Project: Support to Implementation of the Forest Policy and Strategy in Kosovo

Food and Agriculture Organization of United Nation with support of Government of Finland and in close
cooperation with the Kosovo’s Ministry of Agriculture, Forestry and Rural Development is implementing a project
aiming to support the implementation of the Forest Policy and Strategy in Kosovo adopted in 2010. The project
aims at increasing the contribution of the forestry sector to the national economy through sustainable use of
forest resources taking into account multipurpose forestry and including the economic, social and environmental
benefi ts as well as its contribution to climate change mitigation. For the propose of successful implementation of
the project activities the Food and Agriculture Organization of United Nation is advertising the
Vacancy Announcement no. 04/GCP/KOS/005/FIN
for
National Monitoring and Evaluation Specialist
The National Monitoring and Evaluation Specialist will be in-charge to:
In close cooperation with the International Monitoring & Evaluation (M&E) Expert, project team and
relevant Government institutions, facilitate the development of Monitoring & Evaluation system related
to the forestry sector of Kosovo in line with the project document and “Policy and Strategy Paper
on Forestry Sector Development 2010-2020”
Prepare jointly with International M&E Expert the draft work schedule for executing International expert
missions, organize appointments and fi eld trips to working areas
Assist the International Monitoring & Evaluation Expert in development of a M&E framework system for
the forestry sector development in Kosovo;
Collect relevant data for development of Monitoring and Evaluation system;
Consult and review the project counterparts M&E practises; Contribute to determination of methodology
and techniques for gathering the missing data;
Organize and facilitate various meetings, workshops, seminars for forestry sector stakeholders related
to development of Monitoring and Evaluation system;
Follow up the recommendations and fi ndings from the missions of International Monitoring & Evaluation
Expert, coordinate implementation and compliance of those with other project activities and
expertise’s
Ensure the continuation of recommended activities beyond the presence of the International experts;
support especially the municipalities in the adoption of the M&E system(s)
Liaise closely with the Institutional Development Experts, Information Technology Experts
Qualifi cations and experience: University degree in forestry, law, economics, natural resources management,
business administration or related discipline with a minimum of 5 years experience working in forestry sector,
environment or related fi elds, experience in development of Monitoring and Evaluation systems. Good command
of English, fl uency in Albanian and Serbian languages is required.
Duty Station: Pristina (with in-country travel)
Duration: 90 days in a period of until 31 December 2012
