• where feasible, food aid agencies should divest themselves <strong>of</strong> <strong>warehouse</strong>s <strong>and</strong> auction<br />

facilities <strong>in</strong> favour <strong>of</strong> local operators <strong>and</strong> <strong>in</strong>stitutions (this also applies to USAID-Food for<br />

Peace).<br />

Specific recommendations for farmer-focused approaches<br />

• Governments <strong>in</strong> the region should prioritise the <strong>in</strong>tegration <strong>of</strong> SACCOS <strong>in</strong>to wellmanaged<br />

rural MF networks<br />

• MF <strong>and</strong> rural market<strong>in</strong>g specialists should assess whether <strong>and</strong> how they can adapt<br />

Malagasy approaches to rural micr<strong>of</strong><strong>in</strong>ance <strong>and</strong> <strong><strong>in</strong>ventory</strong> <strong>credit</strong> to their own<br />

circumstances.<br />

• There should be periodic <strong>review</strong>s <strong>of</strong> progress <strong>and</strong> issues with MF-l<strong>in</strong>ked <strong>and</strong> cooperative<br />

approaches with gra<strong>in</strong>s <strong>in</strong> Tanzania, <strong>and</strong> ‘bulk<strong>in</strong>g by trade <strong>in</strong>termediaries’ <strong>in</strong> Malawi <strong>and</strong><br />

Zambia. In the case <strong>of</strong> Tanzania, there should also be <strong>review</strong>s <strong>of</strong> farmer l<strong>in</strong>kages to<br />

c<strong>of</strong>fee <strong>warehouse</strong>s. There should be a study to re-evaluate <strong>of</strong> storage losses <strong>in</strong> staple crop<br />

at farm level, <strong>and</strong> f<strong>in</strong>ancial losses through circuitous market<strong>in</strong>g <strong>in</strong> some countries, notably<br />

Malawi <strong>and</strong> the efficacy <strong>of</strong> different approaches to their reduction, <strong>in</strong>clud<strong>in</strong>g the use <strong>of</strong><br />

hermetic structures<br />

• Organisations promot<strong>in</strong>g such storage hardware (e.g. FAO) should <strong>review</strong> their market<strong>in</strong>g<br />

approaches (as discussed <strong>in</strong> the sub-annex to Annex 2)<br />

A tra<strong>in</strong><strong>in</strong>g programme for practitioners<br />

UNCTAD should also support a tra<strong>in</strong><strong>in</strong>g programme for practitioners, giv<strong>in</strong>g serious<br />

consideration to one which EAGC is <strong>in</strong> the process <strong>of</strong> develop<strong>in</strong>g. It will cover a range <strong>of</strong><br />

‘modern market <strong>in</strong>stitutions’ (i.e. contracts <strong>and</strong> arbitration, <strong>warehouse</strong> operation <strong>and</strong><br />

collateral management, commodity h<strong>and</strong>l<strong>in</strong>g <strong>and</strong> grad<strong>in</strong>g, <strong>warehouse</strong> <strong>receipt</strong><strong>in</strong>g, <strong>warehouse</strong><br />

regulation, exchanges, clear<strong>in</strong>g <strong>and</strong> settlement), <strong>and</strong> be implemented at three levels:<br />

Development <strong>of</strong> tra<strong>in</strong><strong>in</strong>g materials; tra<strong>in</strong><strong>in</strong>g <strong>and</strong> certification <strong>of</strong> tra<strong>in</strong>ers, <strong>and</strong> grants for <strong>in</strong>country<br />

organisations to hire tra<strong>in</strong>ers.<br />
