6. Focus on the culture of the institutions, as much as on enh<strong>an</strong>cing systems by integrating<br />

integrity <strong>an</strong>d moral leadership in all affairs.<br />

• Corruption is generally accepted to be a moral issue <strong>an</strong>d <strong>an</strong>y initiative aimed at tackling corruption<br />

needs to have a moral <strong>an</strong>d ethical framework.<br />

• Improving only the systems <strong>an</strong>d procedures will not be sufficient <strong>an</strong>d needs to be complemented<br />

by the promotion of individual <strong>an</strong>d institutional integrity<br />

• Moral values <strong>an</strong>d ethical principles c<strong>an</strong> sometimes be perceived as conceptual <strong>an</strong>d their concrete<br />

application in every day life is not always easy to grasp. This is the reason why the GGM<br />

<strong>programme</strong> frames integrity <strong>an</strong>d moral leadership as broadly applicable cross-cutting issues <strong>an</strong>d<br />

incorporates the promotion of ethics <strong>an</strong>d values in training as a broadly relev<strong>an</strong>t issue (introduced<br />

in all training session, rather th<strong>an</strong> taught as a separate module).<br />

• The development or revision of a code of conduct is also a helpful tool to highlight norms that<br />

need to be applied.<br />

• Communication <strong>an</strong>d advocacy campaigns are also needed to promote individual <strong>an</strong>d institutional<br />

integrity, <strong>an</strong>d involve the public.<br />

7. Develop a sound <strong>an</strong>d comprehensive communications <strong>an</strong>d advocacy strategy with clear<br />

messages.<br />

• With the help of communications experts identify your target audiences <strong>an</strong>d develop clear<br />

communications messages <strong>for</strong> each. Target audiences c<strong>an</strong> include high-level officials, MOH <strong>an</strong>d<br />

MRA staff/professionals, <strong>an</strong>d also the general public.<br />

• Brief MOH <strong>an</strong>d MRA staff on the GGM <strong>programme</strong> from the beginning through <strong>for</strong> example<br />

seminars, workshops, intr<strong>an</strong>et or newsletters.<br />

• Make use of advocacy <strong>an</strong>d education materials such as newsletters, radio jingles, posters, <strong>an</strong>d<br />

others.<br />

• Reach out to the media to ensure coverage of GGM issues <strong>an</strong>d activities.<br />

• Celebrate International Anti-Corruption Day, held every year on 9 December.<br />
