There are fixed and rotary wing (helicopter) ambulance <strong>services</strong> in all jurisdictions.<br />

In most jurisdictions these <strong>services</strong> are provided by the ambulance service<br />

organisations through various contractual arrangements. In WA, SA, Queensland<br />

and the NT, all or most of the funding of air ambulance <strong>services</strong> is external to the<br />

ambulance service organisations.<br />

NSW Ambulance Service of NSW — a division of the Ministry of Health reporting to the<br />

Minister for Health.<br />

Vic Ambulance Victoria — a separate statutory body reporting to the Minister for Health.<br />

Qld Queensland Ambulance Service — a division of the Department of Community<br />

Safety, reporting to the Director-General, who reports to the Minister for Police and<br />

Community Safety.<br />

WA St John Ambulance — an incorporated not-for-profit organisation under contract to<br />

the WA Government.<br />

SA SA Ambulance Service — an incorporated entity under the SA Health Care Act.<br />

Tas Ambulance Tasmania — a statutory service of the Department of Health and Human<br />

Services.<br />

ACT ACT Ambulance Service — one of four operational <strong>services</strong> that comprise the ACT<br />

Emergency Services Agency, Justice and Community Safety Directorate (the other<br />

operational <strong>services</strong> are the ACT Fire and Rescue, ACT Rural Fire Service and ACT<br />

State Emergency Service). The Department reports to the ACT Minister for Police<br />

and Emergency Services.<br />

Revenue<br />

Total revenue of ambulance service organisations covered in this chapter was<br />

approximately $2.4 billion in 2011-12 (table 9.3). Nationally, revenue increased<br />

each year from 2007-08 to 2011-12 (in real terms), with an average annual growth<br />

rate of 4.9 per cent.<br />

Ambulance service organisations are funded by a variety of sources, with<br />

non-<strong>government</strong> sources making a significant contribution.<br />

The primary sources of revenue across all jurisdictions in 2011-12 were grants from<br />

State and Territory <strong>government</strong>s, transport fees (from public hospitals, private<br />

citizens and insurance) and other revenue (subscriptions, donations and<br />

miscellaneous revenue) (table 9A.30).<br />
