DISCIPLINE.<br />

1914T In Port Phillip, when the Vice Admiral Commanding is<br />

not present, the Naval Board is to be considered the Senior<br />

Officer present for disciplinary purposes; warrants requiring<br />

the approval of the Senior Officer, applications for Courts-<br />

Martial, or reports on subjects likely to involve disciplinary<br />

action, are to be forwarded direct to the Naval Secretary, by<br />

any of H.M.A. Ships present, including those under the<br />

orders of the Vice Admiral Commanding. (14/5259.)<br />

N.O. 102 LEAVE YEAR.<br />

1914. With reference to <strong>Navy</strong> Order No. 140 of 1913, the Leave<br />

Year is to be considered aa from 1st January to 31st<br />

December.<br />

2. For men who join the <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong> on any<br />

date during the year, leave may be granted for that period<br />

pro rata. (14/4412.)<br />

N.O. 103 PAYMENT OF DEFERRED PAY AND DEDUCTIONS<br />

19 4 ' THEREFROM IN RESPECT OF PENSION LIABILITY TO<br />

ADMIRALTY OF OFFICERS AND MEN LENT FROM THE<br />

ROYAL NAVY.<br />

The following annual rates of contribution have been fixed<br />

by the Admiralty as the amounts to be charged in respect of<br />

retired pay and pension liability of Officers and Men of the<br />

<strong>Royal</strong> <strong>Navy</strong> lent for service under Dominion Governments: —<br />

2. These rates are retrospective in regard to all <strong>Royal</strong><br />

<strong>Navy</strong> Officers and Men lent for service in the <strong>Royal</strong> <strong>Australian</strong><br />

<strong>Navy</strong>.<br />

3. Charges at the above rates will accordingly be made in<br />

the <strong>Navy</strong> Office against the deferred pay of every Officer and<br />

Man.<br />

4. On completion of his service in the <strong>Royal</strong> <strong>Australian</strong><br />

<strong>Navy</strong>, each Officer and Man will be entitled to be paid the<br />

balance of deferred pay standing to his credit after such<br />

charges have been made.<br />

5. At the expiration of an Officer or Man's service in the<br />

<strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong>, payment in respect of deferred pay<br />

will be arranged by the Director of <strong>Navy</strong> Accounts.<br />

6. In no circumstances are any payments in respect of<br />

deferred pay to be authorized by Commanding Officers of<br />

H.M.A. Ships. (N. 14/3276.)<br />

ISSUE OF RAILWAY WARRANTS. N.O. 104<br />

With reference to <strong>Navy</strong> Order No. 109 of 1913, railway 1914"<br />

warrants required by Officers and' Men travelling on duty,<br />

for journeys commencing in South Australia, are only to be<br />

issued by the District Naval Officer, Largs Bay, to whom<br />

application should be made whenever such warrants are<br />

required.<br />

2. This instruction is necessary owing to the Railway Department<br />

of South Australia requiring a special form of<br />

warrant for journeys in that State. (N. 14/4835.)<br />

H.M.A.S. "GAYUNDAH.'<br />

N.O. 105<br />

H.M.A.S. Gayundah was re-commissioned at Sydney 1914.<br />

on 3rd August, 1914, as Training Ship for the <strong>Royal</strong> <strong>Australian</strong><br />

Naval Reserves, under the orders of the Director<br />

of Naval Reserves.
