Yitzhak Rabin spoke to a crowded Law Faculty
auditorium on December 13, 1983. Rabin outlined
Labor’s position on three issues: a) Security with
respect to Lebanon; b) economic problems; c) the
possibility of continuing the peace process which
began with Egypt.
Rabin felt that Israeli presence in Lebanon was
beyond the boundaries of what the role of the IDF
should be. “To assume that Israel can initiate war to
achieve normalization with Arabs would be silly and
unattainable.”
Comparing Israel’s expenditure of between 16%
and 18% of the G.N.P. on defense to the spent by the
U.S., 2% — 4% spent by Western Europe, and 0.5%
spent by the Japanese. Rabin stressed his position for
lowering the defense budget. Rabin wanted to see a
restructuring of the monetary system to assure that
Israel would stimulate an increase in G.N.P. This
would cut inflation, which was running away at 15%
per month under Begin, and create more jobs at
home.
Rabin suggested that the solution to the Palestinian
problem ־be a territorial comprise to create a
Jordanian/Palestinian State. This would take the
Palestinians out of refugee camps, a humanitarian
move, and settle them in a sovereign state. Rabin
criticized the peace with Egypt; he said it set a
terrible precedent. Rabin wants Israel to return
every inch of land she holds due to war victories, and
uproot the Israeli settlers.

התפטר.‏ גם הבחירות שיהיו בקיץ בישראל הם
ארוע חשוב שישפיע על החיים של הישראלים
ועל המדינה.‏ גם באמריקה יש השנה בחירות
אבל זה לא כל כך מענין אותי.‏
לפני חודשיים הגיעו מחבלים למרכז העיר
בירושלים ‏)ליד פיצה ריצ׳יס(‏ וירו באנשים,‏
בעבר שמעתי רק ברדיו או רק ראיתי
זיה.‏ דברים כאלה ועכשיו בישראל זה קורה
ממש לידי וזה לא נעים.‏
בזמן האחרון גם שמעתי על מחתרת של יהודים
שתכננה לפגוע באוטובוסים ערביים והמשטרה
תפסה אותם.‏
ארוע חשוב היה גם כאשר הרוסים ירו והפילו
מטוס של קוריאה שטסו בו אזרחים.‏ המקרה
הזה גרם למתח בין אמריקה לרוסיה.‏ רוסיה
גם הודיעה שהיא לא תשתתף באולימפיאדה
בלוס אנג׳לס.‏ בלבנון יש עדיין מלחמה:‏ כולם
נגד כולם וכבר התרגלנו לזה חה חבל.‏
