B. CBMS-MDG Indicators Unless otherwise indicated, all the statistical tables, graphs, charts and poverty maps presented in this report were generated using the CBMS methodology. Box 1. Community-Based Monitoring System The CBMS is an organized way of collecting data at the local level to be used by local governments, national government agencies, nongovernment organizations (NGOs) and civil society for planning, budgeting, and implementing local development programs as well as for monitoring and evaluating their performance. It is a tool for improved local governance and democratic decision-making that promotes greater transparency and accountability in resource allocation. The MDG Indicators, which were estimated using CBMS data, are presented in Table 37.
