SEMCOG <strong>is</strong> healthy<br />

At <strong>the</strong> age of 10 years, <strong>the</strong> Sou<strong>the</strong>ast<br />

Michigan Council of Governments can<br />

expect competition, controversy and<br />

growing interest "<br />

The prediction of luncheon speaker<br />

Richard C. Hartman was borne out<br />

Tuesday even before he spoke, as delegates<br />

to <strong>the</strong> seven-county planning<br />

agency staged a spirited fight over<br />

vice-chairperson posts.<br />

M<strong>is</strong>sing from <strong>the</strong> fray for <strong>the</strong> first<br />

time in eight years was Livonia Councilman<br />

Jerry Raymond, who received<br />

a d<strong>is</strong>tingu<strong>is</strong>hed service award at <strong>the</strong><br />

luncheon for h<strong>is</strong> work on SEMCOG<br />

committees and as architect of <strong>the</strong><br />

agency's bylaws. The Livonia council<br />

replaced Raymond as a delegate with<br />

Peter Ventura.<br />

"I can remember coming to SEM-<br />

COG General Assembly meetings<br />

when we didn't have a quorum," said<br />

Raymond as he looked over a Sheraton-Southfield<br />

Hotel ballroom full of<br />

delegates representing an all-time<br />

high of 120 member governments.<br />

Today <strong>the</strong>re <strong>is</strong> competition for <strong>off</strong>icers,'<br />

Raymond said. "I can remember<br />

(in past years) talking to people<br />

and saying 'you have to take <strong>the</strong> joh.'"<br />

representing <strong>the</strong> county<br />

bloc, Oakland County Comm<strong>is</strong>sioner<br />

Larry Pemick (D-Southfield) unseated<br />

Washtenaw Comm<strong>is</strong>sioner Kathleen<br />

Fojtik (D-Ann Arbor) by a vote of 44-<br />

22.<br />

But M<strong>is</strong>s Fojtik, a maverick in SEM-<br />

COG circles, managed a comeback by<br />

winning an at-large vice-chairperson<br />

seat in a three-way run She received<br />

44 votes. Trenton Mayor Robert Bovitz<br />

was elected with 38 votes; and West<br />

Bloomfield Township Superv<strong>is</strong>or John<br />

Doherty Lost with 30 votes.<br />

In a race for vice-chairperson from<br />

<strong>the</strong> townships bloc, Mary Ellen Parrott,<br />

treasurer of Shelby Township in<br />

Macomb County, defeated Doherty 37-<br />

LUNCHEON SPEAKER Hartman <strong>is</strong><br />

executive director of <strong>the</strong> National<br />

Association of Regional Councils. He <strong>is</strong><br />

known in sou<strong>the</strong>ast Michigan as <strong>the</strong><br />

former executive secretary of <strong>the</strong><br />

Committee of 100, <strong>the</strong> voluntary group<br />

that recommended establ<strong>is</strong>hment of<br />

SEMCOG.<br />

Hartman said that although regional<br />

councils are centers of controversy,<br />

<strong>the</strong>y are widely believed to be needed.<br />

"Hie federal government and Congress<br />

need regional councils because<br />

<strong>the</strong>y need someone to do <strong>the</strong> dirty<br />

work," he said, citing <strong>the</strong> thorny problem<br />

of water quality management.<br />

"Some w<strong>is</strong>e governors are recognizing<br />

regional councils take a lot of pressure<br />

<strong>off</strong> <strong>the</strong> state capital.<br />

"Local <strong>off</strong>icials have a love-hate<br />

relationship with <strong>the</strong>ir councils of government,"<br />

said Hartman as many in<br />

<strong>the</strong> audience nodded. "They have to<br />

get toge<strong>the</strong>r to make dec<strong>is</strong>ions, or<br />

someone else will do it. With councils<br />

of government, you don't need to reorganize<br />

your local governments to<br />

make (dec<strong>is</strong>ions)," he said.<br />

"Congress <strong>is</strong> on record as supporting<br />

your endeavors. The Carter Admin<strong>is</strong>tration<br />

<strong>is</strong> a question mark," Hartman<br />

said<br />

DR. JOHN VOS<br />

A memorial service for Dr. John<br />

Vos, a former resident of PLj^nouth<br />

Township, were held recently in Vero<br />

Beach, Fla.<br />

Vos, who died after a short illness in<br />

Grand Rapids on March 20, had been<br />

living <strong>the</strong> past few years in Vero<br />

Jpeach after retiring from medical<br />

practice.<br />

Vos, 65, was a graduate of Calvin<br />

College in 1935 and of Chicago College<br />

of Osteopathy in 1939. He was on <strong>the</strong><br />

staff of Detroit Osteopathic Hospital<br />

from 1939-74, was a 32d degree Mason<br />

and a member of <strong>the</strong> Shrine, Moslem<br />

Shrine Temple, Detroit. He attended<br />

and was a member of <strong>the</strong> vestry of St.<br />

John Ep<strong>is</strong>copal Churco of Plymouth,<br />

and was a past president of <strong>the</strong> Redford<br />

Optim<strong>is</strong>t Club.<br />

Survivors include: wife, Jacqueline;<br />

sons, John F. Ill, an attorney in<br />

Plymouth, and Robert E. of Livonia;<br />

daughter, Mrs. Judy Kamen of Westland;<br />

and seven grandchildren.<br />

89 of Plymouth, will be held at 1 p.m.<br />

today (Thursday) in Schrader Funeral<br />

Home with burial at Riverside Cemetery.<br />
