The city had interviewed 12 candidates as of July 14, and Mayor Gene Hobgood said that no more interviews are planned. The job ad that the city posted on the Association County Commissioners of Georgia’s and the Georgia Municipal Association’s Web sites called for 10 years experience as a city manager. The salary for the position is budgeted at $110,000 per year. Hobgood said that the city council has not set a date to hire a new city manager and that Canton Donors give money toward cat adoptions from shelter The Cherokee County Animal Shelter recently received $1,200 in donations from two different people to go toward cat adoptions. The money toward adoption fees will be available on a firstcome, first-serve basis. The shelter is located on Univeter Road at its intersection with Chattin Drive in Canton. Canton details senior tax application process In response to confusion over the application process for senior tax and garbage collection credits, Canton officials have posted signs detailing the application process at the city hall tax collection window. Senior residents can apply for a discount on their garbage collection when they reach the age of 62, which reduces the cost from $16.50 to $7.50 per month. would end its search “as soon as we find the perfect candidate.” Hobgood has served as city manager since former City Manager Rob Logan returned to the city’s chief financial officer position April 1. Logan served as CFO under former mayor Cecil Pruett before being promoted to interim city manager in Oct. 2007 and permanent city manager in May 2008. Logan was hired with the assistance of the University of Georgia’s Carl Vinson Institute of Public Policy. Hobgood said the city decided not to use the Vinson Institute in its current city manager search, because “it cost $7,500 last time to go with Carl Vinson, and we felt like we could do just as well with our own process.” City officials had attempted to use word of mouth to advertise the position in April and May, which Hobgood initially thought would expedite the hiring process. The city council interviewed and seriously considered two candidates last spring, one of whom they made an offer to. “All the leads that I had kind of petered out, so then we started to advertise,” Hobgood said. JULY 15, 2009 NEWS THE CHEROKEE LEDGER-NEWS 5 Plans change for Canton fire station BY ERIKA NELDNER erikaneldner@ledgernews.com The city of Canton has changed its mind on moving forward with applying for federal stimulus funds to build a new fire station in Laurel Canyon, but officials say the station still will be built at some point. The deadline to apply for the funds from the American Recovery and Reinvestment Act was July 3. On July 7, the public safety committee, made up of council members Bill Bryan, Pat Tanner and Amelia Rose, decided not to submit the grant, citing the necessary money the city is lacking to staff the fire station, as well as any money above the grant funds that would be needed for construction overages and operations. “We don’t have the money for that right now. It was a tough decision,” said Bryan, who is the committee chairman. “It’s time the city of Canton stops buying things it can’t afford.” The city was planning to apply for a $2 million federal grant to fund the construction of an environmentally friendly fire station in the Laurel Canyon subdivision on Ga. 140. The initial estimate for the new fire station was $750,000, but Mayor Gene Hobgood said the bids showed a higher cost of $1.25 million. The $2 million cost in the grant application reflected “green” additions to the station to make the city’s application more competitive. “All the conditions attached to receiving the stimulus money drove the cost way up,” Bryan said. However, the city still would have been responsible for staffing the station at an annual cost of $450,000 to $500,000, which includes salary, gear and insurance. Bryan said the new fire station would require an additional nine firefighters. The city still plans to build a new fire station in Laurel Canyon but not one with as many bells and whistles. It also has the land needed for the station. “We haven’t wavered on that,” Tanner said of building the Laurel Canyon station. “The city is still committed to doing that in the next year, maybe 18 months. Hopefully, circumstances will change for the city, and we will be able to build it ourselves.” “We didn’t have that much money,” Hobgood said. “We’re just wait- ■■■ ing on getting that much money.” The city hopes to pay for the project with impact fees, but its impact fee collection hasn’t been what it was projected. “We don’t have anywhere near that much impact fees for that purpose,” Hobgood said. The city already has purchased the needed fire trucks for the new station, and it got a discount for purchasing more than one truck. “We actually purchased the trucks for the station a couple years ago,” Bryan said. “And some of the impact fee money is going to make payments on trucks. At the time, that was the best decision that was made. “Had we built the station with impact fees, we couldn’t have bought trucks. What good is a fire station without the trucks?” Fire Chief Dean Floyd said the city’s ISO rating (what insurance companies use to determine insurance prices) shouldn’t be affected yet. “I feel that right now it will not,” he said, adding an ISO inspection can be done at any time. “We don’t know when and what will trigger it.” STAFF WRITER CONSTANCE COOPER contributed to this article. Canton woman arrested for child cruelty BY ERIKA NELDNER erikaneldner@ledgernews.com A Canton woman was arrested last week after police found her 4year-old daughter living in deplorable conditions. Canton police responded to an apartment at Northwood Apartments on Marietta Highway around 8 p.m. July 6. A concerned citizen called police because of screaming coming from the apartment. The caller told police about being concerned for the welfare of a child living in the home, and that it sounded like someone was being thrown up against the wall, according to Detective German Rivas, public information officer for Canton police. Officers met with 44-year-old Barbara Jane Miller at the apartment, and the officers entered the apartment to check on the welfare of Miller’s daughter, Rivas said. “Upon the child’s Miller bedroom door being opened, officers were overwhelmed by the smell of stale urine,” Rivas said. Officers found the child’s room in disarray, and there were dirty diapers on the floor, crusted potato chips and human feces, Rivas said. Rivas also said the child was dirty and looked as if she had not been bathed in quite some time. Police called the Department of Family and Children’s Services, and the child was taken into protective custody. Miller was arrested July 8 around 12:15 p.m. and charged with one count of cruelty to children. She was taken to the Cherokee County jail, where her bail was set at $22,200.
