Hearing's a comedy of blunders<br />

The annexation hearing, held before<br />
<strong>the</strong> State Boundary Comm<strong>is</strong>sion on<br />
March 14, was a comedy of blunders,<br />
m<strong>is</strong>takes, and buffoonery.<br />
What a waste of time and taxpayers<br />
money to hold a special meeting, when<br />
wily four of <strong>the</strong> original 10 petitioners<br />
were present. Obviously, <strong>the</strong> o<strong>the</strong>rs<br />
cared very little about <strong>the</strong>ir original<br />
cause.<br />

I used to work at Hendry Convalescent<br />
Center and know that John<br />
Hendry cares about <strong>the</strong> patients <strong>the</strong>re.<br />
He wouldn't ask <strong>the</strong>m to pay more<br />
money if he didn't have to. Obviously<br />
when it costs $32 a day per patient and<br />
Medicaid pays $24 55 per patient <strong>the</strong><br />
money has to come from somewhere.<br />

Some would argue that moving a<br />
patient may be a "traumatic experience,"<br />
but why should <strong>the</strong> loss be<br />

profits were lower than <strong>the</strong> cost of<br />
printing th<strong>is</strong> paper, would you stay in<br />

Not supr<strong>is</strong>ingly, most of <strong>the</strong> time<br />
was spent on techncal d<strong>is</strong>cussion, as<br />
<strong>the</strong> boundary comm<strong>is</strong>sion searched for<br />
enough information to d<strong>is</strong>cover adequate<br />
cause for annexation. Local <strong>off</strong>icials<br />
were ill-prepared, and failed to<br />
provide enough evidence to establ<strong>is</strong>h a<br />
case.<br />
Fur<strong>the</strong>rmore, <strong>the</strong> boundary comm<strong>is</strong>sion<br />
establ<strong>is</strong>hed its own precedent<br />
when, in 1972, it ruled against "piecemeal<br />
annexation," by denying a group<br />
of Lakeside residents <strong>the</strong> right to<br />
annex a small portion of Northville<br />
Township to Plymouth Township.<br />
Obviously that dec<strong>is</strong>ion should be mandatory<br />
authority i^wn <strong>the</strong> boundary<br />
comm<strong>is</strong>sion, compelling <strong>the</strong> comm<strong>is</strong>sion<br />
to rule against annexation of <strong>the</strong><br />
Hillcrest Subdiv<strong>is</strong>ion.<br />
Moreover, in 1975, we fought against<br />
annexation, and an overwhelming<br />
majority of <strong>the</strong> township residents<br />
voted against <strong>the</strong> unification movement.<br />
So, in effect, <strong>the</strong> vote also<br />
should be utilized as a precedent to<br />
guide <strong>the</strong> comm<strong>is</strong>sion to decide<br />
against annexation.<br />
We realize <strong>the</strong> state leg<strong>is</strong>lature "<strong>is</strong><br />
free to change local boundaries at<br />
will." However, a dec<strong>is</strong>ion by <strong>the</strong><br />
State Boundary Comm<strong>is</strong>sion, without<br />
providing for a referendum by <strong>the</strong><br />
voters of our township, has to be a step<br />
toward <strong>the</strong> destruction of local control.<br />
As we have seen, a recent Supreme<br />
Court dec<strong>is</strong>ion "legalized" actions<br />
taken by <strong>the</strong> boundary comm<strong>is</strong>sion.<br />
But <strong>the</strong> major principle, which must<br />
be determined, <strong>is</strong> if <strong>the</strong> annexation <strong>is</strong><br />
reasonable. Certainly, based upon <strong>the</strong><br />
meager evidence provided at <strong>the</strong> hearing,<br />
<strong>the</strong> State Boundary Comm<strong>is</strong>sion<br />
should not decide in favor of <strong>the</strong> annexation<br />
action.<br />
To do so would deny <strong>the</strong> principle of<br />
jnableness establ<strong>is</strong>hed by <strong>the</strong><br />
