Das TaNDEM-PRoJEKT<br />
Das Fremdsprachenzentrum (FZHB) im<br />
Goethe-lnstitut B remen organisierf für<br />
Kursteilnehmer des Goethe-lnst¡tuts<br />
und Studenten der Hochschulen das<br />
TAN DE M - Sprach progra mm. TAN D E M<br />
ist eine Form des organisieften Sprachaustausches.<br />
Und das funktioniert so:<br />
Ku rste i I n e h m er des Goefhe- I n stituts<br />
bekommen einen deutschsprachigen<br />
Sprachpaftner zugeteilt, der wiederum<br />
die M uttersprache des Kursteilnehmers<br />
studiert. Die beiden TANDEM-partner<br />
verabreden sich auBerhalb des tJnterrichts<br />
zum üben ihrer beiden Fremdsprachen.<br />

Ritsuko: Miriam und<br />
ich haben uns ein- bis<br />
zweimal pro Woche<br />
getroffen. Es hat sich<br />
wirklich gelohnt, da<br />
wir nicht nur die Sprache,<br />
sondern auch<br />
unsere Meinungen<br />
kennen lernen<br />
R¡'ukoyamasaki<br />
und austauschen<br />
konnten. Wir haben über die Stádte,<br />
die aktuellen probleme unserer<br />
Lánder, die Traditionen und Bráuche<br />
gesprochen. lch habe sogar<br />
Silvester mit Miriam und ihren<br />
deutschen Bekannten gefeiert.<br />
Dank Miriam habe ich mich in<br />
Deutschland schneller zurechtf inden<br />
kónnen.<br />
Miriam: lch wollte mich beim Japa_<br />
nischlernen nicht nur mit der Spra_<br />
che/Schrift bescháftigen, sondern<br />
auch die Mentalitát, die Sitten und<br />
Bráuche kennen lernen. Dabei sind<br />
mir auch deutsche Eigenheiten kla-<br />
rer<br />
geworden.<br />

uns háufig<br />
zum Lachen<br />
gebracht<br />
haben. Viele Vorurteile und Missverstándnisse<br />
wurden aus dem Weg<br />
geráumt.<br />

Es war für uns beide eine neue<br />
Erfahrung, auf diese Art eine Sprache<br />
zu lernen. Das <strong>Tandem</strong>-programm<br />
kann natürl¡ch keinen<br />
Sprachkurs ersetzen, aber sinnvoll<br />
ergánzen. Besonders gefallen hat<br />
uns, dass man selbst entscheiden<br />
kann, wie viel man lernen móchte.<br />
Man trifft sich regelmáBig in Cafés<br />
oder zu Hause oder man bummelt<br />
einfach gemeinsam durch die Stadt<br />
und diskutiert über die verschiedensten<br />
Themen, mal auf Deutsch,<br />
mal auf ltalienisch. Wir haben gute<br />
Fortschritte in der Sprache gemacht<br />
und unsere Freundschaft ist etwas,<br />
was nach meiner Rückkehr nach<br />
Italien bleiben wird.<br />

Organisatoren<br />
haben wir<br />
Tipps und<br />
Anregungen<br />
erhalten, wie man leichter ins<br />
Gesprách kommt. Wir haben diese<br />
Unterstützung aber nicht<br />
gebraucht, da wir uns von Anfang<br />
an sympathisch waren. Es ist gut,<br />
dass wir beide dieselbe Einstellung<br />
zum Sprachaustausch haben. Wir<br />
gehen oft ins Café, um uns zu<br />
unterhalten, anstatt Grammatik zu<br />
üben. Wir haben trotzdem voneinander<br />
viel gelernt, weil wir uns<br />
gegense¡t¡g verbessern, wenn eine<br />
etwas Falsches sagt. Wir bringen<br />
uns viele neue Wórter bei, lernen<br />
Redewendungen voneinander und<br />
vergleichen mit<br />
viel SpaB, wie<br />
man das eine<br />
oder andere in<br />
den beiden<br />
Sprachen ausdrückt.<br />

lch habe durch meine partnerin<br />
Daniela einen Einblick in das kulturelle<br />
Leben und die Geschichte<br />
Deutschlands bekommen. Es macht<br />
uns SpaB, über unsere Lánde¡ die<br />
Menschen dort, über ihr Denken<br />
und Handeln zu reden. Aber das<br />
Beste ist, dass wir Freundinnen<br />
geworden sind.<br />

und deutsch. Die Sprachen<br />

3.1 The role of personal contact in distance teacher training<br />

l. Introduction<br />
When the honour of reading a paper at the ITT conference in Ceske Budejovice highlighting<br />
the role of personal contact in distance learning was offered to me by Jürgen Wolff of<br />
TANDEM@ Fundazioa, I was intrigued by the paradox involved in what would normally seem<br />
to be anything but personal. It is, after all, distance learning, not nearness learning. I had,<br />
however, already been drawn to the idea that e-learning was, although distant, not at all as<br />
impersonal as one would imagine.<br />
On the contrary, e-learning afforded a type of rapport which dispensed with all of the obstacles<br />
to communication that permeate our society at large.In the informal e-world (a little bit<br />
like the Irish pub!) there is no guest and no host, no formal uncomfortable distance between<br />
performer and audience, no complex body-language and innuendo, no visible cultural or<br />
educational or gender or personality or physical "baggage" involved in the pursuit of knowledge<br />
- all these fruits of the richness and diversity of life can be appreciated off-stage if the<br />
participants so wish - but a selective use of quality time during which participants literally<br />
speak their minds and eventually, because all true learning is ultimately affective, their hearts.<br />
Teacher-trainee contact time, by the way, is also 100%!<br />
The concept of Distance Training (as differentiated from Distance Learning) was also new to<br />
me, putting the onus back on the trainer. The word training itself as opposed to teaching has<br />
often been questioned, but training from a distance? And while we are on the subject, how<br />
effective is face-to-face teacher-training anyway? Many believe that a good teacher is born,<br />
not made. Do we really train the teacher to teach?<br />
This paper hopes to explore the notion that all we can do as trainers is enable the trainee to<br />
develop all those innate multiple skills which is required of a language teacher and expand the<br />
range of tools and materials involved in the trade, the application of which can only be<br />
improved with experience. The most valuable gift of all in teaching is empathy; you can't teach<br />
that. You can't even teach teachers to listen, especially if they think that their role entitles them<br />
to speak. And you can't teach them to learn, because as teachers they are taught how to teach.<br />
AII one can do is hope that the teacher is already endowed with the gifts of empathy, humility<br />
and the willingness to learn. The rest is in the lap of the gods.<br />
I would also venture to state that in the field of education at large, beyond our own small area<br />
of teacher training and language learning, the world would be a far far better place to live in<br />
todav if teachers, despite all their training, had the gifts of empathy, humility and the willingness<br />
to learn.<br />
2.Distance Training and Distance Learning
Ten vears a-qo, the Association for Teacher Training In TEFL ( ATT ) was founded by Dr<br />
Kevin McGinley in Dublin and , then brought to fruition by a group of people (the present<br />
writer included) with the aims and objectives of creating and providing quality teacher-training<br />
courses in lreland comparable to the best of what had been on offer in Britain for more than a<br />
generation before that. A panel of moderators guaranteed standards and a suite of eight<br />
separate teacher-training courses were produced over the years, including two courses specialising<br />
in Distance Learning for Teachers of English as Foreign Language (TEFL).<br />
a) Content<br />
There is nothing radically new about the ATT Distance Learning Teacher-Training courses.<br />
They offer as much as can be presented in such circumstances to enable the trainee to inform<br />
himself / herself as comprehensively as possible about the world of English Language Teaching.<br />
Naturally, there is always room for improvement and the ATT will seek to include<br />
whatever is needed to ensure that the trainee is given more personal support in his/her studies<br />
than would be possible in a contact course.<br />
The introductory course includes an overview of the history of the development of the<br />
language, teaching methodologies, the four principal skills, phonetics, teaching aids, lesson<br />
plans, and how to analyse errors. Each unit has a number of assignments which have to be<br />
completed and returned, culminating in an end-of-course test. It is hoped that the trainee will<br />
also find the time to read some of the books listed in the bibliographies supplied. But by and<br />
large. the material provided should be in itself sufficient, after a hundred hours' study, to equip<br />
a teacher with the knowledge required to enter a classroom and teach.<br />
Despite the fact that teachers who wish to work in the field of TEFL in Ireland are graduates,<br />
most of the trainees would encounter their greatest diffEculties in dealing with the grammar<br />
unit, as many of them would not have studied English grammar formally at school. This is<br />
where the training can be compared to driving lessons where the learner finds out about the<br />
engine, the nuts and bolts of the language. Although we try to avoid "lifting the bonnet" as<br />
much as possible in the classroom, a knowledge of the metalanguage is mandatory as it<br />
deepens the trainee's appreciation of how a language works effectively.<br />
But this is where it gets personal: some trainees about to embark on stint or even a career of<br />
TEFL are naturally embarrassed about exposing their lack of knowledge of the blueprint of the<br />
language, but e-learning allows them to drop their defence mechanisms and genuinely work<br />
with the trainer on questions of grammar that may never have occurred to them before. The<br />
fact that the medium is currently exclusively in writing also helps to enhance their writing skills<br />
(and spelling!) which have seriously deteriorated amongst schoolleaves for a generation. As<br />
the medium is generally 1:1, they don't have to worry about making a fool of themselves in<br />
front of their peers in the classroom or about taking up valuable classroom time by asking<br />
what they might perceive to be silly questions. They are not pressurised and restricted by the<br />
tyranny of a class hour or afraid that they have been left behind because they missed a class or<br />
weren't in the mood or slipped into a daydream while looking out of the window. Generally,<br />
there is no time for questions such as Why do we use the word do in some questions and<br />
negatives and not in others? A-fter all, they are supposed to know that already, aren't they?<br />
And if they don't know. they should know where to go to find out. (Shouldn't they?)<br />
b) Technique<br />
The imparting of skills relating to style or technique in distance training presents greafer<br />
challenges for the trainer but as stated above, in the final analysis the only way to learn how to<br />
teach is to teach. And we all have our own stvles. thank goodness.
Naturally, ATT schools offer trainees the facility to visit the schools whenever they can and<br />
observe classes and even teach volunteer students after class-hours but failing that, the<br />
distance learning courses are so designed that the material is user-friendly, easily comprehended<br />
and written in a way which talks to the reader. (The ATT Advancá TEFL Distance<br />
Learning course has an optional module which incorporates an invitation to join the staff and<br />
feel at home in the school for a week).<br />
'What happens if you run out of materials?'or'What do you do if you don't know the answer<br />
to a question in class?' are all FAQ's that can be raised and addressed on a l: I basis through by<br />
e-mail. Even questions such as'What is a good teacher?' can provide stimulating ana nápfut<br />
discussions which again, may not be raised in a an intensive face-to-fac. t.aóh.. training<br />
course owing to time restraints. The many websites for language teachers can also provide<br />
excellent topics for discussions on teaching techniques. E-learning affords the trainee time to<br />
reflect and absorb, time to read around the subject and deepen his / her understanding of what<br />
is involved. The trainer / facilitator at the other end is available for comments or advice which<br />
can also be done without the pressure of time restraint, ideally in the comfort of one,s own<br />
home' It can therefore take the form of an intere§ting dialogue rather than ,'work,,. and the<br />
informal nature of the exchange of information enhances the feeling of person contact between<br />
trainer and trainee.<br />
lf driving lessons may be used as an analogy for contenf in teacher training (and eventually. the<br />
only way to learn how to drive is to drive), tennis coaching may be ,."d u, an analogy for<br />
Íechnique, and for tips to hit the sweet spot in your teaching as often as possible. t:t iánnis<br />
coaching is preferable to doing it in a group. It also makes up for the loss oinon-verbal signals<br />
and physical demonstrations one picks up during face-to-face observation. As technology<br />
develops, however, these deficits too should become a thing of the past, e.g., with the proñi<br />
eration of fibre optics instead of copper cable and photonic technoiogy to-replace electronic<br />
technology (instant communication world-wide with pictures as clearás if your partner were<br />
at the other side of a window). Contact teaching does not always offer all ihe advantages of<br />
contact teaching either: I have heard of one spurious TEFL teaching organisation here in<br />
Dublin that had as many as 80 'face-to-face'trainees in one class!<br />
3. Personal Contact in Cyberspace<br />
ln e-learning, the teacher is a partner, not a teacher. This is an integral part of the philosophy<br />
of TANDEM@ learning. In TANDEM@ partnerships, the natural joy of teaching .*pl.ienced<br />
by all children is awakened in both partners who help one anothei to l.u- their tárget<br />
languages. Maybe children are innately aware of the fact that they learn more themselues-by<br />
teaching what they know. Docendo discimus. by teaching we learn. As in e-learning, the<br />
learner is enabled by being in control of what is learned. By being enabled, the learner hu, u<br />
pro-active approach to learning. is intrinsically motivated and with that total involvement.<br />
greatlv enhances the assimilation and retention of language or whatever the subject may be in a<br />
positrve. enthusiastic and meaningful way.<br />
Relating to the need for students to evaluate ideas properly, Prof Henry Widdowson of the<br />
Universitv of London uses a map as an analogy. "Maps are models of reality designed for<br />
different purposes...If the need for a map is other than it was designed to meet, the map will<br />
be uninformative, misleading. lt misrepresents reality from your point of view. So what dó you<br />
do? You draw your own map. but in reference to those that already exist.,,<br />
He explains that there would be no point in starting from scratch and working out a map of<br />
our own "surveying the terrain with a home-made kit." In what he describes as ithe nature and
use of conceptual cartography", he proceeds with his analogy, describing two kinds of map:<br />
the directional and the spatial kind.<br />
"A directional map provides you with a recommended route and includes only the information<br />
necessary for you to keep to it. If you do not foliow the directions, you are lost. Many of our<br />
problems in language pedagogy have arisen because reachers have Leen persuaded ,á r"liá*<br />
maps of this kind, maps of method. But a spatial map gives you modei of the terrain with<br />
reference to which you can decide your own route. This is the [ind of map I have in mind.,,<br />
Ema Ushioda, in her paper, <strong>Tandem</strong> Language Learning via e-mail: from motivation to autonomy,<br />
refers to the "exercise of freedom, control and choice" in the learning process. She cites<br />
the "principles of autonomy and reciprocity on which successful tandem l.lning is founded.,,<br />
How much reciprocity can you find in the average classroom? How much autonomy? Ushioda<br />
recommended institutional co-operation and guidelines as a solution to assure compatibility<br />
I'm not so sure if I agree, however, as this can also be done on a bilateral basis. part of the<br />
personal contact involved in e-learning has to be setting up the props, so to speak, preparing a<br />
framework within which to operate successfully. This óan-be fun tóo as it elicits all those areas<br />
of interest and needs which will enhance more complete involvement in the partnership.<br />
I would like to take this opportunity, if I mav dare, to coin a German-based word Lehrner<br />
which incorporates both teacher (Lehrer) and ¿arner as descriptive of the role of personal<br />
contact on the parts of the partners in the e-learning world. As Wilhelm von Humboldt once<br />
said' "We cannot teach a language. We can only piovide the conditions in which a language<br />
can be learned." What better conditions can you have than the comfort of your own home and<br />
a personal contact as your 1:l teacher? Ushioma agrees that asynchrort* communication<br />
where partners do not see one another is not necéssarily a handicap. For languages like<br />
English, for example, where correct pronunciation is notoriously hazardous for students at all<br />
levels, the time is rapidly approaching where asynchronous access to voice in e-learning will<br />
also be easily available. Ushioda also refers to a project which was carried out in Dublin<br />
(TCD) in 1997-8 in which 34 Irish university students learning German were twinned with<br />
German students learning English at the Ruhr-Universitát in Bochum. And the overall result?<br />
There were the usual problems with grammar corrections, etc. but the overwhelming response<br />
was that the students felt encouraged to express themselves in a more informal, familiar and<br />
comfortable way in the target language, they took risks, tried out new phrases and developed<br />
a facility to operate bilingually with their partners abroad. The colláquial, conversational,<br />
chatty language both sides used was "useful and relevant to their o*, n"Ld, and interests and<br />
improved their fluency. "<br />
This was the living language, the German that was spoken in Germany (or for their German<br />
partners, the English in Ireland), not the language of text-books. Equalíyimportant, ,,students<br />
also valued the personal dimension of their tandem partnership..." -They may have been<br />
communicating in cyberspace. but the feeling was that they weri talking to a reál-life person<br />
like themselves, "as if that person were sitting at the table next to them". This would not have<br />
been possible by snail-mail correspondence. E-learning afforded them the speed, immediacy,<br />
informality, economv and convenience of personal communication which focused on the<br />
participants' needs and wants. Clearly, affective learning led to their response referring to<br />
"interaction with real people".<br />
ln the 'setting up the props' preliminary stages of an e-learning exchange, what partners may<br />
tre doing without knowing it is teaching each other how to learn. TeaÁers may go though a<br />
'ui'hole career of teaching without ever once considering the importance of learning how to<br />
learn. both for themselves and for their students. As Henry Adams put it, ',They know enough<br />
who know how to learn" (The Educalion oJ Hemy Adams, 1918) or to quote patrick White,s
character in his novel The solid Mandala. ( 1966), "I dunno", Arthur said, ,'I forget what I was<br />
taught. I only remember what I've learnt.,' ,<br />
Prof David Little in the Guide 7'o Language Learning in <strong>Tandem</strong> via The Intentet<br />
autonomy as "the capacity for self-direction". This self-direction is "based on a need<br />
not an obligation to do." He elaborates on autonomy:<br />
defines<br />
to say,<br />
" ..but it is also fundamental to the process of developmental'learning in the sense that each of<br />
us cannot help but construct his or her own knowledge.' (ibid.)<br />
Helmut Brammerts of the Ruhr-universitát in Bochum writes in the same publication about<br />
the Principle of Reciprocity in which "both partners are beneficiaries in learning" but also<br />
assume responsibility for each other's success.<br />
The attractive idea o,f being in control of your own education is further corroborated by<br />
Howard Gardner, famous for his study of multiple intelligences. In an lrish Times interview<br />
this year he said: "If you don't know something, you should know how to find out about it.<br />
Education must ultimately justifl, itself in terms of enhancing human understanding,, .(lrish<br />
Times,22.05 2001)<br />
At a conference in Dublin in June 2001, TEFL guru Jeremy Harmer spoke about the development<br />
of teaching methodologies since the 50's and 60's to the p..r"nt day and remarked that<br />
the biggest change that has taken place in teaching is the shift of focus froá teacher to student.<br />
In the seventies, we all had to be clowns prancing about to sustain the students' interest but<br />
now as facilitators, the teacher is the guide on the side, not the sage on the stage. EJearning<br />
sharpens the focus even more on the learner in which learning becómes more student-centred<br />
than ever with the teacher assuming the role of consultant.<br />
4. Brick In The Wall<br />
So how will an emphasis on the personal role in Distance Leaning make a difference?<br />
It will make all the difference.<br />
Education has failed us all for thousands of years. You might even compare it to the dot.com<br />
craze of 1995-2000, the virtual Gold Rush which fooled everybody into thinking that the tools<br />
were the gold although everybody suspected all along that there was never any gold there to<br />
begin with. Similarly. you go to school for twelve years to learn languages badly and study<br />
facts that you will instantly forget once the examinations are over. Head cocked, sporting a<br />
mortar-board, the emperor has been strutting around for centuries with no clothes on. Centralised<br />
education confined by brick walls has failed the world. If our civilisation today could be<br />
described in terms of the health of a person. then that person can now be found stretched out<br />
in an intensive care unit. 80% of the population of the planet have never made a phone call.<br />
The rest of us have allowed such grotesque imbalances to occur because most peóple don,t<br />
think. Most people don't think that in order to redress the balance and get the pitient off the<br />
emergency list, the first thing they have to do is think. Half of the electorate in the so-called<br />
flrst-world countries don't even vote. We just don't want to know. And why? Because we are<br />
the products of our education. From an early age, restricted to confined spaces in confined<br />
buildings. those great factories of unlearning, we have had no personal role in the acquisition
of meaningful education.. Most of us are duped into believing that education grinds to a halt<br />
the moment we start contributing as taxpayers to the economy. As adults, in our desperate<br />
pursuit of comfort and instant gratification, we have lost all personal contact with meaningful<br />
education and what is meant by the quality of our lives.<br />
As teachers, we have to teach how to learn, that is our only duty. As learners, if we learn what<br />
we love, we will love what we learn. Education of any kind can onry take<br />
place when the student is in control of it. That can only happen when the walls come down<br />
and none ofus ever have to go to school again.<br />
5.Conclusion<br />
Nobody today talks of the great pioneers of de-schooling such as Ivan Illich and Everett<br />
Reimer any more, but these people were visionaries in that they imagined a future in which<br />
schools ceased to exist and people were in control of their own education. The Internet did<br />
not exist when they were writing a generation ago but my guess is that the huge potential of<br />
the future rushed in a lot faster than they had ever imagined.<br />
In an interview in the Sunday Times, Niall Ferguson, Professor of Political and Financial<br />
History at Oxford University said: "It's pretty medieval to teach on the basis of a crowd of<br />
people sitting in a room with a man standing there talking to them. They have been doing that<br />
at Oxford since the l3ü century." (Sunday Times,04.03.2001)<br />
In the same edition, an announcement read:<br />
"Some of the world's leading academics will tomorrow launch a series of internet-based<br />
lectures, enabling thousands of students to share what was previously restricted to those who<br />
could be in the same room." (Sunday Times,04.03.2001)<br />
World-famous writers such as the evolutionary biologist Richard Dawkins (Ihe Setfish Gene)<br />
and the Psychologist Steven Pinker (The Language Instinct ) feature among the lecturers<br />
involved in the project.<br />

and then motivate them to take more control of their education. The edutation here and in<br />
many countries is geared for the "mass production" of graduates. It is one product for everyone<br />
and if you don't like it, tough. I think the system fails in that way. " (Irish Timis.<br />

The future of e-learning, or should I say, the e-learning of the future is dependent on personal<br />
contact. personal input and personalisation to generate the transition from a passive,<br />
non-critical acceptance of thin-es as thei, are. to an active interpretation of knowledge and its<br />
application. It may be that for the first time in history, more people than ever on this planet<br />
will be empowered not only to demand but to effect change. It may be that more people than
ever will enjoy a meaningful interaction with world culture and the arts when they are<br />
provided with the conditions whereby they can seek and find the meaning for themselves in<br />
world culture and the arts and control their own education, the quality ofiheir lives and thus<br />
indirectly. the quality of the lives of others.<br />
It may be that the role of personal contact, personalisation, and control in education will soon<br />
become one with the definition of education itself.<br />

ln 2001, the International <strong>Tandem</strong> Congress is being held on the Internet. Topics include<br />
multilingualism as well as communication possibilities offered by the Internet for language<br />
learners. This contribution addresses both subjects since language learning in e<strong>Tandem</strong> implies<br />
tandem across large distances with the help of electronic media, such as, for example, Internet<br />
or telephone.<br />
Waf makes up on e<strong>Tandem</strong>?<br />
<strong>Tandem</strong> has long proven an effective foreign language learning method in many areas.<br />
Electronic media such as the Internet and telephone make it possible to work with tandem<br />
partners all over the world, regardless of physical location.<br />
e<strong>Tandem</strong> partners communicate across large distances<br />
-via the Internet<br />
-through e-mail (written and asynchronous)<br />
-through voice mail (oral and asynchronous)<br />
-in MOOs and in chats (written and synchronous)<br />
-on the phone or in video conferences (oral and synchronous).<br />
e<strong>Tandem</strong> learners can work together independently of time and place. Therefore, it is an<br />
optimal means for those professionals who cannot spare any time in addition to their job for<br />
language class participation to improve their languages skills in a flexible manner. However,<br />
e<strong>Tandem</strong> can also be combined with a language course: foreign language skills acquired in a<br />
language class can be trained and immediately put into practñe. If loÑUle, tandem learners<br />
should combine asynchronous and synchronous means of communication, both of which have<br />
distinct advantages<br />
L'arious media for e<strong>Tandem</strong><br />
Authentic foreign language texts have become more easily accessible through the media developments<br />
of the past few years. Not only can language learners find a wide variety of materials<br />
in libraries, media centers and in the mass media, they are also presented with more and more<br />
opportunities to continue their language learning activities using the Internet.<br />
For tandem, the development of cost-effective communication media has become of increasing<br />
importance since learning partnerships can now be formed over long distances. Both partneñ<br />
can communicate from their home countries and learn through different media:<br />
oe<strong>Tandem</strong> is not limited to written mail contact via the Internet (e-mail); audio and<br />
visual documents can easily be attached to e-mail messages.<br />
tCosts for international phone calls have become increasingly competitive, enabling<br />
e<strong>Tandem</strong> partners to telephone each other at relatively low cost from time to<br />
time.<br />
oe<strong>Tandem</strong> partners can also meet at a designated time on the Internet and communicate<br />
synchronously and in written form in chats or in Moos. Moos are
text-based virtual realities where participants can move around, create rooms<br />
and landscapes and can communicate with other people who have logged on<br />
from other places in the world. There are only few technical requirements, and<br />
the necessary software can be downroaded free of charge.<br />
E-mail tandem is the least expensive and most often practiced form of e<strong>Tandem</strong>. It is a form of<br />
asynchronous communication, i.e. there is no immediate time pressure to reply to the partner,s<br />
message. Learners can integrate e<strong>Tandem</strong> work into their personal scheduie since it is not<br />
necessary to react immediately to their partner's statements. In addition, tools such as dictionaries<br />
or grammar books can be used. This form of e<strong>Tandem</strong> can be practiced with only basic<br />
knowledge of the foreign language: half of the time spent working on each message is written<br />
in ones own native language in order to provide the pirtner with foreign language input.<br />
e<strong>Tandem</strong> by telephone or in chats and MOOs is synchronous communication. Fast reactions<br />
are integral, but spontaneous comments and questions on content and phrases are also<br />
possible. Telephone tandem can be practiced effectively in combination wit'h e-mail tandem.<br />
Corrections in the e-mail messages, for example, can be quickly and effectively discussed<br />
orally, thus saving the e<strong>Tandem</strong> learners time for writing messages or to use otherwise.<br />
Another good reason to combine synchronous and asynchronous media is the maintenance of<br />
social relations between the partners. In a direct dialogue, they get to know each other more<br />
quickly and can more easily solve problems and misunderstandings. Humor and wit are<br />
likewise more effective in direct reaction than in asynchronous communication.<br />
An example<br />
Uwe, 33, is a history teacher and enjoys travelling. His favorite destination is the Sconish<br />
Highlands which he tries to visit as often as he can. He would very much like to improve his<br />
rusty English skills and apply them on a regular basis. The work with his e<strong>Tandem</strong> partner<br />
Rosemary, 67, from Glasgow, supports these learning objecüves. Formerly, she was an<br />
accountant, and sinee her reürement she has been able to devote herselfto her various<br />
interests. in particular German history. Both correspond at least once a week via e-mail: Uwe<br />
asks questions about Rosemary's life in Scotland, which she answers with pleasure. She not<br />
only corrects his mistakes, but Uwe can also learn many phrases from Rosmary,s English texts.<br />
Being a history teacher. Uwe can saüsff Rosemary's thirst for knowledge aboui the fórmer<br />
GDR. From üme to time, they meet for an Internet chat, and they call each other at least once a<br />
month. This ensures that they don't neglect their speaking and listening skills. On the phone,<br />
üey can correct their most recently exchanged e-mails in a üme-effecüve ma¡ner and can<br />
discuss some mistakes again in detail.<br />
For his next holiday, Uwe is planning a stopover in Glasgow.<br />
Help /or<br />
e<strong>Tandem</strong> learners<br />
e<strong>Tandem</strong> is individual and self-directed learning: the learners decide how and what they wish<br />
to learn. As opposed to conventional pen friendship correspondence, both language learners in<br />
an e<strong>Tandem</strong> partnership focus on the joint learning process and the reciproóal help they are<br />
giving each other. However, the presupposed ability to learn autonomously still has to be<br />
developed by many learners for which different kinds of help are necessary.<br />
One form of assistance can be found in written working materials. These should:<br />
-Explain basic tandem learning issues
'Introduce special techniques for language Iearning in e<strong>Tandem</strong><br />
-Be available in different languages<br />
-Address different learners' needs, e.g. e<strong>Tandem</strong> for translators and certain<br />
professionalgroups, or e<strong>Tandem</strong> through different media<br />
lndividual learners need access to the relevant working materials at every point in their learning<br />
process:<br />
-When being matched with an e<strong>Tandem</strong> partner, basic materials explaining the initial steps<br />
in an e<strong>Tandem</strong> partnership and helping with the organization of the-learning pro."r,<br />
are necessary.<br />
'The need for more detailed materials will probably arise after the first experiences with the<br />
e<strong>Tandem</strong> partner: after personal learning needs have become clearer, when learning<br />
objectives have changed or been modified, or when personal learning progress needs to<br />
be evaluated.<br />
Research has shown that individual coaching is the most effective way of assisting e<strong>Tandem</strong><br />
learners and should therefore be easily accessible for everyone. A central service that finds<br />
e<strong>Tandem</strong> partners and provides all interested learners with learning materials should also facilitate<br />
a coaching service. e<strong>Tandem</strong> coaches can support the language learners locally face-toface<br />
or over the distance by telephone and/or Internát. Such coach", "u,<br />
be based at and work<br />
in schools or even as free lancers. Language schools that offer tandem coaching for outside<br />
learners can thereby extend their curriculum and their clientele.<br />
Pqrvis<br />
Parvis' main objectives are comprised of an e<strong>Tandem</strong> partner service as well as the development<br />
of learning materials for e<strong>Tandem</strong> learners and an e<strong>Tandem</strong> coaching service. The founding<br />
of Parvis has been based on the authors' long-standing management of the <strong>Tandem</strong> Agency<br />
of the International <strong>Tandem</strong> Network. They have developed an extensive e<strong>Tandem</strong> service and<br />
are currently working on its realization. The e<strong>Tandem</strong> partner service is being offered successfully;<br />
learning materials and coaching services are in developmental stages.<br />
Not only individual language learners are being targeted but also participants of language<br />
courses, who may be interested in continuing their learning process indiviáuaily anA aclivjy<br />
putting what they have learned in their language class into practice. Institutions offerini<br />
language training opportunities such as public and private schools, including adult educationl<br />
or corporate training programs who integrate e<strong>Tandem</strong> in their curriculuri can thus enrich<br />
their course offerings and attract more customers.<br />
The conceptualization of Parvis is based on research conducted by the International <strong>Tandem</strong><br />
Network coordinated by the Ruhr-University Bochum, Germany. With the support of the<br />
European Union, e<strong>Tandem</strong> has been researched and put into practice at numerous European<br />
and international educational institutions. As a result. the <strong>Tandem</strong> Agency was founded in<br />
1994 and has since been providing an e<strong>Tandem</strong> partner service for learners of all languages<br />
worldwide.<br />
What initially started as a tandem partner agency solely for students of the participatirig educational<br />
institutions quickly grew into an international hub for languag. l.urn..s from all<br />
countries and of all ages wishing to work with an e<strong>Tandem</strong> partner. The founding team of<br />
Parvis has been managing the <strong>Tandem</strong> Agency since its inception and has been working on the<br />
maintenance of the database. Since 1999, Parvis has been contractually ,.rponribl. fo.
providing support for e<strong>Tandem</strong> learners and for the maintenance of the database of the<br />
<strong>Tandem</strong> Agency, based at the Ruhr-University Bochum<br />
Approximately 50,000 learners have been brought together with e<strong>Tandem</strong> partners through<br />
the <strong>Tandem</strong> Agency since its establishment in 1994. Due to increasing demand (for over'3ó0<br />
language combinations), the <strong>Tandem</strong> Agency and Parvis are working together to serve<br />
lan-quage learners worldwide of all ages and backgrounds: school-age and university/college<br />
students can find an e<strong>Tandem</strong> partner through the <strong>Tandem</strong> Agency; parvis ,.*., áll<br />
non-student adult learners and additionally provides more extensive e<strong>Tandem</strong> services.<br />
Perspectives<br />
lndividual life-long learning is increasingly gaining in importance in the foreign language<br />
sector. The opportunities provided by new information and communication technologierátorg<br />
with the corresponding didactics make this objective increasingly easy to achieve.-Thus, aI<br />
increasing demand for related services is arising. Accordingly, rnoi" and more language<br />
coaches will be needed who can be consulted for all forms of self-directed language leaÑng--<br />
including learning in e<strong>Tandem</strong>. Language teachers can obtain the relevant additional qualification,<br />
but it is probable that a separate professional profile of a "language learning coach" will<br />
be created as well.<br />

4.1<br />
<strong>Tandem</strong> in der Welt<br />
Turismo rural - una experiencia de desarrollo local en Agüimes<br />
<strong>Tandem</strong> Canarias<br />
1. Localización del proyecto<br />
El municipio de Agüimes se encuentra situado en el sureste de Gran Canaria<br />
(Islas Canarias - España). Se extiende desde la zona de costa hasta la de medianías, en la que<br />
supera la cota de 500 metros, ocupando un total de76 km2. Alberga por ello unagran diveisidad<br />
paisajística, que va desde las playas del litoral hasta los bellísimos parajes del barranco de<br />
Guayadeque y Temisas, ambos con una flora rica en elementos endémicos. La población de<br />
hecho alcanza los 21.000 habitantes, repartidos en catorce núcleos de población entre los que<br />
destaca, por su importancia, Arinaga, Cruce de Arinaga y Agüimes Casco, núcleo inicial ¿esde<br />
el que se extendió el municipio.<br />
2. Definición del proyecto global<br />
El Ayuntamiento de Agüimes, en los últimos años, se ha estado planteando con<br />
caracter prioritario el afrontar el problema más grave con el que actualmente se enfrenta la<br />
población de nuestro municipio: el desempleo.<br />
Desde esa perspectiva, el análisis que se hace desde el Ayuntamiento de las<br />
posibilidades de desarrollo para Agüimes nos lleva a la conclusión de que la economía del<br />
municipio se ha ido diversificando por zonas, en función de la propia dinámica de crecimiento<br />
de esta parte de la isla en las últimas décadas. Así nos encontramos con dos zonas bien<br />
definidas:<br />
a) Zona de costa:<br />
El desarrollo económico de la zona de costa ha sido mucho mayor que en el resto del<br />
municipio y está encarrilado por las vías siguientes. agricultura, industria y comercio, mientras<br />
que el sector hotelero y la construcción en el sur de Ia isla absorbe también parte de las necesidades<br />
laborales de Agüimes.<br />
b) Zona de medianías:<br />
Es por lo tanto en la zona de medianías, donde ha decaído la agricultura tradicional<br />
-principal actividad económica hasta hace dos o tres décad&s-, y más particularmente en<br />
Agüimes Casco, donde creemos esencial potenciar nuevas formulas de desarrollo que permitan<br />
mantener el necesario equilibrio económico en todo el municipio. A la hora de decidir hacia<br />
qué actividad orientar ese desarrollo económico, hemos tenido en cuenta los recursos ociosos<br />
de los que dispone esta zona del municipio, que son fundamentalmente los siguientes.<br />
- Casco Histórico de gran importancia, por conservar muestras muy importantes de<br />
arquitectura tradicional y edificios de valor histórico-artístico<br />
- Viviendastradicionales deshabitadas<br />
- Patrimonio natural y arqueológico: la zona de medianías alberga dos sitios de singular<br />
belleza paisajística y cultural, como es el Barranco de Guayadeque, uno de los más importantes<br />
asentamientos prehispánicos de la isla y el caserío tradicional de Temisas.<br />
- Actividad cultural: en este aspecto, Agüimes está dotada de una gran infraestructura y ha<br />
puesto en marcha una serie de eventos que tienen cabida, por su proyección exterior, en el
inventario de recursos capaces de generar riqueza en el municipio. Se cuenta con cuatro<br />
casas de cultura, en las que se desarrolla una programación cultural durante todo el año. al<br />
margen de eventos internacionales como elFestival Internacional de Teatro, elEncuentro<br />
Iberoamericano de Narración Oral Escénica y el Encuentro de Músicas del Mundo ',La<br />
mar de encanto"<br />
Infraestructura deportiva: tres pabellones polideportivos cubiertos y las instalaciones de la<br />
piscina municipal, que ofrece, además de las actividades de natación con o sin monitor,<br />
otras como aeróbic, gimnasio, tratamientos antiestrés (sauna, masaje y parafango) y cursos<br />
de tenis y padel.<br />
Festejos populares: Carnavales; Agüimes ha conservado un Carnaval popular, tradicional y<br />
entrañable que atrae cada año a centenares de visitantes. Por otra parte, laTraía del agui<br />
y del gofio* se ha convertido en una de las citas ineludibles de los amantes de la tradición<br />
y el folclore canario.<br />
*Gofro: se obt¡ene a parttr de un cereal tostado y molido (maiz o trigo). Alimento básico de los aborigenes canar¡os. Se utiliza aún<br />
hoy en diferentes variedades culinarias. Con estu rtestu se rememora cuando no hace mucho tiempo niestros abuelos iban al molino<br />
a buscar el gofio.<br />
Tradición rural: la tradición rural de Agüimes, a pesar del declive de la actividad agrícola,<br />
se mantiene viva tanto en la hospitalidad de sus habitantes y el sosiego que se ,.rpi.u .n<br />
sus calles como en la riqueza de sus manifestaciones -folclore, gastronomía, deportes y<br />
juegos autóctonos, etc.-.<br />
El estudio de estos recursos orientó la decisión del Ayuntamiento, en su<br />
búsqueda de proyectos que relanzaran Ia vida económica del Casco y de las medianías -siendo<br />
al mismo tiempo complementarias con las ya existentes enla zona de costa-, hacia actividades<br />
vinculadas al turismo rural y al ocio.<br />
La creación de la empresa municipal Turismo Rural de Agüimes S.L. y de la<br />
Agencia de Desarrollo Local fueron los primeros pasos para el desarrollo de este ambicioso<br />
proyecto, que contempló desde sus inicios Ia formación de los jóvenes agüimenses como una<br />
de las claves de éxito final de aquel. En ese sentido, jugaron un papel de primerísima importancia<br />
-y lo siguen jugando- las diversas Escuelas Taller y Casas de Oficio que, con financiación<br />
INEM-FSE, se han sucedido en los últimos años en Agüimes. Alumnos formados en estos<br />
centro§ rehabilitaron los edificios de viviendas tradicionales que hoy se ofrecen como alojamientos<br />
y fabricaron el mobiliario artesanal que en ellos se encuentra, como trabajadoies<br />
contratados por la empresa municipal. Otros se encargan, a través de empresas formaáas con<br />
el apoyo de la Agencia de Desarrollo Local y a través del programa ILE, de explotar la oferta<br />
de ocio. El objetivo final es claro: la creación de nuevos puestos de trabajo mediante la introducción<br />
de actividades encaminadas a la diversificación de la economía local.<br />
Turismo Rural de Agüimes S.L. se encarga pues de promover entre los vecinos<br />
del municipio la rehabilitación de las viviendas tradicionales para convertirlas en alojamientos<br />
de turismo rural, informar de las ayudas existentes a los propietarios interesados en incluir su<br />
vivienda en el proyecto, tramitación de expedientes de solicitud de subvención para la rehabilitación<br />
de estas viviendas para uso turístico, y en su caso, llevar a cabo las obras de rehabilitación<br />
de los proyectos subvencionados y la elaboración del mobiliario necesario para equipar<br />
estas viviendas.<br />
Asimismo, la empresa desempeña las funciones de promoción y<br />
comercialización de la oferta de turismo rural. EI producto turístico de Aguimes se compone<br />
de una oferta alojativa y una oferta de ocio. En la actualidad, la oferta alojativa consta de los<br />
siguientes elementos:

Hotel Rural Casa de los Camellos, con 12 habitaciones.<br />

Todos los edificios fueron rehabilitados con el más estricto respeto a la<br />
tipología original y han sido equipados con mobiliario tradicional. Hasta el momento, cuatro<br />
de estas viviendas han sido galardonadas en el concurso que el Patronato Insular de Turismo<br />
del Cabildo de Gran Canaria convoca para premiar las mejores rehabilitaciones en el campo<br />
del turismo rural: hotel Villa de Agüimes, Casa de los Suárez, Casa Ama y Casa de los pére).<br />
Paralelamente, una de las estrategias de creación de empleo dentro del<br />
proyecto de Turismo Rural era diseñar la oferta complementaria, una oferta de actividades de<br />
ocio variada y adecuada al tipo de demanda del usuario del turismo rural, fundamental para<br />
crear un producto atractivo y de calidad.<br />
En este sentido la empresa municipal Turismo Rural de Agüimes S.L. dio su<br />
primer paso con Ia creación de TANDEM@ Canarias como centro de enseñanza de español<br />
para extranjeros. Para ello, la empresa se integra en la Red Internacional TANDEMO de<br />
escuelas de idiomas que promueven el aprendizaje de idiomas a través del intercambio<br />
intercultural.<br />
Desde el año 93 elaboramos un programa anual de cursos intensivos y el pertenecer a la red<br />
nos ha facilitado darnos a conocer en este campo, puesto que la red TANDEM@ está<br />
integrada por escuelas de diferentes países del mundo. Actualmente hay escuelas TANDEM@<br />
en Alemania, Francia, Italia, Irlanda, Inglaterra, Polonia, Canadá, República Checa, Hungria,<br />
Peru, Chile y España.<br />
Los alumnos que visitan nuestro centro proceden fundamentalmente de<br />
Alemania, aunque en este año 2001 se han dado cita numerosos alumnos procedentes de Italia<br />
e Inglaterra. La media de edad es de unos 35 años y poseen un nivel cultural medio-alto.<br />
Participan en cursos de 2 a 4 semanas y se alojan en las casas y hoteles rurales de Agüimes.<br />
Muchas veces toman parte en las actividades culturales que se están celebrando duánte su<br />
estancia y siempre se interesan por el modo de vida local.<br />
Además de los Cursos de Español para Extranjeros, la oferta de ocio está<br />
compuesta en la actualidad por los siguientes elementos.<br />
Senderismo: es éste un elemento fundamental de la oferta de ocio vinculada al<br />
turismo rural. Agüimes ofrece una enorrne variedad de rutas de gran interés, en<br />
unos casos paisajísticos, en otros arqueológicos o etnográficos, en otros científicos<br />
por la riqueza de su flora en endemismos.<br />
Actividades náuticas: el litoral de Agüimes presenta unas condiciones idóneas para<br />
lapráctica de actividades náuticas como vela, piragüismo, surf y windsurf.<br />
submarinismo: los fondos marinos de la playa de cabrón, protegidos por su<br />
extraordinaria belleza, constituyen un lugar de privilegio para los amantes del<br />
submarinismo.<br />

- Escalada y rappel<br />
Además, está previsto incorporar próximamente a esta oferta de ocio nuevas<br />
actividades, como las relacionadas con la gastronomia y la elaboración de reposteria y licores<br />
tradicionales de nuestra zona.<br />
Entretanto, se siguen organizando cursos de formación profesional<br />
ocupacional, escuelas-taller y casas de oficio dirigidos a desempleados, que permiten continuar<br />
con la formación de este colectivo.<br />
Asimismo, se ha puesto en marcha un Plan de Dinamización Turística<br />
concedido por la Consejería de Turismo del Gobierno de Canarias con actuaciones que van a<br />
permitir el embellecimiento del Casco Histórico, la recuperación del medio ambiinte y la<br />
creación de productos temáticos (Agüimes gastronómica, Agüimes a caballo, ...) entre otras<br />
propuestas.<br />
Por último, es importante señalar que el éxito del proyecto depende en buena<br />
medida del nivel de calidad de los servicios prestados. Para garantizar la calidad de éstos, así<br />
como de la infraestructura, Agüimes está participando, a través de ACANTUR -La Asociación<br />
Canaria de Turismo Rural- en el Sistema de Calidad para Casas Rurales impulsado por<br />
la Secretaría de Estado de Comercio, Turismo y Pymes y la Dirección General de Turismo<br />
dentro del Plan General parala Calidad del Turismo Español.<br />
Pero no quisiéramos dejar de mencionar el esfuerzo que el Ayuntamiento de<br />
Agüimes está haciendo por la recuperación de la actividad agrícola en el municipio. Entre<br />
numerosas actuaciones llevadas a cabo, hay que destacar el proyecto de comercialización de<br />
vino. Este consistió en la compra de la uva a los viticultores de este municipio, previamente<br />
registrados en el Registro Vitivinícola, logrando embotellar dos mil setecientas botellas con el<br />
nombre "Señorío de Agüimes", de las cuales un ochenta por ciento era vino blanco y el<br />
restante tinto. Fue embotellado con la calificación de vino con Denominación de Origen Gran<br />
Canaria y comercializado por la empresa municipal Turismo Rural de Agüimes S.L. Además<br />
cabe mencionar que en su corto nacimiento este vino ha conseguido dos primeros premios en<br />
la modalidad de blanco en los concursos de catas celebrados en Gran Canaria.<br />
