<strong>of</strong> Democratic Kampuchea shall be correctly,<br />

completely, and cohesively implemented. The<br />

Constitution is <strong>the</strong> soul <strong>of</strong> Democratic Kampuchea<br />

and <strong>the</strong> basis <strong>for</strong> domestic and <strong>for</strong>eign policies on<br />

various fields ranging from political economy, social<br />

affairs, and culture, which stems from <strong>the</strong> fresh blood<br />

<strong>of</strong> millions <strong>of</strong> children <strong>of</strong> Kampucheans from several<br />

generations. There<strong>for</strong>e, <strong>the</strong>re shall be respect,<br />

observation and implementation at full strength.<br />

2) Streng<strong>the</strong>n and extend <strong>the</strong> <strong>for</strong>ce <strong>of</strong> great<br />

national solidarity with higher revolutionary<br />

vigilance <strong>for</strong> <strong>the</strong> defense <strong>of</strong> <strong>the</strong> country, territory,<br />

independence, sovereignty, territorial integrity within<br />

<strong>the</strong> existing boundaries, and with high responsibility<br />

<strong>for</strong> <strong>the</strong> revolution, nation and our people <strong>of</strong><br />

Kampuchea.<br />

3) Streng<strong>the</strong>n and extend <strong>the</strong> <strong>for</strong>ce <strong>of</strong> great<br />

national solidarity <strong>for</strong> shock assaults in terms <strong>of</strong><br />

production in all fields, especially agriculture, to <strong>the</strong><br />

point that a maximum yield <strong>of</strong> rice shall be reached<br />

<strong>for</strong> upgrading <strong>the</strong> living standard <strong>of</strong> our people and<br />

building our country with <strong>the</strong> speed <strong>of</strong> a great leap<br />

4) Continue to implement <strong>the</strong> political line <strong>of</strong><br />

<strong>the</strong> independence, peace, neutrality, and nonalignment<br />

<strong>of</strong> Democratic Kampuchea by virtue <strong>of</strong><br />

article <strong>21</strong> <strong>of</strong> <strong>the</strong> Constitution <strong>of</strong> Democratic<br />

Kampuchea.<br />

There shall be a streng<strong>the</strong>ning and extension <strong>of</strong><br />

<strong>the</strong> solidarity and fraternity with all revolutionary<br />

movements in various countries <strong>of</strong> <strong>the</strong> world, near<br />

and far, and with youth on <strong>the</strong> five continents, who<br />

love peace and justice including <strong>the</strong> ones in <strong>the</strong><br />

United States <strong>of</strong> America, in order to struggle against<br />

imperialism, old and new colonies, and reactionary<br />

<strong>for</strong>ces <strong>for</strong> <strong>the</strong> sake <strong>of</strong> <strong>the</strong> revolution, independence,<br />

peace, democracy, fraternity and social development<br />

in <strong>the</strong> international arena.<br />

The first session <strong>of</strong> <strong>the</strong> first legislature <strong>of</strong> <strong>the</strong><br />

People’s Representative Assembly concluded on <strong>the</strong><br />

evening <strong>of</strong> April 13, 1976 with great success,<br />

revolutionary optimism, and strong belief in <strong>the</strong><br />

glorious future <strong>of</strong> <strong>the</strong> nation and people <strong>of</strong><br />

Kampuchea.<br />

On <strong>the</strong> morning <strong>of</strong> 4 March, an <strong>of</strong>ficial from <strong>the</strong><br />

Consulate <strong>of</strong> <strong>the</strong> French Embassy in Beijing came and met<br />

us [Khmer Rouge <strong>of</strong>ficials] at <strong>the</strong> embassy and gave us a<br />

declaration <strong>of</strong> <strong>the</strong> government <strong>of</strong> France dated 2 January<br />

1978. We attach herewith <strong>the</strong> declaration in French.<br />

In <strong>the</strong> meantime, <strong>the</strong> <strong>of</strong>ficial asked about <strong>the</strong><br />

situation <strong>of</strong> conflict between <strong>Cambodia</strong> and Vietnam, its<br />

evolution, and our stance towards settling <strong>the</strong> conflict.<br />

Both [<strong>Cambodia</strong> and France] raised <strong>the</strong> subject <strong>of</strong> friendly<br />

relations between <strong>the</strong> two countries.<br />

He affirmed that <strong>the</strong> <strong>for</strong>eign minister <strong>of</strong> France<br />

permitted him to meet [us] in order to grant this<br />

declaration and also to ask <strong>for</strong> confirmation on <strong>the</strong> two<br />

subjects.<br />

We in<strong>for</strong>med him about <strong>the</strong> conflict, <strong>the</strong> causes that<br />

led to <strong>the</strong> conflict between <strong>the</strong> two countries [<strong>Cambodia</strong><br />

and Vietnam], <strong>the</strong> evolution <strong>of</strong> <strong>the</strong> current situation on <strong>the</strong><br />

border, and <strong>the</strong> diplomatic maneuvers that Vietnam has<br />

been staging to distort international views in regard to <strong>the</strong><br />

5 February 1978 declaration <strong>of</strong> its government. We fur<strong>the</strong>r<br />

stressed that <strong>the</strong> conflict was not attributed to <strong>the</strong> unclear<br />

border delineation as set <strong>for</strong>th by <strong>the</strong> Vietnamese. This is<br />

because <strong>the</strong> resolution with respect to <strong>the</strong> border issue was<br />

stated clearly in <strong>the</strong> joint declaration between <strong>the</strong><br />

government <strong>of</strong> <strong>Cambodia</strong> and that <strong>of</strong> Vietnam in 1966. We<br />

in<strong>for</strong>med him about our stance toward solving this<br />

conflict, emphasizing <strong>the</strong> same points as we did to o<strong>the</strong>r<br />

embassies.<br />

In addition, <strong>the</strong> <strong>of</strong>ficial asked us if we would agree<br />

to have a third country to help handle <strong>the</strong> problem in case<br />

<strong>the</strong> situation continued to drag on. He also told us that <strong>the</strong><br />

government <strong>of</strong> France did not know <strong>of</strong> any attitude by<br />

Vietnam concerning its declaration <strong>of</strong> 5 February 1978.<br />

He fur<strong>the</strong>r said that in <strong>the</strong> past, <strong>the</strong> French <strong>for</strong>eign minister<br />

<strong>Documentation</strong> <strong>Center</strong> <strong>of</strong> <strong>Cambodia</strong> (DC-Cam)
