Programme for Handicapped Radio Amateurs (IPHA)<br />

This programme concerned with<br />
gathering informations about:<br />
- Organisations for disabled radioamateurs.<br />
- Special courses and methods for<br />
preparing disabled people for the<br />
examinations required to obtain a<br />
radio-amateurs.<br />

- Details about equipment that was<br />
designed for use by amateurs with<br />
various handicaps.<br />
The following societies have an organization<br />
for disabled Amateurs:<br />
ARA, BFRA, DARC, EARA, EDR, ERAU,<br />
HRS, IARC, MRASZ, NRRL, OEVSV,<br />
RAAG, RAL, ROARS, SARL, SRAL, SSA,<br />
UNARAF, URA, VERON.<br />
Number of disabled Amateurs in<br />
IARU region 1 based on the survey<br />
is 511 disabled Amateurs divided<br />
according Graph 1 below. The total<br />
number of disabled amateurs in<br />
IARU Region 1 remains unclear and<br />
further verification is ongoing to confirm<br />
the available count and get further<br />
information from the remaining<br />
Societies. Most organizations offer<br />
special courses to disabled amateurs<br />
and have special arrangements with<br />
the local Authorities.<br />
On the 3 of December each year<br />
IPHA commemorate the International<br />
Day of Persons with Disabilities.<br />
International Day of Persons with<br />
Disabilities (IDPwD) was established<br />
in 1992 by the United Nations General<br />
Assembly to promote awareness<br />
of disability issues and the abilities<br />
of people with disability.<br />
In this celebration each Society can<br />
promote this event by:<br />
• Plan and organize performances<br />
everywhere to showcase - and celebrate,<br />
interests and aspirations<br />
of persons with disabilities<br />
• Offer radio equipements for the<br />
Persons with Disabilities<br />

• Fundraising events<br />
• The media have especially important<br />
contributions to make in support<br />
of the observance of the Day<br />
• Contest Day<br />
• Award for best video<br />
Every year there has been a particular<br />
theme for observances, activities,<br />
and actions. This year (2012) the<br />
theme was “Removing barriers to<br />
create an inclusive and accessible<br />
society for all”.<br />
Many Societies every year commemorate<br />
this event, last year (2011)<br />
two societies was active VERON<br />
(Netherlands) and ROARS (Oman).<br />
This year (2012) only one society has<br />
participated to commemorate this<br />
event Wakefield District Radio Society.<br />
Amateur Radio seemed to be an<br />
ideal way to publicise and celebrate<br />
the day to a world-wide, though specialist,<br />
audience. As Radio Amateurs<br />
we privileged to enjoy an inclusive<br />
hobby where, to a large extent, disability<br />
need not be a barrier to participation.<br />
Indeed, the spirit of the<br />
hobby and its’ adherents has always<br />
been to encourage the participation<br />
of all, by providing help, support,<br />
and technology in order to overcome<br />
any barriers that a person may<br />
face due to their impediment(s) or<br />
medical conditions.<br />
Croatian Amateur Radio Association<br />
was the organizer of the 15th ARDF<br />
World Championships, held in September<br />
2010 in Opatija, a city on the<br />
Adriatic sea coast. During the championships<br />
were held the first World<br />
ARDF championships for the blind<br />
radio amateurs. It was attended<br />
by 19 radio amateurs from Bosnia<br />
and Herzegovina, Croatia, Macedonia,<br />
Germany and the United States.<br />
At the championships in the team<br />
standings rated a total of 7 teams<br />
from Bosnia and Herzegovina, and<br />
Croatia.<br />
