3. Demands on the Saxon integration policy
An integration concept will be no more than a
piece of paper, if migrants are not involved in its
development, if they do not back it and if the
concept is not accompanied by action and
implementation plans. To ensure that the
implementation be successful, it has to be
monitored. Every second year the state
government shall present an integration report
to the state parliament.
3.1 Active and passive voting rights
The Saxon parliament shall support voting rights
for foreigners in municipal and state elections.
The Free State of Saxony shall advocate a
nationwide implementation of foreigners’ voting
rights.
Saxony – the federal state with the lowest
naturalisation rate – must break down all
barriers that impede or hinder naturalisation.
3.2 Short­term measures
In Saxony, migrants are only marginally
represented in the socio­political bodies that
decide on issues related to integration. State
and citizens ought to actively involve migrants
(umbrella organisations, unions, associations
etc.) and break down barriers to access. No
migrant representation without migrants!

parties shall list migrants as candidates for
municipal, state and federal elections
­ transparency of state policy and actions and
publication of reports on migration policy,
racism and discrimination
3.3 Clear commitment and systematic fight
against all kinds of discrimination and
misanthropy against certain groups
(racism, anti­Semitism, anti­islamic
resentment) as a primary objective and
issue that concerns the entire community
­ reviewing and revising curricula of the school
system in terms of intercultural tolerance,
fight against racism, nationalism, religious
fanaticism and intolerance
­ launch of school programmes on ethics,
democracy, human rights and migration
­ structural and financial aid for the work of
associations, migrant self­support
organisations and initiatives concerned with
integration policy and intercultural work as
well as associations committed to fighting
