<strong>Proyecto</strong>: Adaptación <strong>al</strong> <strong>Cambio</strong> Climático…UNEP/CAR/CRUeach community to participate in monitoring and ev<strong>al</strong>uation plan of water qu<strong>al</strong>ity,biodiversity, implementation of plan for management of waste and managementof residues, organic agriculture (lombri-compost, organic fertilizers etc.),production of biogas etc. Training materi<strong>al</strong>s (videos etc) will be provided to thesecommunities.4. Creation of innovative financing mechanisms and/or incentives to promoteadoption of agro-forestry based land use practices. As mentioned above loc<strong>al</strong>populations in the lower watersheds depend on those on the upper watersheds forwater supply in the target areas. In Puerto Barrios of Guatem<strong>al</strong>a the private sectoris interested in promoting incentives for the conservation of water resources andclean water supply. In Guatem<strong>al</strong>a, loc<strong>al</strong> government is interested in implementinga payment scheme for environment<strong>al</strong> services for water resources and the sameinterest is in Tela. This component will work on different strategies forpromoting incentives to farmers and loc<strong>al</strong> communities to implement goodpractices that will be in harmony with sustainable food production andconservation of ecosystem services:4.1.Payment of environment<strong>al</strong> services for water. Loc<strong>al</strong> communities will be supported toimplement a program for compensation of watershed services using methodologiesdeveloped by CATIE and PASOLAC in Nicaragua. CATHALAC has developed a GISbased systems and with the use of vegetation data in each site, developed a water b<strong>al</strong>ancemodel in each area. These models will be used to determine the land use practices thatwill be promoted in the re/charge zones for water conservation. The opportunity cost forinvesting in good agro-forestry practices and forest protection in the water recharge zoneswill be estimated, and investment cost for farmers and loc<strong>al</strong> communities will bec<strong>al</strong>culated. Based on these c<strong>al</strong>culations, the level of compensation for watershed servicesto farmers and or loc<strong>al</strong> communities will be c<strong>al</strong>culated. The organizations and loc<strong>al</strong>communities will be supported in the following develop an administrative system formanaging funds for watershed services, negotiating funds for compensation of watershedservices with loc<strong>al</strong> communities and private sector, monitoring and ev<strong>al</strong>uation andcertification of watershed services. In Tela there are organized communities working withimproving drinking water supplies. In Guatem<strong>al</strong>a, collaboration will be developed withthe PINFOR program which provides incentives to farmers for forest plantations andprotection of primary forest.4.2.Compensation for Carbon and biodiversity services. The loc<strong>al</strong> communities andorganizations will be supported to negotiate fund from the voluntary carbon market forcarbon sequestration generated in good farming practices and this will be an addition<strong>al</strong>incentive to loc<strong>al</strong> communities for management of good farming practices. Communitieswill be organized and trained on standards for carbon sequestration, how to reduce risk,monitoring and ev<strong>al</strong>uation, and compensation to the communities. They will be supportedwith a system to identify buyers and market of environment<strong>al</strong> services. The same will bedone for biodiversity services62
