James Potter
James Potter, 12, of Canton
has been named carrier
of the month for March by
the Canton Observer. James,
son of James and Pamela
Potter, has delivered the
Observer since September,
1976. A 7th grader at East
Middle School, James carries
an "A" average. His career
goal is to be a professional
baseball player, and, not surprisingly,
his hobby is reading
baseball stories. James
delivers on Brookfield, Bellingham,
Briarfield and Cavalier.
He's made the honor
roll too, in addition to making
a few extra bucks delivering
the Observer.

Planners reach compromise

any type of sign, "or be a leader, show
the people you care about what happens
in this community. When forced
to do something tasteful, they'll do it,"
Lowell said.
Mrs. Lillian Hopkins, co-owner of
the Super Bowl lanes, asked Lowell if
he thought business people would
intentionally alienate the community
by spending "good money on bad
signs." Lowell said the common mistake
is spending a fortune on architectural
plans, and then, once the
building's built, "look in the Yellow
Pages for a sign company."
On the other side of the sign spectrum
was William Settles, a sign broker
from Warren.
Settles opposed local government
restrictions on a businessman's right
to advertise his establishment with
whatever sign he chooses.
"I have a profound belief that the
businessman himself will make the
right decision for his future," Settlev
said. . . "If I'm a local businessman,
I would probably be the best judge of
what type of sign should be on that
road. Water finds its own level. "
District courts busting seams

soon, I may have to rent space elsewhere,"
Judge Davis commented.
ABOUT THREE years ago Davis
also conducted 35th District Court sessions
at the Plymouth Township Hall.
As township offices grew, and space
became limited there, an agreement
was worked out whereby the court
would be located at city hall and the
city, in return, would receive all court
revenues.
'Hie city does not charge the court
rent, said City Mgr. Fred Yockey, but
does receive abort $40,000 a year more
in revenue than expenses.
A year ago the city applied for federal
public works funds to expand city
hall, including more space for the
court. That project, estimated at
$700,000, also would have included
expanded administrative offices for
the city, a pistol range, more sleeping
and eating space for firefighters, and a
space within city hall for the detective
bureau. The request for federal funds
was denied.
Yockey suggested the commission
take a hard look at the project and
consider financing it with capital
improvement funds—most of which
come from federal-shared revenue.
"We must come to grips with this
problem or the court might move out
of city hall," said Mayor Thomas
Turner.
"It's possible we can finance the
addition and work out an arrangement
with the court where it won't cost the
taxpayers anything," added Yockey.
Harder to hide campaign cash

candidate is obligated to give the
clerk's office periodic reports on how

The first report is due 11 days before
the primary election, and must detail
all campaign financing activity which
took place prior to the 16th day before
the primary.
The next report is due 20 days after
the primary, and it covers all fund
raising and expenditures which took

But that report just takes care of the
primary election. If the candidate is
sucessful, he has to submit a pre-general
election financial report and a
post-general election report. Also,
each candidate must file an annual
