to withdraw it at different times to meet family consumption needs or generate cash, <strong>and</strong>; (b)<br />

by the failure <strong>of</strong> most producer market<strong>in</strong>g cooperatives. Identity-preservation is questionable<br />

<strong>in</strong> many areas <strong>of</strong> Tanzania <strong>and</strong> Ug<strong>and</strong>a, s<strong>in</strong>ce farmers have quite large surpluses, <strong>and</strong> it<br />

results <strong>in</strong> <strong>in</strong>efficiencies <strong>in</strong> the use <strong>of</strong> storage space <strong>and</strong> market<strong>in</strong>g. In Tanzania, certa<strong>in</strong><br />

players remarked on this with regard to the AMSDP-supported Chimala <strong>warehouse</strong> <strong>in</strong><br />

Tanzania, at a time when (allegedly) farmers found were try<strong>in</strong>g to sell heterogeneous lots <strong>of</strong><br />

paddy but the buyers wanted to make large orders with a clear knowledge <strong>of</strong> the type <strong>and</strong><br />

quality they could expect.<br />

Approach 3.C: Technological improvements <strong>in</strong> rural storage<br />

This is not a warehous<strong>in</strong>g or trade f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong>itiative, but a complementary response needed<br />

to tackle the problems <strong>of</strong> seasonal food shortages <strong>in</strong> rural areas, such as those occasioned by<br />

‘oversell<strong>in</strong>g’ <strong>and</strong> consequent circuitous movements <strong>of</strong> gra<strong>in</strong>. Such cases were particularly<br />

cited <strong>in</strong> Malawi – see Annex 3. The approach is <strong>in</strong>cluded here to ensure that these issues are<br />

dealt with comprehensively <strong>and</strong> holistically, cover<strong>in</strong>g the physical dimension <strong>of</strong> the problem,<br />

<strong>in</strong> addition to the market<strong>in</strong>g tools dimension.<br />

The problems described can be product <strong>of</strong> both farmers’ f<strong>in</strong>ancial constra<strong>in</strong>ts <strong>and</strong> <strong>of</strong> the<br />

difficulties they experience <strong>in</strong> protect<strong>in</strong>g their products from pests over a period <strong>of</strong> many<br />

months. The latter problem is most prevalent with high-yield<strong>in</strong>g dent or semi-dent hybrids<br />

maize which are more pest-prone than varieties that farmers have traditionally stored, <strong>and</strong> <strong>in</strong><br />

pulses. Technological <strong>in</strong>novations can be <strong>in</strong>troduced on their own, or <strong>in</strong> comb<strong>in</strong>ation with<br />

f<strong>in</strong>ancial support provided under one <strong>of</strong> the other approaches. An MF-l<strong>in</strong>ked approach may<br />

be appropriate, s<strong>in</strong>ce the farmer can use MF to acquire the hardware, <strong>and</strong> f<strong>in</strong>ance his<br />

consumer expenditure while he holds gra<strong>in</strong> <strong>in</strong> it.<br />

Often the most cost-efficient way <strong>of</strong> reduc<strong>in</strong>g storage losses is to improve h<strong>and</strong>l<strong>in</strong>g <strong>and</strong> pest<br />

control procedures, but with weak extension <strong>system</strong>s it may be best to <strong>in</strong>vest <strong>in</strong> hermetic<br />

storage structures where <strong>in</strong>sect populations can be controlled by deprivation <strong>of</strong> oxygen, or by<br />

fumigation. Hermetic structures <strong>in</strong>volve much more up-front <strong>in</strong>vestment but have the<br />

advantages <strong>of</strong> low recurrent cost <strong>and</strong> absolute assurance aga<strong>in</strong>st storage losses (provid<strong>in</strong>g<br />

he/she dries <strong>and</strong> cleans the gra<strong>in</strong> <strong>and</strong> uses the structure correctly). Considerable work has<br />

already been done <strong>in</strong> this area, notably with the <strong>in</strong>troduction <strong>of</strong> family sized galvanised iron<br />

tanks <strong>and</strong> silos <strong>in</strong> Swazil<strong>and</strong>, Central America (with more recent FAO <strong><strong>in</strong>itiatives</strong> <strong>in</strong> Malawi,<br />

Burk<strong>in</strong>a Faso <strong>and</strong> elsewhere), triple–bagg<strong>in</strong>g <strong>of</strong> cowpeas <strong>in</strong> West Africa. As noted <strong>in</strong> the<br />

case <strong>of</strong> Malawi (Annex 3) there is probably scope for <strong>in</strong>creas<strong>in</strong>g the adoption <strong>of</strong> these<br />

structures by market<strong>in</strong>g them as consumer durables, with suitable promotion, quality control<br />

<strong>and</strong> f<strong>in</strong>ancial support. Due to the high cost, it is probably best to <strong>in</strong>troduce them first to<br />

larger surplus-produc<strong>in</strong>g farmers, wealthier farmers produc<strong>in</strong>g cash-crops like tobacco, <strong>and</strong><br />

who can more easily bear the cost, or to small groups whose members are will<strong>in</strong>g to take on a<br />

jo<strong>in</strong>t-liability loan. Indeed the primary aim should be simply to <strong>in</strong>crease reliable storage at<br />

rural level, because this will tend to reduce the outflow to urban areas <strong>and</strong> mitigate <strong>in</strong>creases<br />

<strong>in</strong> lean-season prices that impact so heavily on the majority <strong>of</strong> farmers who run short <strong>and</strong><br />

have to buy on the market.<br />
