American organization DPKhas provided financial support of the program.Working Group was established and I was chairingit. The aim of the group was to create electronic casemanagement program in Georgia.Initially, we only had a general idea what type ofprogram we wanted to design. During two years wewere busy drafting the action plan that was the mostdifficult part. We have benefited a lot from theexperience of other countries where the program issuccessfully being implemented and where it hasfailed. Using the international practice, we haveeliminated all ambiguities, applied all positiveexperiences, added our experience and ideas andnowadays electronic case management system isbeing implemented in Tbilisi, Rustavi, Mtskheta,Gori, Zugdidi, Kutaisi, Batumi, Poti and other cities.( 15 courts all together).As I have mentioned, we have studies experience ofdeveloped countries in order to create the electroniccase management system, but it was clear that wewould not be able to copy the system., as thoseprograms were created years ago and informationtechnologies develop very quickly, these systems arealready outdated. And also, all countries, includingGeorgia, has different, specific court practice, thuswe started to create the system from zero. In such ashort time, it was almost impossible to create such adifficult program, but I could say that our group, thatas composed of high professionals, could achievealmost impossible.– This program means that there will be no papersused in administration of justice that will happenfollowing the modern method – electronically.Any statement registered in the courts, wouldundertake registration in number of places and fordifferent reasons before it would reach the judge,who also had do more technical procedures. Judgewas using enormous time and energy for solvingtechnical problems. Besides, procedures were oftenfollowed with certain misunderstandings, andcitizens would have to clarify the status of theirstatement at different places with different employees– that required a lot of time and energy.Electronic case management system is equally usefulfor judges as well as the parties of the case andordinary citizens.Electronic case management system has a lot oftechnical details; it is now difficult to discuss all ofthem now. However, if we do a short characteristicof the program it will be easy to understand that thisis indeed unique program. This program will makelife easier for all parties and all individuals presentedin the parties, starting with judges, includingapplicant, his / her lawyer, court staff.This program will especially simplify the work of ajudge. He / she will no longer be busy doingtechnical work. Applications registered in the courts“upon registration in incoming correspondence” willbe sorted according to the subject of litigation andafter that will be equally distributed to the judges12
