5.15.2 Local or specific level recommendations<br />
It is recommended that that the industry combines accurate ‘place’ <strong>and</strong> ‘time’ data with<br />
systems interaction data <strong>and</strong> captures of knowledge held by individuals to inform both<br />
local <strong>and</strong> corporate decision making.<br />
It is recommended that that the industry ensures that all modelling is undertaken at an<br />
appropriate level of resolution for the challenge being addressed.<br />
5.15.3 Operational level recommendations<br />
It is recommended that that any future GIS system should consider the GB <strong>Railway</strong> as an<br />
integrated system perspective at the higher levels <strong>and</strong> as infrastructure assets at the<br />
lower level. The higher level should address climate change while the lower considers<br />
extreme weather event impacts.<br />
It is recommended that that the industry moves towards integrating data from asset<br />
condition, faults, delays <strong>and</strong> weather conditions so that a systemic picture can be drawn<br />
upon in decision making.<br />
It is recommended that that the industry ensures that any metric framework has the<br />
capability to express the failure risk at individual asset level in terms of prevailing<br />
weather conditions.<br />
5.15.4 Strategic level recommendations<br />
It is recommended that that the industry explores ‘Journey Availability’ as the critical<br />
measure of GB <strong>Railway</strong> performance in guiding adaptation <strong>and</strong> asset management.<br />
It is recommended that that the industry focuses attention on the long term adaptation<br />
requirement within infrastructure policy.<br />
It is recommended that that the industry develops a framework for integrated risk to<br />
address performance from individual asset level through route level to national level<br />
<strong>and</strong> makes assessments against a range of future weather conditions to show likely<br />
performance.<br />
5.15.5 Socio political level recommendations<br />
It is recommended that that the industry establishes with government clear<br />
expectations for performance, adaptation, resilience <strong>and</strong> reliability on all sides by:<br />
• Establishing at the socio-political level a clear purpose <strong>and</strong> performance st<strong>and</strong>ard for<br />
GB <strong>Railway</strong> connected to a commensurate funding regime; or<br />
• Developing at the strategic level, possibly through RSSB, a deliverable strategy for<br />
adaptation. All stakeholders would need to subscribe <strong>and</strong> commit to this through<br />
their business plans <strong>and</strong> performance regimes <strong>and</strong> incentives.<br />
