Title: Analysis of texts governing the veterinary <strong>profession</strong> in the Republic ofMali, applicability and compliance with regional and international disposal.Full name: SOULÉ ELHADJI AhmadouSummaryA study of the texts governing the veterinary <strong>profession</strong> in the Republic of Mali wasconducted to analyze these texts through an assessm<strong>en</strong>t of their applicability andtheir compliance with international and regional standard.A total of eighty-six texts, including nine bi<strong>la</strong>teral agreem<strong>en</strong>ts; thirte<strong>en</strong> <strong>la</strong>ws; fiveorders and thirty decrees, twelve interdepartm<strong>en</strong>tal orders, sixte<strong>en</strong> ministerial orders,a ministerial decision, a model rules for s<strong>la</strong>ughterhouses were examined. Theprovisions of those texts are compared through cross-reading texts to other areaswith which the veterinary <strong>profession</strong> shares powers.On the one hand, it is clear differ<strong>en</strong>ces in form and substance in re<strong>la</strong>tion to the OIEguidelines, and some regu<strong>la</strong>tions of the UEMOA have not be<strong>en</strong> implem<strong>en</strong>ted,particu<strong>la</strong>rly the regu<strong>la</strong>tions on veterinary pharmacy. On the other hand, someprovisions of these texts are difficult to be applicable in the pres<strong>en</strong>t context,particu<strong>la</strong>rly as regards public health veterinarian.Moreover, a <strong>la</strong>ck of harmonization betwe<strong>en</strong> the veterinary texts and some texts ofother areas (p<strong>la</strong>nt and sanitation) is found.Any time a reading of these texts with implem<strong>en</strong>tation of some measures proposedcan improve their compliance on an international level, especially wh<strong>en</strong> it isaccompanied by training officers in legis<strong>la</strong>tive drafting and broad dissemination oftexts from differ<strong>en</strong>t actors of the veterinary <strong>profession</strong>.Keywords: Legal Texts, veterinary <strong>profession</strong>, conformity, UEMOA, OIE, Republic ofMali.Address: Departm<strong>en</strong>t of Livestock and Animals Industries, Republic of Nigerahmadousfr@yahoo.frviii
