5.Mujeres y <strong>Derechos</strong> <strong>Humanos</strong>: Teoría y Práctica5.Women and Human Rights: Theory and PracticeEntre el 18 <strong>de</strong> julio y el 2 <strong>de</strong> diciembre <strong>de</strong> 2011, elPrograma <strong>de</strong> Mujeres y <strong>Derechos</strong> <strong>Humanos</strong> realizó la octavaversión <strong>de</strong> este diploma, que tiene como principal objetivocapacitar a abogados/as en la aplicación <strong>de</strong>l <strong>de</strong>recho internacional<strong>de</strong> los <strong>de</strong>rechos humanos (DIDH) para la promoción,protección y <strong>de</strong>fensa <strong>de</strong> los <strong>de</strong>rechos humanos <strong>de</strong> las mujeres,específicamente respecto a situaciones <strong>de</strong> discriminación quelas afectan. Para ello, el diploma busca que los/as estudiantesaprendan nociones básicas <strong>de</strong> teoría feminista y adquieranherramientas suficientes para asumir estrategias judiciales yextrajudiciales <strong>de</strong> <strong>de</strong>fensa y protección <strong>de</strong> los <strong>de</strong>rechos <strong>de</strong> lasmujeres en el ámbito nacional e internacional, incorporando ensu análisis jurídico la perspectiva <strong>de</strong> género.El curso combinó 18 semanas <strong>de</strong> enseñanza en líneacon dos semanas <strong>de</strong> clases presenciales en Santiago. Se recibieronun total <strong>de</strong> 149 postulaciones al diploma. Completaronexitosamente el curso 21 personas <strong>de</strong> 14 países <strong>de</strong> la región.6.Introducción al Derecho Internacional <strong>de</strong> los<strong>Derechos</strong> <strong>Humanos</strong>Este diploma, <strong>de</strong>sarrollado por el Programa Democraciay <strong>Derechos</strong> <strong>Humanos</strong>, se realizó entre el 4 <strong>de</strong> julio y el 30 <strong>de</strong>septiembre. Fue creado a solicitud <strong>de</strong>l Instituto Nacional <strong>de</strong><strong>Derechos</strong> <strong>Humanos</strong> con el fin <strong>de</strong> satisfacer las necesida<strong>de</strong>s <strong>de</strong>formación <strong>de</strong> profesionales <strong>de</strong>l Estado en materias referentesa la fundamentación, estructura y aplicación <strong>de</strong>l DIDH. En elcurso se revisaron los siguientes contenidos: i) introducción al<strong>de</strong>recho internacional <strong>de</strong> los <strong>de</strong>rechos humanos; ii) sistemas <strong>de</strong>protección internacional; iii) tratados <strong>de</strong> <strong>de</strong>rechos humanos y laprohibición <strong>de</strong> discriminación; y, iv) Convenio N° 169 <strong>de</strong> la OITsobre Pueblos Indígenas y Tribales en países in<strong>de</strong>pendientesy Pacto Internacional <strong>de</strong> <strong>de</strong>rechos económicos, sociales yculturales.Aprobaron el curso 24 alumnos/as. El curso generó unimpacto positivo en los/as alumnos/as, quienes manifestaronsu conformidad con los contenidos <strong>de</strong> éste al estimar queexiste una carencia en la formación <strong>de</strong>l DIDH en <strong>Chile</strong>. También<strong>de</strong>stacaron que el curso les dio la posibilidad <strong>de</strong> generar vínculoscon personas <strong>de</strong> diversos servicios públicos <strong>de</strong>l Estado.This postgraduate fellowship course was offeredby the Women and Human Rights Program for the eighthtime between July 18 and December 2. The emphasis of thisdiploma is on teaching international human rights law and thedifferent feminist theories as the main framework for analyzingthe inequality, discrimination and exclusion that affect womenin the region. The fellowship course seeks to equip stu<strong>de</strong>ntswith sufficient tools to adopt legal and extrajudicial strategiesto <strong>de</strong>fend and protect the rights of women in national andinternational spheres, including a gen<strong>de</strong>r perspective in theirjuridical analyses.The course consisted of 18 weeks of online sessionsand two weeks of classroom based sessions, held in Santiago.A total of 149 applications were received for the course, fromwhich 25 stu<strong>de</strong>nts were selected. The course was successfullycompleted by 21 individuals from 14 countries in the region.6.Introduction to International Human Rights LawThis course was offered by the Democracy and HumanRights Program from July 4 through September 30. It was createdat the request of the Instituto Nacional <strong>de</strong> <strong>Derechos</strong> <strong>Humanos</strong>(INDH) so as to meet the training needs among professionalslinked to the INDH and also <strong>Chile</strong>an civil servants whose workis related to human rights issues. The following subjects werestudied during the course: i) introduction to international humanrights law; ii) international protection systems; iii) internationalhuman rights treaties and the prohibition of discrimination; and,iv) the International Labor Organization Convention No. 169concerning Indigenous and Tribal Peoples and the InternationalCovenant on Economic, Social and Cultural Rights.The course was successfully completed by 24 stu<strong>de</strong>nts.Upon completing the course, many stu<strong>de</strong>nts expressed theirsatisfaction with the course contents since they feel there is a lackof training in international human rights law in <strong>Chile</strong>. They alsopointed out that the course offered networking opportunitiesbetween actors from different state agencies.5
