For general cargo, <strong>the</strong> bill for shipp<strong>in</strong>g is<br />
split and you pay for <strong>the</strong> space used. But<br />
ammunition presents a hazard not found <strong>in</strong> most<br />
o<strong>the</strong>r commodities. When ammunition is<br />
shipped, it is always shipped from places where<br />
<strong>the</strong> risk that’s presented is m<strong>in</strong>imum to those<br />
people <strong>in</strong>volved <strong>in</strong> <strong>the</strong> operation. The ship can’t<br />
go and dock anywhere except ano<strong>the</strong>r port that<br />
is currently licensed to accept <strong>the</strong> munitions.<br />
<strong>Logistics</strong> Transformation<br />
The Soderman operation was an example of successful<br />
jo<strong>in</strong>t service coord<strong>in</strong>ation and cooperation. It<br />
also provided a snapshot of <strong>the</strong> current state of jo<strong>in</strong>t<br />
global logistics support with<strong>in</strong> AFSC and throughout<br />
<strong>the</strong> <strong>Army</strong> and <strong>the</strong> Department of Defense. The process<br />
<strong>in</strong>volved <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g toge<strong>the</strong>r all of <strong>the</strong> elements to<br />
make this operation successful was complex and<br />
somewhat fortuitous.<br />
The future path <strong>in</strong> military logistics support has<br />
been described <strong>in</strong> recent <strong>Army</strong> Transformation documents<br />
and jo<strong>in</strong>t doctr<strong>in</strong>e. These sources <strong>in</strong>clude<br />
Jo<strong>in</strong>t Vision 2020; <strong>the</strong> 2003 <strong>Army</strong> Transformation<br />
Roadmap; Jo<strong>in</strong>t Publication 4–0, <strong>Logistics</strong>; and lead<strong>in</strong>g<br />
reports <strong>in</strong> commercial publications. They<br />
describe <strong>the</strong> evolution of many new ideas <strong>in</strong> logistics,<br />
<strong>in</strong>clud<strong>in</strong>g Focused <strong>Logistics</strong>, a global logistics<br />
command, <strong>the</strong> Global Combat Support System, and<br />
<strong>in</strong>formation fusion that will l<strong>in</strong>k Defense logisticians<br />
throughout <strong>the</strong> world to a jo<strong>in</strong>t logistics common<br />
operat<strong>in</strong>g picture.<br />
The ability to “focus” logistics packages and<br />
anticipate needs will lead to a more methodical and<br />
precise delivery of equipment, materials, and<br />
ammunition to warfighters <strong>in</strong> <strong>the</strong> field and will prove<br />
vital <strong>in</strong> support<strong>in</strong>g a campaign-quality <strong>Army</strong> with a<br />
jo<strong>in</strong>t and expeditionary m<strong>in</strong>dset. Patrick Monahan, a<br />
strategic plann<strong>in</strong>g officer at AFSC, notes, “<strong>Support<strong>in</strong>g</strong><br />
<strong>the</strong> jo<strong>in</strong>t and expeditionary m<strong>in</strong>dset requires a<br />
change of perspective—anticipat<strong>in</strong>g <strong>the</strong> foxhole<br />
requirements, satisfy<strong>in</strong>g <strong>the</strong>m and not try<strong>in</strong>g to make<br />
<strong>the</strong> <strong>in</strong>dustrial base make <strong>the</strong> foxhole accommodate<br />
us. We’re try<strong>in</strong>g to satisfy all <strong>the</strong>ir requirements by<br />
chang<strong>in</strong>g here.”<br />
Achiev<strong>in</strong>g a jo<strong>in</strong>t logistics common operat<strong>in</strong>g<br />
picture depends on <strong>in</strong>formation fusion—connect<strong>in</strong>g<br />
logisticians to each o<strong>the</strong>r <strong>in</strong> support of <strong>the</strong> regional<br />

combatant commanders. When a jo<strong>in</strong>t common operat<strong>in</strong>g<br />
picture allows <strong>the</strong> global support structure to be<br />
synchronized with <strong>the</strong> regional combatant commanders,<br />
operations like <strong>the</strong> Soderman mission will be<br />
easier to identify and anticipate. A network enterprise<br />
with collaborative <strong>in</strong>formation systems will<br />
make such a coord<strong>in</strong>ation effort more automated and<br />
more visible. Logisticians will be able to see, anticipate,<br />
leverage, and synchronize <strong>in</strong>formation and<br />
make decisions accord<strong>in</strong>gly. As logistics connectivity<br />
becomes rout<strong>in</strong>e, operations like <strong>the</strong> Soderman<br />
operation will become more methodical and less <strong>the</strong><br />
result of chance happen<strong>in</strong>gs.<br />
Currently, logistics modernization is l<strong>in</strong>k<strong>in</strong>g many<br />
systems on <strong>the</strong> distribution side, and <strong>the</strong> Jo<strong>in</strong>t Forces<br />
Command is putt<strong>in</strong>g collaborative <strong>in</strong>formation <strong>in</strong><br />
databases for jo<strong>in</strong>t services. As Deborah Newman, a<br />
strategic plann<strong>in</strong>g officer at AFSC, describes it—<br />
It is not just a matter of mov<strong>in</strong>g around<br />
blocks on an organizational structure. It is tak<strong>in</strong>g<br />
systems that exist today and tak<strong>in</strong>g <strong>the</strong><br />
seams out of those systems. And it’s putt<strong>in</strong>g<br />
available <strong>in</strong>formation <strong>in</strong>to collaborative <strong>in</strong>formation<br />
systems that provide <strong>the</strong> tools that you<br />
need to have <strong>the</strong> visibility all <strong>the</strong> way from factory<br />
to foxhole to see th<strong>in</strong>gs, anticipate th<strong>in</strong>gs,<br />
do <strong>the</strong> necessary coord<strong>in</strong>ation, and <strong>in</strong> a more<br />
automated manner than what we’re do<strong>in</strong>g today.<br />
But <strong>the</strong> types of th<strong>in</strong>gs that we have accomplished<br />
with <strong>the</strong> Soderman operation are go<strong>in</strong>g<br />
to be done under a global logistics command.<br />
You’re still go<strong>in</strong>g to have people, and you’re still<br />
go<strong>in</strong>g to have coord<strong>in</strong>ation.<br />
While <strong>Army</strong> logistics is <strong>in</strong> <strong>the</strong> midst of rapid transformation,<br />
AFSC cont<strong>in</strong>ues to provide <strong>the</strong> best possible<br />
Department of Defense and <strong>in</strong>teragency support.<br />
