Quick Guide to Special Needs Assessment Tools<br />

What is a specific learning disability?<br />

According to Mapping the Territory, the Commonwealth government<br />

enquiry in Australian schools by Louden et al., 2000, there is much<br />

discussion and confusion around the terminology and definition of<br />

learning disabilities. For many Australian teachers the term may include a<br />

disparate group of students such as those who have physical disabilities,<br />

emotional difficulties, intellectual disabilities, or who speak English as a<br />

second language as well as the students who have specific literacy skill<br />

difficulties despite their average to high ability in other areas. Additionally<br />

terms such as ‘students at risk’, ‘specific learning difficulties’ and ‘learning<br />

disabilities’ are used interchangeably to describe various groups of<br />

students (Louden et al., 2000).<br />

A widely accepted definition refers to those students who have average<br />

or above general ability, but difficulty with reading, spelling or mathematics,<br />

and associated processing. Diagnosis that is formally accepted for specific<br />

learning disability (e.g. for special consideration for Year 12 examinations)<br />

includes intelligence and processing abilities testing (e.g. Stanford-Binet,<br />

WISC), and normed reading, spelling and mathematics testing for a gap of<br />

two or more years behind expected chronological age level (e.g. Neale<br />

Analysis of Reading Ability, PAT-R).<br />

Below is a selection of tests that can be used by teachers as an indicator<br />

of the need for such referral for formal testing and as a way to establish<br />

and take into account the cognitive processing and other needs of<br />

students.<br />

Specimen Sets<br />

Most assessments offer a Specimen Set, which allows you to fully<br />

A Specimen Set usually contains an administration manual and a<br />

sample of each of the test components. In most cases, multiple copies<br />

of test booklets and answer sheets will need to be purchased. All<br />

What is OMR?<br />

OMR stands for Optical Mark Recognition and indicates that test<br />

or survey response sheets can be scanned and computer scored.<br />

Two principal objectives of assessment are<br />

…to enable a teacher to evaluate the effectiveness of the teaching program and then to make any<br />

necessary modifications to method of delivery, learning activities or resources [and] to identify any<br />

students who are having difficulties mastering the course content, and thus need additional help.<br />

A good starting point is to conduct a School Assessment Audit to<br />

identify the different assessments being used at different year levels and<br />

About Direct Instruction<br />

Research indicates that direct instruction has the fourth greatest effect on student achievement,<br />

preceded only by feedback, students’ prior cognitive ability and teacher instructional quality.<br />

Direct teaching … is associated with several different descriptors; for example, explicit instruction, systematic<br />

Qualification Requirements<br />

<strong>ACER</strong> tests are professionally developed assessment instruments that<br />

require specialised training to ensure their appropriate, ethical use.<br />

Eligibility to purchase these tests, therefore, is restricted to individuals with<br />

specific training and experience in a relevant area of assessment.<br />

As the assessment tools listed in the <strong>Education</strong> Resources 2011 Update<br />

must be used in an educational setting, in most cases the only requirement<br />

to purchase and use educational assessment tools is a teaching<br />

qualification. Most assessments listed (pages 8–20) are restricted to<br />

school use only. Assessment tools that have a broader psychological base<br />

may require additional qualifications.<br />

Unless otherwise specified, the assessment tools in this catalogue require<br />

purchasers and users to have an M level of qualification.<br />

M Moderate<br />

Available to professionals with tertiary qualifications in education, human<br />

resources, personnel administration, psychology or other relevant<br />

discipline, or demonstrated equivalent experience. Tests in this category<br />

require some technical knowledge of test construction, use, administration<br />

and feedback.<br />

Terms of Trading<br />

All <strong>ACER</strong> products are firm sale. Our payment terms are 30 days from<br />

invoice date.<br />

Specimen sets and manuals for tests, where available, may be sent ‘on<br />

approval’. These items are usually sent with an understanding that they<br />

are being viewed ‘on approval’. In such cases, customers are to either pay<br />

for the goods or return the goods to <strong>ACER</strong> strictly within 30 days of the<br />

invoice or the return will not be approved. Software, books, DVDs and<br />

CDs cannot be sent on approval.<br />

Return Requirements<br />

• The return must be accompanied by a copy of the invoice.<br />

• Customers are to complete an ‘on approval/return’ form indicating<br />

reasons for return (contact Customer Service for a copy of the form).<br />

• Organise a courier or registered mail (for proof of delivery).<br />

• Return cost to be met by the customer.<br />

Acceptance of returns are at the discretion of <strong>ACER</strong> and are subject to<br />

the following conditions:<br />

• <strong>ACER</strong> reserves the right to refuse returns that do not arrive in mint<br />

condition and within 30 days of the invoice date.<br />

• If a return is refused, freight charges are the responsibility of the<br />

customer.<br />

Goods must be returned by registered mail (for proof of delivery) with a<br />

copy of the invoice and a return authorisation form (available from <strong>ACER</strong>).<br />

Procedure for return of faulty goods or incorrect orders<br />

• Return of faulty goods or an order which has been incorrectly filled by<br />

<strong>ACER</strong> must be returned within seven (7) days of delivery (<strong>ACER</strong> will<br />

cover cost of return postage in these instances).<br />

• Contact <strong>ACER</strong> to obtain return authorisation slip.<br />

• Please return by registered mail (for proof of delivery).<br />

• Return goods with copy of invoice and return authorisation slip.
