Key Elements of a LL Capability<br />

The key elements of the LL capability are:<br />

Structure: Skilled and dedicated LL personnel allocated to<br />

adequate posts within the organization.<br />

Process: A common LL process to develop a lesson, to include<br />

sharing and utilizing it appropriately.<br />

Tools: Technology to support collection, storage, staffing and<br />

sharing of LL information.<br />

Foundations of a LL Capability<br />

The foundations of the LL capability are:<br />

Mindset: A desire to incorporate learning from others into all<br />

aspects of work as well as the confidence and trust to share own<br />

learning with others.<br />

Leadership: Timely and effective decision making throughout the LL<br />

process, an emphasis on the value of the LL capability to the<br />

organization and the creation of a safe environment where learning<br />

can flourish.<br />

Through examination of the effectiveness of many LL capabilities within<br />

and beyond NATO, a number of critical success factors have been<br />

identified. Where these factors are in place, LL capabilities were<br />

observed to be more successful than LL capabilities operating without<br />

one or more of the factors. These four factors are themes throughout this<br />

handbook.<br />

Critical Success Factors for a LL Capability<br />

<br />

Leadership: Leaders need to actively engage in their LL capability<br />

and prioritize resources to ensure that changes happen and lessons<br />

get learned.<br />

Mindset: A desire to improve and willingness to share information<br />

and take into account the information received from others.<br />

Information Sharing: A key issue with information sharing is<br />

information assurance: the LL information that we submit and<br />

receive from the LL capability needs to be trustworthy.<br />

Stakeholder Involvement: All of us need the opportunity to<br />

influence how our organization will change in response to lessons<br />

identified.<br />
