Scalia and by him referred to the <strong>Court</strong> denied. Petition for writ of<br />

certiorari to the United States <strong>Court</strong> of Appeals for the Fifth Circuit<br />

denied. Justice Stevens and Justice Ginsburg would grant the application<br />
