producer prices for raw nuts, but it has issues call<strong>in</strong>g for more <strong>in</strong>-depth study, monitor<strong>in</strong>g <strong>and</strong><br />

evaluation.<br />

Public warehous<strong>in</strong>g has developed much more slowly <strong>in</strong> the gra<strong>in</strong> sector, because <strong>of</strong> the<br />

difficult policy environment with politically-sensitive food crops. A few large trad<strong>in</strong>g<br />

companies are seek<strong>in</strong>g to provide their own warehous<strong>in</strong>g services on an unregulated basis<br />

(we call this Approach 1.A). Zambia, Tanzania, Kenya <strong>and</strong> Ug<strong>and</strong>a are all attempt<strong>in</strong>g to<br />

establish regulatory frameworks so as to provide a framework <strong>of</strong> confidence among<br />

depositors <strong>and</strong> bankers (Approaches 1.B <strong>and</strong> 1.C). Systems regulated by trade bodies<br />

(Approach 1.C), <strong>and</strong> notably the Eastern African Gra<strong>in</strong> Council (EAGC), probably have the<br />

best prospects for success given the broad base <strong>of</strong> this membership organisation, <strong>and</strong><br />

consequently its relative <strong>in</strong>sulation from day-to-day political pressures. EAGC has so far<br />

only certified <strong>warehouse</strong>s <strong>in</strong> Kenya but this could evolve <strong>in</strong>to a uniform <strong>system</strong> cover<strong>in</strong>g a<br />

large part <strong>of</strong> Africa.<br />

In Zambia prospects for a regulated <strong>system</strong> rest with the Zambian Agricultural Commodity<br />

Exchange (ZAMACE), which has the most active trad<strong>in</strong>g floor <strong>in</strong> the countries visited, <strong>and</strong> is<br />

<strong>in</strong> the process <strong>of</strong> establish<strong>in</strong>g exchange-l<strong>in</strong>ked <strong>warehouse</strong>s where smallholders can deposit<br />

gra<strong>in</strong>s they wish to sell. Ug<strong>and</strong>a has launched a regulated <strong>system</strong> <strong>in</strong>volv<strong>in</strong>g the use <strong>of</strong><br />

electronic <strong>warehouse</strong> <strong>receipt</strong>s (eWRS) which have so far been well received by farmers, <strong>and</strong><br />

even more so by bankers. East African banks have been reluctant to fund aga<strong>in</strong>st gra<strong>in</strong><br />

<strong>warehouse</strong> <strong>receipt</strong>s, but recent developments <strong>in</strong> Kenya <strong>and</strong> Ug<strong>and</strong>a suggest that this is<br />

chang<strong>in</strong>g; the adoption <strong>of</strong> electronic documentation may provide further encouragement. An<br />

important factor <strong>in</strong> both Ug<strong>and</strong>a <strong>and</strong> Zambia is the <strong>in</strong>volvement <strong>of</strong> the World Food<br />

Programme through the Purchase for Progress (P4P) programme, which is a lead<strong>in</strong>g<br />

commodity buyer <strong>and</strong> <strong>in</strong> the case <strong>of</strong> Zambia is seek<strong>in</strong>g to procure all its supplies through<br />

ZAMACE.<br />

In Malawi, the policy framework does not currently favour the establishment <strong>of</strong> a regulatory<br />

framework, but there is an <strong>in</strong>itiative to develop bulk<strong>in</strong>g by private trade <strong>in</strong>termediaries<br />

(Approach 1.D), which will provide the opportunity for farmers to store, <strong>and</strong> might evolve<br />

<strong>in</strong>to a regulated <strong>system</strong>. However certa<strong>in</strong> aspects rema<strong>in</strong> to be clarified <strong>and</strong> it will need<br />

monitor<strong>in</strong>g over several years.<br />

Category 2: Private warehous<strong>in</strong>g<br />

Unlike the case with public warehous<strong>in</strong>g, private <strong>warehouse</strong>s have no obligation to receive<br />

deposits from the public. The service is provided by collateral management companies 2 ,<br />

freight forwarders <strong>and</strong> others hold<strong>in</strong>g stock for third parties, <strong>and</strong> these currently account for<br />

most warehous<strong>in</strong>g activity <strong>in</strong> Africa north <strong>of</strong> the Limpopo. Internationally speak<strong>in</strong>g,<br />

collateral management is go<strong>in</strong>g through a difficult time, with fraud cases impact<strong>in</strong>g adversely<br />

on the provision <strong>of</strong> re-<strong>in</strong>surance cover, <strong>and</strong> a number <strong>of</strong> providers dropp<strong>in</strong>g out <strong>of</strong> the<br />

bus<strong>in</strong>ess. The situation creates difficulties for local companies that cannot raise capital on the<br />

<strong>in</strong>ternational market, <strong>and</strong> must therefore rely on the collateral managers.<br />

Regulatory bodies <strong>in</strong> Kenya <strong>and</strong> Ug<strong>and</strong>a are now consider<strong>in</strong>g certify<strong>in</strong>g gra<strong>in</strong> trad<strong>in</strong>g <strong>and</strong><br />

process<strong>in</strong>g companies that wish to issue <strong>warehouse</strong> <strong>receipt</strong>s only aga<strong>in</strong>st their own stock.<br />

This can enhance sectoral efficiency but will be dem<strong>and</strong><strong>in</strong>g <strong>of</strong> regulatory capabilities.<br />
