The Contracting States are obliged tocommunicate in the same way the name andaddress of their principal national authoritywhich is to be considered as the competentauthority within the meaning of theConvention. This communication is due notonly when ratifying or acceding to theConvention but also when a Contracting Stateassigns the responsibilities conferred uponthe competent authority by this Convention toanother national authority.Article 10 Article 1030. Recommendations emanating from themeetings referred to in Article 8 and anyproposal for amending the Convention shallbe channelled through the depositaryGovernment to the other Contracting States.Amendments to the Convention requireacceptance by all Contracting States.Article 11 Article 1131. The Convention is open to accession bysuch other States referred to in Article 11 ashave the national arrangements necessary toapply an inspection system comparable tothat referred to in this Convention. Accessionby invitation has been chosen on account ofthe technical character of this Convention andis intended to facilitate the widestparticipation of States on that basis. Aninvitation to accede may be extended not onlyto a State which has expressed interest in accession,but also to a State which, in theopinion of the Contracting States, may beexpected to be so interested.
