As can be seen <strong>in</strong> Table 2, this stage allows a first classification to be made of<br />

<strong>Stakeholder</strong>s, with a dist<strong>in</strong>ction be<strong>in</strong>g made between primary and secondary<br />

stakeholders.<br />

The follow<strong>in</strong>g box conta<strong>in</strong>s a checklist of questions <strong>for</strong> select<strong>in</strong>g stakeholders:<br />

Box 1. Checklist <strong>for</strong> identify<strong>in</strong>g stakeholders<br />

• have all primary and secondary stakeholders been listed?<br />

• have all potential supporters and opponents of the project<br />

been identified?<br />

• have primary stakeholders been divided <strong>in</strong>to<br />

user/occupational groups, or <strong>in</strong>come groups?<br />

• are there any new primary or secondary stakeholders that<br />

are likely to emerge as a result of the project?<br />
