Despite the number <strong>an</strong>d diversity of stakeholders in the pharmaceutical sector, the MOH is committed<br />

to fighting corruption <strong>an</strong>d it is reported that the number of public serv<strong>an</strong>ts caught in corrupt activities<br />

has decreased in the past 3 years. Activities designed to increase awareness of the potential <strong>for</strong><br />

corruption in the pharmaceutical sector have been conducted, including seminars, workshops <strong>an</strong>d<br />

awareness campaigns. A series of brochures on integrity have been issued <strong>for</strong> all public serv<strong>an</strong>ts <strong>an</strong>d<br />

<strong>an</strong> audit value m<strong>an</strong>agement system has been put in place.<br />

The increased level of tr<strong>an</strong>sparency is evident with the const<strong>an</strong>t enh<strong>an</strong>cement of administrative<br />

procedures throughout the medicines chain. Ch<strong>an</strong>ges introduced to date include:<br />

• Online services, including registration of medicines.<br />

• In<strong>for</strong>mation available on the MOH website, such as the list of essential medicines <strong>an</strong>d registration<br />

<strong>for</strong>ms <strong>for</strong> medicines<br />

• Implementation of conflict of interest policy <strong>for</strong> various committee members has been en<strong>for</strong>ced<br />

since 2008<br />

• The results of tenders are posted on the web;<br />

• Tr<strong>an</strong>sparency is on the agenda of the hospital drug committee meetings.<br />

It should be noted that the ch<strong>an</strong>ges are the result of a combination of various <strong>programme</strong>s put in place<br />

by the government, in addition to the GGM <strong>programme</strong>, including the Government Tr<strong>an</strong>s<strong>for</strong>mation<br />

Programme <strong>an</strong>d the national mission <strong>for</strong> achieving vision 2020 – designed to help Malaysia become a<br />

fully developed nation.<br />

Republic of Moldova<br />

The Republic of Moldova joined the GGM <strong>programme</strong> in 2008 <strong>an</strong>d is one of the two countries in the<br />

Europe<strong>an</strong> region implementing the GGM. The GGM national team, nominated by the MOH, has<br />

shown very high commitment to follow through with GGM implementation despite the political<br />

instability following the presidential election in 2009. The National <strong>Medicines</strong> Agency is leading the<br />

implementation process. The GGM team started working with pharmacists to develop regulations,<br />

SOP <strong>for</strong> each function that revealed weaknesses in the national tr<strong>an</strong>sparency assessment report.<br />

Educational materials <strong>an</strong>d educational activities to promote the GGM <strong>programme</strong> have also been<br />

disseminated. To date, success is reflected in the MOH orders to approve a guide on medicines<br />

procurement, a code of ethics <strong>for</strong> medical <strong>an</strong>d pharmaceutical workers <strong>an</strong>d the monitoring of drug<br />

promotion.<br />
