has been named carrier<br />
of <strong>the</strong> month for March by<br />
<strong>the</strong> <strong>Canton</strong> Observer. James,<br />
son of James and Pamela<br />
Potter, has delivered <strong>the</strong><br />
Observer since September,<br />
1976. A 7th grader at East<br />
Middle School, James carries<br />
an "A" average. H<strong>is</strong> career<br />
goal <strong>is</strong> to be a professional<br />
baseball player, and, not surpr<strong>is</strong>ingly,<br />
h<strong>is</strong> hobby <strong>is</strong> reading<br />
baseball stories. James<br />
delivers on Brookfield, Bellingham,<br />
Briarfield and Cavalier.<br />
He's made <strong>the</strong> honor<br />
roll too, in addition to making<br />
a few extra bucks delivering<br />
<strong>the</strong> Observer.<br />

Mrs. Lillian Hopkins, co-owner of<br />
<strong>the</strong> Super Bowl lanes, asked Lowell if<br />
he thought business people would<br />
intentionally alienate <strong>the</strong> community<br />
by spending "good money on bad<br />
signs." Lowell said <strong>the</strong> common m<strong>is</strong>take<br />
<strong>is</strong> spending a fortune on architectural<br />
plans, and <strong>the</strong>n, once <strong>the</strong><br />
building's built, "look in <strong>the</strong> Yellow<br />
Pages for a sign company."<br />
On <strong>the</strong> o<strong>the</strong>r side of <strong>the</strong> sign spectrum<br />
was William Settles, a sign broker<br />
from Warren.<br />
Settles opposed local government<br />
restrictions on a businessman's right<br />
to advert<strong>is</strong>e h<strong>is</strong> establ<strong>is</strong>hment with<br />
whatever sign he chooses.<br />
"I have a profound belief that <strong>the</strong><br />
businessman himself will make <strong>the</strong><br />
right dec<strong>is</strong>ion for h<strong>is</strong> future," Settlev<br />
said. . . "If I'm a local businessman,<br />
I would probably be <strong>the</strong> best judge of<br />
what type of sign should be on that<br />

ABOUT THREE years ago Dav<strong>is</strong><br />
also conducted 35th D<strong>is</strong>trict Court sessions<br />
at <strong>the</strong> Plymouth Township Hall.<br />
As township <strong>off</strong>ices grew, and space<br />
became limited <strong>the</strong>re, an agreement<br />
was worked out whereby <strong>the</strong> court<br />
would be located at city hall and <strong>the</strong><br />
city, in return, would receive all court<br />
revenues.<br />
'Hie city does not charge <strong>the</strong> court<br />
rent, said City Mgr. Fred Yockey, but<br />
does receive abort $40,000 a year more<br />
in revenue than expenses.<br />
A year ago <strong>the</strong> city applied for federal<br />
public works funds to expand city<br />
hall, including more space for <strong>the</strong><br />
court. That project, estimated at<br />
$700,000, also would have included<br />
expanded admin<strong>is</strong>trative <strong>off</strong>ices for<br />
<strong>the</strong> city, a p<strong>is</strong>tol range, more sleeping<br />
and eating space for firefighters, and a<br />
space within city hall for <strong>the</strong> detective<br />
bureau. The request for federal funds<br />
was denied.<br />
Yockey suggested <strong>the</strong> comm<strong>is</strong>sion<br />
take a hard look at <strong>the</strong> project and<br />
consider financing it with capital<br />
improvement funds—most of which<br />
come from federal-shared revenue.<br />
"We must come to grips with th<strong>is</strong><br />
problem or <strong>the</strong> court might move out<br />
of city hall," said Mayor Thomas<br />
Turner.<br />
"It's possible we can finance <strong>the</strong><br />
addition and work out an arrangement<br />
with <strong>the</strong> court where it won't cost <strong>the</strong><br />
taxpayers anything," added Yockey.<br />
Harder to hide campaign cash<br />

clerk's <strong>off</strong>ice periodic reports on how<br />
much money <strong>the</strong> committee <strong>is</strong> ra<strong>is</strong>ing<br />
and where it <strong>is</strong> coming from.<br />
The first report <strong>is</strong> due 11 days before<br />
<strong>the</strong> primary election, and must detail<br />
all campaign financing activity which<br />
took place prior to <strong>the</strong> 16th day before<br />
<strong>the</strong> primary.<br />
The next report <strong>is</strong> due 20 days after<br />
<strong>the</strong> primary, and it covers all fund<br />
ra<strong>is</strong>ing and expenditures which took<br />
$ tt<br />
place since <strong>the</strong> last report date.<br />
But that report just takes care of <strong>the</strong><br />
primary election. If <strong>the</strong> candidate <strong>is</strong><br />
sucessful, he has to submit a pre-general<br />
election financial report and a<br />
post-general election report. Also,<br />
each candidate must file an annual<br />
