<strong>Proyecto</strong>: Adaptación <strong>al</strong> <strong>Cambio</strong> Climático…UNEP/CAR/CRUbetter monitoring of the policy and the regulatory and strategic<strong>al</strong>ly nation<strong>al</strong>instruments of water resources at the municip<strong>al</strong> and district levels.• Bridge the gap between ideologic<strong>al</strong> and politic<strong>al</strong> differences among the municip<strong>al</strong>government<strong>al</strong> entities and the department<strong>al</strong> governorship, which in someoccasions; tend to have a preponderant character compared with the need toaddress other types of problems such as environment<strong>al</strong> or the integratedmanagement of water resources, for example.• Increase earlier established monitoring efforts and initiatives, because coupledwith little or no institution<strong>al</strong>ization of the processes related to the water resourcesmanagement, the previous statement is not <strong>al</strong>lowed.• Overcome the lack of leadership, communication and coordination in the area,including the civil society and other players such as aid agencies andnongovernment<strong>al</strong> organizations, given the previous actions and initiatives aimedat planting water resources in the loc<strong>al</strong>ity, the existing efforts should becombined, integrated and complementary for an efficient care of the problem;The joint activities throughout 2008 in each of the study sites, as well as the an<strong>al</strong>ysis andinformation disseminated on the region<strong>al</strong>, nation<strong>al</strong> and loc<strong>al</strong> level problematic - led in aparticipatory environment - the interaction of the key players to highlight their strengthsand jointly address issues and problems presented loc<strong>al</strong>ly. As immediate results, we canmention:• Identification and typification of the problem at a region<strong>al</strong> and particular level foreach of the participating countries, with the intention of being able to incorporateadaptation processes to the climate change and other threats in their variousactivities;• Key players identification, which <strong>al</strong>lows for a better implementation of theactivities;• Knowledge expansion regarding conceptu<strong>al</strong>ization, and updates of technic<strong>al</strong>,technologic<strong>al</strong> and knowledge of successful models applied in the region, in termsof integrated management of water resources;• Exchange of experiences and actions, executed between the various study sitesfaced with a problematic with diverse re<strong>al</strong>ities;• Increased awareness about the importance of integrated, interdisciplinary andparticipatory work, for the sustainability of projects and different actions in thelong term;• Creation of processes and strengthening of communication, at an interinstitution<strong>al</strong>and interdisciplinary level between the loc<strong>al</strong>ity and the centr<strong>al</strong> government andother entities of competence;• Integrated work to sum efforts between NGOs, municip<strong>al</strong>ities, state institutions,private companies and the civil society, through the involvement of communityorganizations and others with incidence on the subject;• Sensibilization and strengthening of the capacities among the different playerswith incidence and power in the decision making;• Strategic <strong>al</strong>liances and interinstitution<strong>al</strong> commitments for the decision making insubject issue;10
