These efforts ought to include especially<br />

children and the youth.<br />

their way of living, whatever religion and<br />

national or ethnic origin they have.<br />

4) The constitution of the Federal Republic<br />

serves as the common basis for coexistence.<br />

electoral rights to foreigners.<br />

3. Demands on the Saxon integration policy<br />

An integration concept will be no more than a<br />

piece of paper, if migrants are not involved in its<br />

development, if they do not back it and if the<br />

concept is not accompanied by action and<br />

implementation plans. To ensure that the<br />

implementation be successful, it has to be<br />

monitored. Every second year the state<br />

government shall present an integration report<br />

to the state parliament.<br />

3.1 Active and passive voting rights<br />

The Saxon parliament shall support voting rights<br />

for foreigners in municipal and state elections.<br />

The Free State of Saxony shall advocate a<br />

nationwide implementation of foreigners’ voting<br />

rights.<br />

Saxony – the federal state with the lowest<br />

naturalisation rate – must break down all<br />

barriers that impede or hinder naturalisation.<br />

3.2 Short­term measures<br />

In Saxony, migrants are only marginally<br />

represented in the socio­political bodies that<br />

decide on issues related to integration. State<br />

and citizens ought to actively involve migrants<br />

(umbrella organisations, unions, associations<br />

etc.) and break down barriers to access. No<br />

migrant representation without migrants!<br />

­ amendments to the Saxon municipal code in<br />

order to enable the democratic participation<br />

of migrants in social and political life<br />

­ promote the working capacity and<br />

mainly open sessions, right of speech in the<br />

municipal councils, regular reports to<br />

electors, publication of protocols on the<br />

internet, office, consultation hours, fixed<br />

funding of the MBRe, option to organise<br />

independent PR campaigns<br />

­ participation of migrants in all committees as<br />

civil experts<br />

­ involving migrant representatives in decisions<br />

on subsidies policy<br />

­ creation of a state migrant council<br />

­ political education programmes for migrants,<br />

information on different ways of political<br />

participation, regardless of the status of<br />

residence (e.g. nationality)<br />

­ representation in parliaments: democratic<br />

parties shall list migrants as candidates for<br />

municipal, state and federal elections<br />

­ transparency of state policy and actions and<br />

publication of reports on migration policy,<br />

racism and discrimination<br />

3.3 Clear commitment and systematic fight<br />

against all kinds of discrimination and<br />

misanthropy against certain groups<br />

(racism, anti­Semitism, anti­islamic<br />

resentment) as a primary objective and<br />

issue that concerns the entire community<br />

­ reviewing and revising curricula of the school<br />

system in terms of intercultural tolerance,<br />

fight against racism, nationalism, religious<br />

fanaticism and intolerance<br />

­ launch of school programmes on ethics,<br />

democracy, human rights and migration<br />

­ structural and financial aid for the work of<br />

associations, migrant self­support<br />

organisations and initiatives concerned with<br />

integration policy and intercultural work as<br />

well as associations committed to fighting<br />
