<strong>Proyecto</strong>: Adaptación <strong>al</strong> <strong>Cambio</strong> Climático…UNEP/CAR/CRUdecision-making in the environment<strong>al</strong> issue, and specific<strong>al</strong>ly the water resources handlingand management.Through the implementation of consultations, participating meetings and workshops ineach loc<strong>al</strong>ity, with the participation of 25 to 30 key players such as loc<strong>al</strong> water resourcemanagers, Municip<strong>al</strong> Authorities, Centr<strong>al</strong> Government Representatives, Education<strong>al</strong>Centers, private initiative and non-government<strong>al</strong> bodies; we managed to identify aspectsin <strong>al</strong>l three study sites that gener<strong>al</strong>ly encompass a current loc<strong>al</strong> problematic issue. Amongthem are:• Emerging or non-existing land demarcation loc<strong>al</strong> plans and environment<strong>al</strong>management in gener<strong>al</strong>, involving <strong>al</strong>l stakeholders;• Lack of public policies and will among the key players aimed at water resourcesefficient management, mainly towards the achievement of previously establishedactivities and initiatives;• Conflict of interests, politic<strong>al</strong>, ideologic<strong>al</strong>, territori<strong>al</strong> or criteria divisions thatundermine the inst<strong>al</strong>led sustainability and capacity;• Ignorance, lack of information and poor education in the various environment<strong>al</strong>issues and climate change and its adaptation process, as well as the benefits andopportunities that can be generated;• Inefficient or shortcomings, both in the application of technic<strong>al</strong> criteria as in theimplementation of regulatory instruments at the loc<strong>al</strong> level, with regard to thequ<strong>al</strong>ity of the infrastructure of the collection, wastewater management,distribution of potable water and supply systems;• Lack of management, control, protection and conservation mechanisms of thebasins directly related to the supply sources, which links <strong>al</strong>l interested parties andled by the government bodies;• The need to foster the prevention culture and <strong>al</strong>ternative instruments whichmanage to <strong>al</strong>leviate loc<strong>al</strong> problems in terms of managing their natur<strong>al</strong> resourcestowards a more sustainable development.In gener<strong>al</strong>, in order to increase their resilience and integrate adaptation to the climatechange issue with regard to the integrated management of water resources at the loc<strong>al</strong>level, it is considered necessary to overcome in the short and medium term, issues suchas:• Strengthen individu<strong>al</strong> and institution<strong>al</strong> capacities: primarily in the decisionmakersat the loc<strong>al</strong> and department<strong>al</strong> or nation<strong>al</strong> level, on the environment<strong>al</strong>problematic and its relation to the integrated management of water resources andits relation to climate change;• Strengthen the institution<strong>al</strong>ism and enhance the politic<strong>al</strong> will and interest atgovernment levels of loc<strong>al</strong> interference to address the problematic in acoordinated fashion in conjunction with loc<strong>al</strong> associations, guilds, academia andprivate initiative, among others.• Overcome the lack of interinstitution<strong>al</strong> coordination among the key playersinvolved at loc<strong>al</strong> level, including the nation<strong>al</strong> or department<strong>al</strong> government, for9
