge, however, Israel would probably<br />

try to balance <strong>the</strong> concessions required by <strong>the</strong> PA to<br />

advance <strong>the</strong> peace process against <strong>the</strong> practical security<br />

arrangements Israelis view as essential to <strong>the</strong>ir<br />

long-term survival.<br />
