A. Preamble<br />
1. The <strong>Bill</strong> <strong>of</strong> Quantities shall be read <strong>in</strong> conjunction with the Instructions to Bidders,<br />
General and Special Conditions <strong>of</strong> Contract, General and Technical Specifications, and<br />
Draw<strong>in</strong>gs.<br />
2. The quantities given <strong>in</strong> the <strong>Bill</strong> <strong>of</strong> Quantities are estimated and provisional, and are<br />
given to provide a common basis for bidd<strong>in</strong>g. The basis <strong>of</strong> payment will be the actual<br />
quantities <strong>of</strong> work ordered and carried out, as measured by the Contractor and verified by<br />
the Eng<strong>in</strong>eer and valued at the rates and prices bid <strong>in</strong> the priced <strong>Bill</strong> <strong>of</strong> Quantities, where<br />
applicable, and otherwise at such rates and prices as the Eng<strong>in</strong>eer may fix with<strong>in</strong> the terms<br />
<strong>of</strong> the Contract.<br />
3. The rates and prices bid <strong>in</strong> the priced <strong>Bill</strong> <strong>of</strong> Quantities shall, except <strong>in</strong>s<strong>of</strong>ar as it is<br />
otherwise provided under the Contract, <strong>in</strong>clude all Constructional Plant, labor, supervision,<br />
materials, erection, ma<strong>in</strong>tenance, <strong>in</strong>surance, pr<strong>of</strong>it, taxes, and duties, together with all<br />
general risks, liabilities, and obligations set out or implied <strong>in</strong> the Contract.<br />
4. A rate or price shall be entered aga<strong>in</strong>st each item <strong>in</strong> the priced <strong>Bill</strong> <strong>of</strong> Quantities,<br />
whether quantities are stated or not. The cost <strong>of</strong> Items aga<strong>in</strong>st which the Contractor has<br />
failed to enter a rate or price shall be deemed to be covered by other rates and prices<br />
entered <strong>in</strong> the <strong>Bill</strong> <strong>of</strong> Quantities.<br />
5. The whole cost <strong>of</strong> comply<strong>in</strong>g with the provisions <strong>of</strong> the Contract shall be <strong>in</strong>cluded <strong>in</strong><br />
the Items provided <strong>in</strong> the priced <strong>Bill</strong> <strong>of</strong> Quantities, and where no Items are provided, the<br />
cost shall be deemed to be distributed among the rates and prices entered for the related<br />
Items <strong>of</strong> Work.<br />
6. General directions and descriptions <strong>of</strong> work and materials are not necessarily<br />
repeated nor summarized <strong>in</strong> the <strong>Bill</strong> <strong>of</strong> Quantities. References to the relevant sections <strong>of</strong><br />
the Contract documentation shall be made before enter<strong>in</strong>g prices aga<strong>in</strong>st each item <strong>in</strong> the<br />
priced <strong>Bill</strong> <strong>of</strong> Quantities.<br />
7. Provisional Sums <strong>in</strong>cluded and so designated <strong>in</strong> the <strong>Bill</strong> <strong>of</strong> Quantities shall be<br />
expended <strong>in</strong> whole or <strong>in</strong> part at the direction and discretion <strong>of</strong> the Eng<strong>in</strong>eer.<br />
8. The method <strong>of</strong> measurement <strong>of</strong> completed work for payment shall be <strong>in</strong> accordance<br />
with Palest<strong>in</strong>ian Standards<br />
9. Errors will be corrected by the Employer for any arithmetic errors <strong>in</strong> computation or<br />
summation as follows:<br />
(a) Where there is a discrepancy between amounts <strong>in</strong> figures and <strong>in</strong> words, the<br />
amount <strong>in</strong> words will govern; and

(b) where there is a discrepancy between the unit rate and the total amount derived<br />
from the multiplication <strong>of</strong> the unit price and the quantity, the unit rate as quoted<br />
will govern, unless <strong>in</strong> the op<strong>in</strong>ion <strong>of</strong> the Employer, there is an obviously gross<br />
misplacement <strong>of</strong> the decimal po<strong>in</strong>t <strong>in</strong> the unit price, <strong>in</strong> which event the total<br />
amount as quoted will govern and the unit rate will be corrected.<br />
10. The Unit Prices given hereunder the BOQ shall also <strong>in</strong>clude erection, <strong>in</strong>stallation, fix<strong>in</strong>g,<br />
and re-fix<strong>in</strong>g <strong>of</strong> all elements. These prices shall also <strong>in</strong>clude taxes, visa for labor, gate passes,<br />
accommodations for the Contractor’s staff and labors, all required <strong>in</strong>surance and work<br />
permits, guarantees, bonds etc. and all requirements necessary to have the work ma<strong>in</strong>ta<strong>in</strong>ed<br />
until its f<strong>in</strong>al hand<strong>in</strong>g over.<br />
11. The Unit Prices given hereunder <strong>in</strong> the <strong>Bill</strong> <strong>of</strong> Quantities for this work shall also <strong>in</strong>clude<br />
overheads, risks, pr<strong>of</strong>it etc. and all other f<strong>in</strong>ancial matters to have all these civil works<br />
completed.<br />
12. The works, materials or activities listed <strong>in</strong> the follow<strong>in</strong>g shall always be considered as<br />
supportive works to be <strong>in</strong>cluded <strong>in</strong> the Unit Prices bid for any item <strong>in</strong> the <strong>Bill</strong> <strong>of</strong> Quantities:<br />
(a) Any measurement for execution and payment <strong>of</strong> the works, <strong>in</strong>clud<strong>in</strong>g the<br />
provision <strong>of</strong> measur<strong>in</strong>g <strong>in</strong>struments, gauges, sett<strong>in</strong>g out marks, mark<strong>in</strong>g pa<strong>in</strong>t<br />
and relevant tools, labor, etc., the ma<strong>in</strong>tenance and preservation <strong>of</strong> gauges and<br />
sett<strong>in</strong>g-out marks dur<strong>in</strong>g the execution <strong>of</strong> the works.<br />
(b) Provision <strong>of</strong> small tackle tools or any other equipment required for the<br />
execution <strong>of</strong> the works.<br />
(c) Supply <strong>of</strong> consumable materials for the Contractor’s equipment.<br />
(d) Removal <strong>of</strong> all contam<strong>in</strong>ation (refuse, debris, build<strong>in</strong>g rubbish and the like)<br />
aris<strong>in</strong>g from or <strong>in</strong> connection with the Contractor’s work.<br />
(e) Protection <strong>of</strong> the executed works and <strong>of</strong> the items made available for<br />
execution <strong>of</strong> the works from damage, fire, <strong>in</strong>clement weather, vandalism and<br />
theft etc., to the time <strong>of</strong> f<strong>in</strong>al acceptance.<br />
(f) Transportation <strong>of</strong> all materials and structural components from the storage<br />
places on site to the po<strong>in</strong>ts <strong>of</strong> use and return transportation, if required.<br />
(g) Submitt<strong>in</strong>g and transport<strong>in</strong>g any samples required.<br />
(h) Carry<strong>in</strong>g out tests on materials and works, etc., that is required by the<br />
Eng<strong>in</strong>eer.<br />
(i) Fuel and lubricants for operation <strong>of</strong> Contractor’s equipment.<br />
(j) <strong>Al</strong>l safety precautions and measures for safeguard<strong>in</strong>g labor as well as<br />
secur<strong>in</strong>g surround<strong>in</strong>g areas.<br />
(k) Light<strong>in</strong>g <strong>of</strong> the work site.<br />
13. RIGHTS OF EMPLOYER<br />
The follow<strong>in</strong>g rights are reserved to the Employer:

(a) To omit <strong>in</strong>dividual items mentioned <strong>in</strong> the Schedule <strong>of</strong> Prices if not required <strong>in</strong><br />
the op<strong>in</strong>ion <strong>of</strong> the Employer and/or to replace them should it be more<br />
advantageous to execute them <strong>in</strong> another way.<br />
(b) To order execution <strong>of</strong> alternative or provisional items as if they were ma<strong>in</strong> items.<br />
(c) To order execution <strong>of</strong> additional works as well as alternatives <strong>of</strong> works, always <strong>in</strong><br />
conformity with the conditions outl<strong>in</strong>ed <strong>in</strong> the Contract.<br />
Any order and/or delivery <strong>of</strong> material or equipment by the Contractor for performance <strong>of</strong> the<br />
works may only be based on <strong>in</strong>structions and/or approved execution draw<strong>in</strong>gs by the<br />
Employer/Eng<strong>in</strong>eer.<br />
<strong>Al</strong>l equipment and materials for <strong>in</strong>stallation and f<strong>in</strong>ish<strong>in</strong>g works to be <strong>in</strong>corporated <strong>in</strong> this<br />
contract shall prior to order<strong>in</strong>g and/or delivery by the Contractor, be approved by the<br />
Employer/Eng<strong>in</strong>eer both <strong>in</strong> respect <strong>of</strong> quality and type as well as <strong>of</strong> quantity.<br />
14. SITE ACCESS AND STORAGE<br />
The Tenderer shall visit the site and ascerta<strong>in</strong> the location <strong>of</strong> required access onto the site and<br />
the location <strong>of</strong> allowance for comply<strong>in</strong>g with the requirements and for the re<strong>in</strong>statement to<br />
orig<strong>in</strong>al condition <strong>of</strong> all roads and areas used or disturbed by the Contractor to the satisfaction<br />
<strong>of</strong> the Eng<strong>in</strong>eer.<br />
15. SITE INSTALLATION<br />
<strong>Al</strong>l costs <strong>of</strong> labor, works, provisions, materials and equipment for Site Installations required<br />
by the Contractor and stipulated <strong>in</strong> the Tender Documents shall be <strong>in</strong>cluded <strong>in</strong> the various<br />
unit prices <strong>of</strong> the <strong>Bill</strong> <strong>of</strong> Quantities. No extra payment will be allowed by the Employer for<br />
any <strong>of</strong> these activities.<br />
16. DURATION<br />
The total duration <strong>of</strong> the contract is N<strong>in</strong>e (9) calendar months <strong>in</strong>clud<strong>in</strong>g weekends, holidays<br />
and <strong>of</strong>ficial holidays.<br />
Special Note:<br />
<strong>Al</strong>l items <strong>in</strong>cluded <strong>in</strong> <strong>Bill</strong> 1, <strong>Bill</strong>2, <strong>Bill</strong>3, and <strong>Bill</strong> 4, for which no rate or price is required<br />
to be entered by the Bidder, will not be paid for by <strong>UNDP</strong> when executed and shall be<br />
deemed covered by the other rates and prices <strong>in</strong> the <strong>Bill</strong> <strong>of</strong> Quantities.

The contractor has to consider that<br />
the <strong>landfill</strong> is located <strong>in</strong> a region with<br />
special climatic and geological<br />
conditions. This concerns site design<br />
criteria as listed <strong>in</strong> the General and<br />
Technical Specification.<br />
Therefore the contractor should<br />
pro<strong>of</strong>, that all material and facilities<br />
supplied and all works carried out by<br />
the contractor or his subcontractor<br />
will consider above mentioned<br />
conditions and comply with<br />
applicable Palest<strong>in</strong>ian regulations and<br />
standards. If Palest<strong>in</strong>ian regulations<br />
and standards are not applicable or<br />
available the Contractor should pro<strong>of</strong><br />
best available technology.<br />
The Contractor shall be obliged to<br />
fulfil all Palest<strong>in</strong>ian Regulations<br />
<strong>in</strong>clud<strong>in</strong>g respective limit<strong>in</strong>g values.<br />
He has to prove the fulfilment<br />
whenever required, latest dur<strong>in</strong>g<br />
commission<strong>in</strong>g. <strong>Al</strong>l costs for the<br />
fulfilment <strong>of</strong> the Palest<strong>in</strong>ian<br />
Regulations shall be <strong>in</strong>cluded <strong>in</strong> the<br />
prices given <strong>in</strong> the bid.<br />
The above remark should be valid for<br />
all material and facilities supplied and<br />
all works carried out as listed <strong>in</strong> the<br />
BoQ even if not stated there<br />
specifically.

(geotechnical <strong>in</strong>stitute), who carries<br />
out the field <strong>in</strong>vestigations, shall be<br />
supplied and ma<strong>in</strong>ta<strong>in</strong>ed for the<br />
length <strong>of</strong> the construction <strong>of</strong> the first<br />
section <strong>of</strong> the <strong>landfill</strong> site. Details <strong>of</strong><br />
requirements for the build<strong>in</strong>gs are<br />
described <strong>in</strong> General Specifications.<br />
- Temporary supply and<br />
discharg<strong>in</strong>g facilities<br />
The construction site as well as the<br />
site <strong>of</strong>fices <strong>of</strong> the Constructor and the<br />
Project Manager shall be supplied<br />
with: electricity, dr<strong>in</strong>k<strong>in</strong>g water,<br />
service water, waste water disposal,<br />
telephone <strong>in</strong>stallation / transmitt<strong>in</strong>g<br />
and receiv<strong>in</strong>g set<br />
- Clear<strong>in</strong>g <strong>of</strong> construction site<br />
Clear<strong>in</strong>g <strong>of</strong> the entire construction<br />
site and all <strong>in</strong>stallations <strong>in</strong>clud<strong>in</strong>g the<br />
repair <strong>of</strong> damage as well as the<br />
recondition<strong>in</strong>g <strong>of</strong> all areas used.

1.8 - Survey<strong>in</strong>g services<br />
<strong>Al</strong>l survey<strong>in</strong>g works which are to be<br />
supplied by the Constructor shall be<br />
provided such as control <strong>of</strong> the<br />
exist<strong>in</strong>g survey, extension <strong>of</strong> the<br />
exist<strong>in</strong>g survey to 10 m at the outside<br />
<strong>of</strong> the <strong>landfill</strong> area and fabrication <strong>of</strong> a<br />
digital 3-dimensional model <strong>of</strong> the<br />
terra<strong>in</strong>. For a detailed list <strong>of</strong> all works<br />
which are to be carried out please<br />
refer to the General and Technical<br />
Specifications.<br />
<strong>Al</strong>l documents (as-built plan etc) shall<br />
be handed over to the Project<br />
Manager <strong>in</strong> 3-fold as copies (one copy<br />
as pr<strong>in</strong>table copy). Furthermore, all<br />
documents and draw<strong>in</strong>gs shall be<br />
supplied to the Project Manager on a<br />
data carrier <strong>in</strong> a format to be<br />
determ<strong>in</strong>ed by the Project Manager.<br />
Remuneration <strong>of</strong> all result<strong>in</strong>g <strong>in</strong>voices<br />
<strong>in</strong> a lump sum.

Fixed po<strong>in</strong>ts <strong>of</strong> altitude (for survey)<br />
The polygonal po<strong>in</strong>t <strong>of</strong> altitude shall<br />
be produced with the help <strong>of</strong> a bolt<br />
(round head) <strong>of</strong> at least 10 cm length,<br />
which has been put <strong>in</strong> a concrete<br />
foundation (m<strong>in</strong>imum cross section<br />
0.07 m², concrete quality C 25/30 EN<br />
206-1). The position <strong>of</strong> the fixed<br />
po<strong>in</strong>ts shall be determ<strong>in</strong>ed together<br />
with the Project Manager. The<br />
polygonal po<strong>in</strong>ts shall be measured<br />
prior to the first ground survey carries<br />
out by Constructor. Dur<strong>in</strong>g the entire<br />
time <strong>of</strong> construction the altitude <strong>of</strong><br />
the fixed po<strong>in</strong>ts shall be controlled at<br />
regular <strong>in</strong>tervals. <strong>Al</strong>l required works<br />
shall be <strong>in</strong>corporated <strong>in</strong>to the<br />
standard price. Depth <strong>of</strong> concrete<br />
foundation 100 cm, polygonal po<strong>in</strong>t<br />
<strong>of</strong> altitude shall be ma<strong>in</strong>ta<strong>in</strong>ed<br />
Static calculation <strong>of</strong> PE-HD pipes<br />
Static calculation for all PE-HD pipes.<br />
The calculation for all pipes shall be<br />
accomplished separately.<br />
Remuneration <strong>of</strong> all result<strong>in</strong>g <strong>in</strong>voices<br />

covered by the geotextile shall be<br />
