STAKEHOLDER ANALYSIS EXERCISE<br />

3.2. The identification of <strong>offshore</strong> w<strong>in</strong>d farm stakeholders<br />

<strong>Stakeholder</strong>s <strong>for</strong> this <strong>offshore</strong> w<strong>in</strong>d farm project are identified by hold<strong>in</strong>g a oneday<br />

th<strong>in</strong>k tank meet<strong>in</strong>g with a work<strong>in</strong>g group that knows the geographic and<br />

human environment where the w<strong>in</strong>d farm is to be sited. The team is made up of:<br />

• A geographer<br />

• A biologist<br />

• <strong>An</strong> anthropologist<br />

• <strong>An</strong> expert on adm<strong>in</strong>istrative affairs<br />

• <strong>An</strong> environmental advisor<br />

The groups, persons, organisations and <strong>in</strong>stitutions related to the build<strong>in</strong>g and<br />

runn<strong>in</strong>g of the w<strong>in</strong>d farm or that are <strong>in</strong> its area of <strong>in</strong>fluence are registered or<br />

<strong>in</strong>ventoried by means of bra<strong>in</strong> storm<strong>in</strong>g.<br />

Be<strong>for</strong>e the bra<strong>in</strong> storm<strong>in</strong>g is started the work<strong>in</strong>g group has looked at a variety of<br />

issues and responded to them. These issues are:<br />

1. What are the ma<strong>in</strong> bodies or adm<strong>in</strong>istrative organisations that have<br />

responsibilities or competences <strong>for</strong> the area or the activities that might be<br />

affected by the construction of a w<strong>in</strong>d farm?<br />

• The evaluation of the project’s environmental impact corresponds to<br />

the M<strong>in</strong>istry <strong>for</strong> the Environment.<br />

• Appropriation of public property comes under the responsibility of<br />

the M<strong>in</strong>istry of Environment through the Directorate-General <strong>for</strong><br />

Coasts.<br />

• The body that would have to authorise the project is the M<strong>in</strong>istry of<br />

Industry.<br />

• The organisations that are responsible <strong>for</strong> shipp<strong>in</strong>g, maritime traffic<br />

and safety are the M<strong>in</strong>istry of Public Works’ Directorate-General of<br />

the Merchant Navy and the Spanish Navy, respectively.<br />

• With a view to provid<strong>in</strong>g <strong>in</strong><strong>for</strong>mation on the effect of the project on<br />

fish<strong>in</strong>g, the M<strong>in</strong>istry of Agriculture and Fisheries’ Directorate-<br />

General of Sea Fisheries and the <strong>An</strong>dalusian Regional<br />

Government’s Department of Agriculture and Fisheries must be<br />

<strong>in</strong>cluded.<br />

• The M<strong>in</strong>istry of the Environment’s Directorate-General of<br />

Environmental Quality and Assessment must be <strong>in</strong>cluded as<br />

must the <strong>An</strong>dalusian Regional Government’s Department of the<br />

Environment to take <strong>in</strong>to consideration environmental aspects such<br />

as seabirds, the underwater biota, fisheries resources, etc.<br />
