To ensure the sustainability of the GGM <strong>programme</strong>s in countries <strong>an</strong>d a decent ch<strong>an</strong>ce that ef<strong>for</strong>ts will<br />

continue over the long term, it is vital to institutionalize the GGM in the government structures <strong>an</strong>d<br />

pl<strong>an</strong>s of action. The term institutionalization usually refers to the process of embedding something (<strong>for</strong><br />

example a concept, a social role, particular values <strong>an</strong>d norms, or modes of behaviour) within <strong>an</strong><br />

org<strong>an</strong>ization, social system, or society as <strong>an</strong> established custom or norm within that system. There<strong>for</strong>e<br />

institutionalization is <strong>an</strong> ongoing process in which a set of activities, structures, <strong>an</strong>d values becomes <strong>an</strong><br />

integral <strong>an</strong>d sustainable part of <strong>an</strong> org<strong>an</strong>ization.<br />

Institutionalizing the GGM <strong>programme</strong> in countries will not only ensure its long term sustainability,<br />

but it will also legitimize the <strong>programme</strong>, ensure its continuity despite political <strong>an</strong>d m<strong>an</strong>agement<br />

ch<strong>an</strong>ges <strong>an</strong>d establish good govern<strong>an</strong>ce <strong>an</strong>d <strong>an</strong>ti-corruption practices as part of the culture. Concretely<br />

the institutionalization of GGM in national structures me<strong>an</strong>s that:<br />

1. Written legal <strong>an</strong>d policy documents supporting GGM are issued, including the official clear<strong>an</strong>ce to<br />

conduct tr<strong>an</strong>sparency assessment <strong>an</strong>d official nomination of the national assessors <strong>an</strong>d the official<br />

adoption of documents (tr<strong>an</strong>sparency assessment report & national GGM framework).<br />

2. Resources <strong>an</strong>d structures needed to support <strong>an</strong>d maintain GGM activities are in place, including a<br />

GGM Steering Committee <strong>an</strong>d Task Force, a unit with dedicated full time staff <strong>an</strong>d equipment,<br />

<strong>an</strong>d the inclusion of the GGM activities in the national pl<strong>an</strong> of action, with appropriate budget &<br />

<strong>an</strong> M&E mech<strong>an</strong>ism.<br />

3. Core values are communicated <strong>an</strong>d socialized to become part of the culture through norms,<br />

guidelines <strong>an</strong>d procedures; training (GGM phase II & III) <strong>an</strong>d advocacy (media, campaigns,<br />

awards, etc.)<br />
