<strong>Searching</strong> <strong>for</strong> <strong>the</strong> <strong>truth</strong> ⎯ <strong>Documentation</strong><br />
planned to pay a visit to Vietnam, but has now postponed<br />
it.<br />
As far as <strong>the</strong> friendly relations between <strong>Cambodia</strong><br />
and France are concerned, <strong>the</strong> <strong>of</strong>ficial recalled that France<br />
has long had friendly relations with <strong>Cambodia</strong>. He<br />
explained that in spite <strong>of</strong> <strong>the</strong> French diplomatic ties with<br />
<strong>the</strong> Lon Nol government between 1970-75, it was not a<br />
sincere one because <strong>the</strong> government was a buffer <strong>of</strong><br />
America, while France preferred <strong>the</strong> government <strong>of</strong> King<br />
Sihanouk. After <strong>Cambodia</strong>’s liberation, however, France<br />
also wanted a continued diplomatic relationship. But, <strong>the</strong><br />
problem has yet to be solved, whereas <strong>the</strong> <strong>Cambodia</strong>n<br />
Embassy in Paris is now closed down. We stressed in our<br />
response to him that since <strong>the</strong> liberation <strong>of</strong> <strong>Cambodia</strong>, our<br />
government has stressed in its <strong>for</strong>eign policy that it wants<br />
to make good friends and seeks to have friendly relations<br />
with both neighboring and remote countries based on <strong>the</strong><br />
principle provided <strong>for</strong> in our Constitution. We will always<br />
respect this principle.<br />
The problem [<strong>of</strong> diplomatic ties] with France that<br />
remains unsolved is not, however, because <strong>of</strong> <strong>Cambodia</strong>;<br />
ra<strong>the</strong>r, it is because France still has some problems in<br />
which it has not yet showed that it wants a good<br />
relationship with <strong>Cambodia</strong>. We brought up an example<br />
<strong>for</strong> confirmation by mentioning about France protecting<br />
Khmer traitors and having <strong>the</strong>m commit all kinds <strong>of</strong><br />
prevaricating acts harmful to <strong>the</strong> politics and grace <strong>of</strong><br />
<strong>Cambodia</strong>. This, <strong>of</strong> course, only results in <strong>the</strong> two<br />
countries having a bad relationship. As <strong>for</strong> <strong>the</strong> Khmer<br />

traitors, <strong>the</strong> <strong>of</strong>ficial confirmed to us that France does not<br />
allow <strong>the</strong>m to conduct activities detrimental to <strong>the</strong> benefit<br />
<strong>of</strong> France. As you are already aware, <strong>the</strong> <strong>of</strong>ficial said that<br />
in Franc,e <strong>the</strong>re are many media and political institutions<br />
- some are Marxist-Leninist and o<strong>the</strong>rs have a liberal<br />
ideology; some <strong>of</strong> <strong>the</strong>m speak well [<strong>of</strong> us] and o<strong>the</strong>rs do<br />
not. And yet, <strong>the</strong>y are not assigned or controlled by <strong>the</strong><br />
government.<br />
Finally, <strong>the</strong> <strong>of</strong>ficial stated that he would meet and<br />
talk fur<strong>the</strong>r with us in <strong>the</strong> future in order to improve <strong>the</strong><br />
relationship between <strong>the</strong> two countries. We reaffirmed to<br />
him that <strong>the</strong> government <strong>of</strong> France will <strong>the</strong>n realize more<br />
<strong>of</strong> <strong>the</strong> <strong>Cambodia</strong>n politics as mentioned above. The<br />
discussion concluded in an agreeable and friendly<br />
atmosphere.<br />
Once again, <strong>the</strong> <strong>of</strong>ficial emphasized that this was<br />
his first-ever meeting with us after <strong>the</strong> liberation <strong>of</strong><br />
<strong>Cambodia</strong>, and that it was a meeting permitted by <strong>the</strong><br />
government [<strong>of</strong> <strong>Cambodia</strong>].<br />
Through his facial expressions and conduct, we see<br />
that he seemed to want a good renewed relationship with<br />
<strong>Cambodia</strong>. Please be in<strong>for</strong>med, and please, Angkar,<br />
comment on this.<br />

According to a <strong>for</strong>mer Vietnamese communist and member <strong>of</strong> <strong>the</strong><br />
External Relations Commission <strong>of</strong> <strong>the</strong> Communist Party <strong>of</strong> Vietnam,<br />
Nguyen Thi Loi is Ieng Sary’s mo<strong>the</strong>r. In 1975, Ieng Sary had<br />
requested that an <strong>of</strong>ficial visit his mo<strong>the</strong>r, who was living in Qua Lac<br />
village, Ha Xang commune, Chau Thanh district, Tra Vinh province,<br />
(South) Vietnam. The photo <strong>of</strong> Nguyen Thi Loi to <strong>the</strong> left <strong>of</strong> this text<br />
was taken by a Vietnamese <strong>of</strong>ficial and was to be sent to Ieng Sary.<br />
However, when relations between <strong>the</strong> Khmer Rouge and Vietnam<br />
soured, communications between <strong>the</strong> two nations were cut <strong>of</strong>f. The<br />
photo remained in Vietnam until it was recently discovered by a<br />
<strong>Documentation</strong> <strong>Center</strong> <strong>of</strong> <strong>Cambodia</strong> research team. For <strong>the</strong> Pheum Ben<br />
holidays, I would like to send this photo to Ieng Sary and his family in<br />
Pailin; <strong>the</strong>y have probably been waiting <strong>for</strong> it <strong>for</strong> quite a long time.<br />
