engaged directors, m<strong>an</strong>agers <strong>an</strong>d executives of private pharmaceutical comp<strong>an</strong>ies, such as<br />

m<strong>an</strong>ufacturing comp<strong>an</strong>ies, retail pharmacies <strong>an</strong>d wholesalers from both urb<strong>an</strong> <strong>an</strong>d rural areas.<br />

Other notable developments were: the introduction of elements of the national GGM framework into<br />

the new pharmacy curriculum of the School of Pharmacy <strong>an</strong>d the renewed Drug Law which was<br />

approved by the Parliament of Mongolia in 2010, incorporating a new COI declaration <strong>for</strong> the Drug<br />

Committees. It should be noted that the declaration of COI <strong>for</strong> external experts of drug registration in<br />

the Health Department was developed earlier <strong>an</strong>d has already been implemented since 2009, be<strong>for</strong>e<br />

the Law was approved by the Parliament.<br />

The Philippines<br />

Philippines started the GGM <strong>programme</strong> in 2004 <strong>an</strong>d was among the first four countries to join the<br />

<strong>programme</strong>. The GGM complements other initiatives already undertaken through <strong>an</strong>ti-corruption<br />

initiatives <strong>an</strong>d the health sector agenda on better medicines access.<br />

Recent GGM activities include the development of a m<strong>an</strong>ual <strong>for</strong> good govern<strong>an</strong>ce in registration,<br />

selection <strong>an</strong>d procurement of medicines. The m<strong>an</strong>ual establishes the criteria, indicators <strong>an</strong>d operational<br />

st<strong>an</strong>dards <strong>for</strong> these three medicines functions. The GGM in Philippine is a collaborative work between<br />

the MOH, <strong>an</strong>ti-corruption agencies, NGOs, UN agencies, academia, <strong>WHO</strong> <strong>an</strong>d donors.<br />

In August 2008, Philippines launched a GGM awards system, in collaboration with the MeTA<br />

(<strong>Medicines</strong> Tr<strong>an</strong>sparency Alli<strong>an</strong>ce) initiative as <strong>an</strong> advocacy <strong>an</strong>d compli<strong>an</strong>ce mech<strong>an</strong>ism. The awards<br />

aim to institutionalize tr<strong>an</strong>sparency <strong>an</strong>d good govern<strong>an</strong>ce in regard to the regulation, supply <strong>an</strong>d<br />

overall m<strong>an</strong>agement of medicines in the public <strong>an</strong>d private sectors. It encourages local government<br />

units, national health facilities <strong>an</strong>d the private sector to develop <strong>innovative</strong> initiatives that provide<br />

models of good govern<strong>an</strong>ce. In J<strong>an</strong>uary 2010, three awards were given to those who have satisfactorily<br />

con<strong>for</strong>med to a number of tr<strong>an</strong>sparency st<strong>an</strong>dards used to improve their systems, to recognize their<br />

ef<strong>for</strong>ts on good govern<strong>an</strong>ce <strong>an</strong>d tr<strong>an</strong>sparency in medicine.<br />

Thail<strong>an</strong>d<br />

In 1997, Thail<strong>an</strong>d was in economic crisis with the devaluation of the Thai Baht. Hospitals under the<br />

Ministry of Public Health (MOPH), providing 70-80% of health <strong>an</strong>d medical services, were expected<br />

to become b<strong>an</strong>krupt within two years. In addition: medicine prices were increasing; hospitals were<br />

purchasing medicines at different prices from the same comp<strong>an</strong>ies; pharmaceutical comp<strong>an</strong>ies offered<br />

incentives to physici<strong>an</strong>s to prescribe their products; <strong>an</strong>d physici<strong>an</strong>s often prescribed medicines by<br />

trade name rather th<strong>an</strong> generic name.<br />
