III.Activida<strong>de</strong>s <strong>de</strong> InvestigaciónIII.Research ActivitiesSyllabus <strong>de</strong>l Diploma Transparencia, Accountability y Luchacontra la Corrupción:El equipo <strong>de</strong>l CDH <strong>de</strong>dicó tiempo y esfuerzo en actualizareste syllabus para el diploma que se ofrecerá en 2012, buscandoen particular fortalecer el vínculo entre la transparencia, lalucha contra la corrupción y los <strong>de</strong>rechos humanos, integrandotransversalmente estos temas en los distintos módulos<strong>de</strong>l diploma. Para ello, se revisó jurispru<strong>de</strong>ncia nacional einternacional en la materia, se actualizó el material <strong>de</strong> lectura yse consultó con varios expertos/as en la región.Documento <strong>de</strong> trabajo para la reunión <strong>de</strong> especialistasTransparencia, Lucha contra la Corrupción y el SistemaInteramericano <strong>de</strong> <strong>de</strong>rechos humanos:Para la reunión <strong>de</strong> expertos/as que se realizó ennoviembre <strong>de</strong> 2011, el CDH elaboró un documento <strong>de</strong> trabajocon el fin <strong>de</strong> sentar las bases para la discusión. El documento sepreparó a partir <strong>de</strong> una consulta a los/as especialistas invitados/as y servirá <strong>de</strong> base para la publicación <strong>de</strong> las conclusiones <strong>de</strong> lareunión <strong>de</strong> especialistas.Estudio <strong>de</strong> Transparencia en el Sistema Interamericano:Este estudio hace un seguimiento <strong>de</strong> 523 casos entre1999 y 2011 <strong>de</strong>s<strong>de</strong> la Comisión Interamericana <strong>de</strong> <strong>Derechos</strong><strong>Humanos</strong> hasta la Corte Interamericana <strong>de</strong> <strong>Derechos</strong> <strong>Humanos</strong>,evaluando el nivel <strong>de</strong> transparencia y el acceso a la justicia <strong>de</strong>ntro<strong>de</strong>l Sistema Interamericano, particularmente la representaciónlegal <strong>de</strong> las víctimas y la tramitación <strong>de</strong> casos contenciosos antela Comisión y la Corte Interamericana <strong>de</strong> <strong>Derechos</strong> <strong>Humanos</strong>.Estudio Diagnóstico sobre la incorporación <strong>de</strong> <strong>de</strong>rechoshumanos en las carreras <strong>de</strong> <strong>de</strong>recho en <strong>Chile</strong>:Este estudio tuvo como objetivo realizar un diagnósticosobre el nivel <strong>de</strong> incorporación <strong>de</strong> los <strong>de</strong>rechos humanos enlas carreras <strong>de</strong> Derecho <strong>de</strong> las universida<strong>de</strong>s acreditadas porla Comisión Nacional <strong>de</strong> Acreditación en <strong>Chile</strong> y formularrecomendaciones específicas para mejorar dicha incorporación,bajo el entendido <strong>de</strong> que los profesionales <strong>de</strong>l Derecho cumplenun rol fundamental en la promoción y protección <strong>de</strong> los <strong>de</strong>rechoshumanos.Seguimiento <strong>de</strong> casos y fallos <strong>de</strong>l Sistema Interamericano <strong>de</strong><strong>Derechos</strong> <strong>Humanos</strong> y Organismos <strong>de</strong> las Naciones Unidas:Ambos programas realizaron un seguimiento regular<strong>de</strong> casos y fallos <strong>de</strong>l Sistema Interamericano <strong>de</strong> <strong>Derechos</strong><strong>Humanos</strong> y Organismos <strong>de</strong> las Naciones Unidas que afectanlos <strong>de</strong>rechos humanos <strong>de</strong> las mujeres en el caso <strong>de</strong>l Programa<strong>de</strong> Mujeres y <strong>Derechos</strong> <strong>Humanos</strong>, y en temas <strong>de</strong> <strong>de</strong>recho a laintegridad, libertad personal, garantías judiciales, el <strong>de</strong>recho ala protección judicial, la igualdad y no discriminación en el caso<strong>de</strong>l Programa Democracia y <strong>Derechos</strong> <strong>Humanos</strong>.Syllabus for the Fellowship Course Transparency, Accountabilityand the Fight against Corruption:CDH staff <strong>de</strong>voted time and effort in updating thesyllabus for the course to be offered in 2012, particularly seekingto strengthen the link between transparency, the fight againstcorruption and human rights, and mainstreaming these topicsthroughout the different modules of the course. Domestic andinternational jurispru<strong>de</strong>nce on the matter was reviewed, readingmaterial was updated and several experts in the field wereconsulted in this process.Working document for the expert meeting Transparency, Fightagainst Corruption and the Inter-American Human RightsSystem:For the expert meeting held in November, 2011, the CDH drafteda working document so as to prepare the bases for discussion.The document was complemented with information obtainedfrom a questionnaire sent to invited experts. It will also serveas the foundation for the publication on the conclusions of thisexpert meeting expected in 2012.Study on Transparency in the Inter-American System:This study monitors the process of 523 cases (between1999 to 2011) from the Inter-American Commission of HumanRights to the Inter-American Court of Human Rights, evaluatingthe <strong>de</strong>gree of transparency and access to justice within the Inter-American System, and particularly, the legal representation ofthe victims and the arguing of contentious cases before theInter-American Commission and Court.Diagnostic Study on the Inclusion of Human Rights inUniversity Law Study Programs in <strong>Chile</strong>:The purpose of this study was to diagnose the <strong>de</strong>greeto which human rights are inclu<strong>de</strong>d as a subject in law studiesin universities accredited by the <strong>Chile</strong>an National AccreditationCommittee and to make specific recommendations to improvethis situation in the un<strong>de</strong>rstanding that lawyers play an essentialrole in the promotion and <strong>de</strong>fense of human rights.Monitoring of cases and judgments in the Inter-AmericanSystem of Human Rights and United Nations Organizations:Both CDH programs regularly monitored the cases andjudgments in the Inter-American System of Human Rights andUnited Nations Organizations. The Women and Human RightsProgram monitored cases affecting women´s rights, whereasthe Democracy and Human Rights Program monitored issuesrelated to the right to personal integrity, personal freedom,judicial guarantees, judicial protection, and equality and nondiscrimination.7

Cadauno <strong>de</strong> los programas tiene una página web con centros <strong>de</strong>documentación, compendios <strong>de</strong> normativa y jurispru<strong>de</strong>nciainternacional, bibliografía clasificada por tema y directorios <strong>de</strong>organizaciones.Utilizando el programa <strong>de</strong> analítica web “Get Clicky”, en2011 se registraron en nuestras páginas web: 111,435 visitantes;268,119 páginas vistas; 33, 713 documentos <strong>de</strong>scargados.Con el fin <strong>de</strong> simplificar el acceso a nuestra páginaweb, en 2011 el CDH empezó a trabajar en rediseñar y unir lascinco páginas web que mantiene el CDH en un solo Sitio Web.En este proceso hemos evaluado los distintos componentes <strong>de</strong>las páginas web, con el objetivo <strong>de</strong> i<strong>de</strong>ntificar las necesida<strong>de</strong>s <strong>de</strong>los/as usuarios para po<strong>de</strong>r or<strong>de</strong>nar y actualizar la informacióndisponible. Este Sitio Web, que seguirá siendo www.cdh.uchile.cl,estará disponible en el primer semestre <strong>de</strong> 2012.The web sites of the CDH are one of the mostfrequently used tools to disseminate information on the Center’sactivities and to provi<strong>de</strong> information on important issues.Each program has a web site that inclu<strong>de</strong>s a documentationcenter, a compendium of international legislation and caselaw, specialized literature classified by topic, and directories oforganizations.Using the web analytics program “Get Clicky”, in 2011,111,435 visitors entered our webpages, viewing 268,119 pagesand downloading 33,713 documents.In or<strong>de</strong>r to simplify access to our web page, in 2011CDH started working on re<strong>de</strong>signing and unifying its five webpages into a single web site. This process involved analyzing thecomponents available on the different web pages so as to i<strong>de</strong>ntifyuser needs and organize and update the available information.The web site, which will continue to be www.cdh.uchile.cl shall beavailable in the first half of 2012.WWW.CDH.UCHILE.CL8
